Abstrak :
Under Republic indonesia Government Regulation number 152 year 2000 University of indonesia has been declared as Badan Hukum Milik Negara (State Own Legal Entity). This legal status is latest known after common legal entities are distinguished such as persero, perjan, perum, yayasan. The author does analysis concerning also to the impedance hold by the recent legal status of the university. The significant one is on the budgeting system in the transition periods toward the fully as state own legal entity. The budgeting system that still functioning is under state budgeting. The most ideal of budgeting is by block grant system. Those approach shaii be able to the university does manage the funds under the priority allocations and attaining efficiency. At the end by triumphing efficiency the university will be more optimal to utilise and gain from the commercial venture earning.

Abstrak :
Penelitian ini membahas tentang manfaat pendirian Badan Usaha Milik Desa (BUM Desa) dalam mempercepat terwujudnya kesejahteraan masyarakat desa berdasarkan perspektif hukum keuangan publik. Penelitian ini mengangkat tiga permasalahan, yaitu Peran Badan Usaha Milik Desa (BUM Desa) dalam peningkatkan kesejahteraan masyarakat desa, Manfaat pendirian Badan Usaha Milik Desa (BUM Desa) di masyarakat desa, dan Efektivitas pengelolaan Badan Usaha Milik Desa (BUM Desa) ditinjau dari hukum keuangan publik, studi kasus di Kecamatan Ploso Kabupaten Jombang. Metode yang digunakan dalam penelitian ini yaitu normatif empiris yang bertumpu pada data sekunder dan dilanjutkan pada pengumpulan data primer melalui hasil wawancara dan disajikan dengan bentuk deskriptif analitis. Hasil penelitian menunjukan bahwa peran Badan Usaha Milik Desa dalam peningkatan kesejahteraan masyarakat desa dapat dilihat dari tujuan pendirian Badan Usaha Milik Desa yang telah diamanatkan dalam Undang-Undang yang bertujuan untuk kesejahteraan masyarakat sesuai dengan tujuan bernegara. Kemudian terkait dengan manfaat yang diberikan Badan Usaha Milik Desa kepada masyarakat adalah dilihat dari manfaat yang diberikan Badan Usaha Milik Desa sendiri dari awal berdirinya sampai sekarang kepada masyarakat berupa manfaat secara langsung yaitu pemberian bunga yang rendah dan kemudahan syarat menjadi anggota pada unit usaha simpan pinjam yang membuat bidang usaha ini disukai oleh masyarakat desa dari pada lembaga perekonomian lain di perdesaan. Selanjutnya dari segi efektivitas pengelolaannya dapat dilihat dari peningkatan pendapatan asli desa dan pengelolaan dana sudah berjalan sesuai dengan pembangunan perekonomian desa untuk mewujudkan kesejahteraan masyarakat desa. ......This thesis discussed the benefits of establishing a Village Owned Enterprise (BUM Desa) in accelerating the realization of the welfare of the village community based on the perspective of public finance law. This research has raised three issues: the role of Village Owned Enterprises in improving the welfare of village communities, the benefits of establishing Village Owned Enterprises in village communities, and the effectiveness of managing Village Owned Enterprises based on case study in Ploso, Jombang. The method used in this research is normative-empirical, relying on secondary data and continued on primary data collection through interviews and is presented in the form of descriptive-analytical. The results showed that the role of Village Owned Enterprises in improving the welfare of rural communities can be seen from the purpose of establishing Village Owned Enterprise that has been mandated in the Law aimed at community welfare following the objectives of the state. Then related to the benefits provided by Village Owned Enterprises to the community is seen from the benefits provided by the Village Owned Enterprises themselves from its inception until now. The benefits are given in form of direct benefits namely low-interest rates and ease of conditions in getting membership of the savings and loan business units, in which it is favored by rural communities over other economic institutions in the countryside. Furthermore, the effectiveness of its management can be seen from the increase of village’s income and the funds’ management that has been running under the development of the village economy to help actualize the welfare of the village community.
