Abstrak :
Technology advancement has created a new form of library which is the digital library. Currently many library organizers are competing with each other in developing digital library. The development has raised new issues on library fields. Those issues are related to digital preservation, copyrights, plagiarism and human resources. The issues have also brought out the needs of breaking strategies to be implemented in the real world. Through this paper, writer intends to discuss about strategies that can be used in handling issues related to development of digital library. The writer hopes that the strategies can be implemented in organizing digital library.

Tesis ini membahas sebuah proses penciptaan pengetahuan yang terwujud di dalam Program Pengembangan Perpustakaan Desa di Dinas Perpustakaan Kabupaten Pacitan dan menggali berbagai pandangan yang muncul dari proses penciptaan pengetahuan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Hasil penelitian ini menyimpulkan bahwa terdapat pola SECI yang terinternalisasi di dalam proses penciptaan pengetahauan Program Pengembangan Perpustakaan Desa di Dinas Perpustakaan Kabupaten Pacitan. Namun model tersebut tidak sepenuhnya menunjukkan suatu proses yang utuh dan berjenjang, diantaranya proses kombinasi yang tidak terwujud secara menyeluruh. Didalam proses penciptaan pengetahuan terdapat beberapa aspek kebudayaan yang melatarbelakanginya yaitu nilai kepemimpinan, kepercayaan dan keterbukaan dimana nilai-nilai tersebut menjadi bagian dari kebudayaan jawa yang tertanam di dalam diri para pemangku kepentingan. Nilai tersebut membentuk kesepakatan atas perwujudan Program Pengembangan Perpustakaan Desa dan menjadi suatu karakteristik SECI di Dinas Perpustakaan Kabupaten Pacitan.

This thesis discusses about knowledge creation in Pacitan`s Distric Library that manifests in the community library development program. The aim of the study is to investigate a process of knowledge creation and explore the meaning obtained from the stakeholders involved in the process of knowledge creation. This study was conducted through a qualitative approach with a case study method. The result is that there was a SECI (Socialization, Externalization, Combination, Internalization) model internalized in the process of knowledge creation but the model does not fully show a whole and tiered process of knowledge creation. Combination as part of the process are not fully implemented. In the context of this knowledge creation, there are several cultural aspects embedded in knowledge creation. This includes values such as leadership, trust, and openness where these values become part of Javanese culture that is embedded in the stakeholders. This value formed an agreement on the realization of the community library development program and SECI characteristic in the Pacitan District and formed SECI`s unique characteristics in the context of knowledge creation process in the Pacitan`s District Library.

Jenis penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif. Penelitian ini dilakukan dengan menganalisis lingkungan internal dan eksternal yang ada pada perpustakaan STAIN Curup untuk mengetahui kekuatan, kelemahan, peluang dan ancaman yang dimiliki.. Analisis dalam penelitian ini menggunakan analisis SWOT. Dari hasil analisis SWOT diketahui bahwa perpustakaan STAIN Curup saat ini berada pada posisi kuadran I, yaitu mempunyai sedikit kekuatan internal dan peluang eksternal yang cukup besar. Maka strategi yang harus diterapkan perpustakaan STAIN Curup dalam pengembangannya adalah strategi pertumbuhan yang agresif dengan menggunakan kekuatan yang ada untuk meraih peluang sebesar-besarnya. Konsep perencanaan strategis yang dihasilkan dalam penelitian ini berupa rumusan program pengembangan perpustakaan STAIN Curup di masa yang akan datang ......This research is qualitative research with a descriptive approach. This research was conducted to analyze the internal and external environment in the STAIN Curup library to know the strengths, weaknesses, opportunities and threats. Analyzing in this research using a SWOT analysis. From the results of the SWOT analysis was known that the STAIN Curup library at this time is on the position of first quadrant, which have few internal strengths and external opportunities are quite large. So the strategy should he applied in the STAIN Curup library development is an aggressive growth strategy by using strength to take advantages the opportunities. The concept of strategic planning that resulted in the formulation of this research are the development of library STAIN Curup program for the future
