"The Government of Indonesia has enacted Law No. 32 of 2004. It has affirmed that the head of a sub-district is a local apparatus of district/town, who acquires some of the government authorities from the district head/mayor. Such guarantee of partial authority is significant. With the authority in his hand, the subdistrict head is able to set in motion and put in orders for the developments in his territory to be more dynamic, democratic, and legally-carried out. "ABSTRACT
Skripsi ini membahas Peraturan Pemerintah Nomor 18 Tahun 2016 yang telah mengamanatkan Pemerintah Provinsi DKI Jakarta untuk meninjau kembali struktur kelembagaan atau organisasi perangkat daerahnya. Penerbitan Peraturan Pemerintah ini disebabkan karena telah ditetapkannya Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah yang berimplikasi pada perubahan urusan wajib dan urusan pilihan yang menjadi kewenangan pemerintahan pusat dan daerah. Peraturan ini bertujuan meningkatkan efisiensi dalam mengurangi belanja pegawai untuk dialokasikan kepada belanja publik dan mengurangi jabatan struktural. Pemerintah Provinsi DKI Jakarta sebagai Ibukota Negara Republik Indonesia memiliki otonomi khusus, sehingga pelaksanaan restrukturisasi perangkat daerah di Provinsi DKI Jakarta memiliki pendekatan yang berbeda dengan daerah lainnya. Penelitian ini menggunakan pendekatan kualitatif dan pengumpulan data melalui wawancara mendalam dan studi literatur. Hasil penelitian menunjukkan bahwa Pemerintah Provinsi DKI Jakarta melakukan restrukturisasi organisasi melalui strategi strategi dynamic conservatism yaitu tidak terlalu melibatkan pihak luar. Kemudian, terdapat perubahan yang terjadi setelah dilakukannya restrukturisasi dilihat dari adanya pengurangan Anggaran Pendapatan dan Belanja Daerah (APBD) pada belanja pegawai dan pengurangan jabatan struktural, namun perubahan tersebut sangat tidak signifikan.

ABSTRACT
This thesis discusses Government Regulation Number 18 of 2016 which mandates the DKI Jakarta to review the institutional structure or local apparatu organization. The issuance of this Government Regulation is due to the enactment of Law Number 23 of 2014 concerning Local Government which has implications for changes in mandatory affairs and elective functions which are the authority of the central and regional governments. This regulation aims to improve efficiency in reducing personnel expenditure to be allocated to public expenditure and reduce structural positions. DKI Jakarta as the National Capital of Indonesia has special autonomy, so that the implementation of regional restructuring in DKI Jakarta has a different approach to other regions. This study uses a qualitative approach and data collection through in-depth interviews and literature studies. The results showed that DKI Jakartas restructured the organization through a strategy of dynamic conservatism strategy that is not too involving outside parties. Then, there were changes that occurred after the restructuring was seen from the reduction in the Regional Revenue and Expenditure Budget (APBD) on personnel expenditure and the reduction of structural positions, but the change was very insignificant."
