This paper aims to discuss primarily on the notion of the kind of work-integrated learning model that would be plausible for Indonesian colleges by considering elements pertinent to policies and practices from the perspective of higher education. Strategizing analysis frameworks were used to dissect the information base on policies, best practices, and current situations related to co-operative education programs. The results show that a work-integrated model that is practicable for Indonesian co-op education should consider both the top-bottom viewpoints as well as weighing both drives and threats help examine its potential

Abstrak :
Penerapan E-government di Indonesia marak semenjak dikeluarkannya Inpres Nomor 3 Tahun 2003 yang mewajibkan seluruh instansi pemerintah untuk menerapkan E-government. Kementerian tenaga kerja dan transmigrasi menerapkan E-government dalam melayani masyarakat dalam pelayanan penempatan kerja dengan menghadirkan Bursa Kerja Online (BKOL) yang telah dikembangkan sejak tahun 2009 setelah adanya kerjasama pemerintah dengan Japan International Cooperation Agency (JICA) namun masih terdapat banyak kendala dalam pelaksanaannya. Peneliti tertarik melihat gambaran dan hambatan dalam implementasi E-government melalui bursa kerja online dilihat melalui empat indikator penentu keberhasilan implementasi. Peneliti menggunakan pendekatan kuantitatif dengan mengukur indikator penentu keberhasilan implementasi melalui keempat indikator tersebut dapat dilihat bahwa hubungan komunikasi antara pemerintah sudah baik, komunikasi pemerintah kepada perusahaan dan masyarakat masih belum baik, dari segi sumber daya dan disposisi masih kurang baik, dan struktur birokrasi sudah berjalan baik, serta masih terdapat beberapa hambatan dalam pelaksanaan Bursa Kerja Online tersebut dalam mewujudkan pelayanan publik. ......The implementation of E-government in Indonesia exists since Indonesian government officialized Inpres No 3 in 2003 which forced all instantion of governments to implement E-government. Ministry Of Manpower and Transmigration applied E-Government to public service especially to public employment system and present online job market since on 2009 after relationship with Japan International Coorperation Agency (JICA) but have many problem to apply this system. The researcher interests to know further about how far egovernment implementation E-Government via online job market from four indicators how about implementation can be good governance. Researchers used a quantitative approach to measuring the critical success indicators of implementation through relationship of government to government is good in terms of communication, but communication government to business and citizens has not been good, in term of resources, disposition also has not been good, and bureaucratic structures has been good, and then there are still some obstacles in the implementation Online Job market is in realizing the public service.
