ABSTRAKThis thesis discusses the project performance Local Area Network in Local
Government of Lima Puluh Kota Regency with qualitative and descriptive
methods, the project built in 2002 with the aim of increasing efficiency of datacommunication
of information between the regional work units (SKPD) failed to
provide the expected benefits. The study was conducted to find the causes of
project failure and not repeated in the future.
Theoretical basis used is Planning Project (1). Cycle Analysis Project
Identification phase, Project Preparation, Monitoring and Post Project Evaluation
(ex-ante, on-going and ex-post evaluation) (2) Performance Evaluation
Development Project uses a matrix table equipment Logical Framework
The study found that the cause of the failure of Local Area Network project is the
lack of planning and planning documents that led to this project can not be run
continuously
The results suggest that any public investment decisions made through the project
planning process of thecorrect order not to cause waste of resources.
ABSTRAKThesis ini membahas kinerja proyek Local Area Network Pemerintah Daerah
Lima Puluh Kota dengan metode deskirptif kualitatif, proyek yang dibangun pada
tahun 2002 dengan tujuan meningkatkan efisiensi komunikasi data-informasi
antar Satuan Kerja Perangkat Daerah (SKPD) gagal memberikan manfaat yang
diharapkan. Penelitian dilakukan untuk mencari sebab-sebab kegagalan proyek
dan agar tidak terulang lagi di masa mendatang.
Landasan teori yang digunakan adalah Perencanaan Proyek (1). Analisis Siklus
Proyek tahap Identifikasi, Persiapan Proyek, Monitoring dan Evaluasi Pasca
Proyek (ex-ante, on-going dan ex-post evaluation) (2) EKPP (Evaluasi Kinerja
Proyek Pembangunan) menggunakan peralatan tabel matriks Kerangka Kerja
Logis (KKL)
Penelitian ini menemukan bahwa penyebab kegagalan Proyek Local Area
Network ini adalah tidak adanya perencanaan dan dokumen perencanaan yang
menyebabkan proyek ini tidak dapat berjalan secara berkesinambungan.
Hasil penelitian menyarankan agar setiap keputusan investasi publik dilakukan
melalui proses perencanaan proyek yang benar; agar tidak menimbulkan
pemborosan sumber daya pembangunan yang sudah semakin terbatas ."
