Abstrak :
This research aimed at understanding of housing location determination over the areas of Gedebage, Bandung City. The evaluation is based on physical conditions of the environment and socioeconomic conditions, by comparing existing conditions of the housing with established standards. The findings are: (i) Batununggal (B1) in Bandung Kidul Sub-District belongs to suitable category of housing location, (ii) Mengger (B3) in Bandung Kidul Sub-District belongs to unsuitable category of housing location, (iii) Sekejati (M3) in Margacinta Sub-District belongs to suitable category of housing location; (iv) Cisaranten Kidul (R4) at Rancasari Sub-District belongs to adequately suitable category of housing location; and (iv) Cisaranten Kidul (R2) at Rancasari Sub-District belongs to adequately suitable housing location.

Abstrak :
Tesis ini membahas bagaimana implementasi pelaksanaan program Dana Alokasi Khusus Bidang Perumahan dan Kawasan Permukiman di Kabupaten Garut pada Tahun 2012 dan 2013, disamping itu dibahas pula terkait faktor-faktor yang menjadi keterbatasan pelaksanaan Dana Alokasi Khusus Bidang Perumahan dan Kawasan Permukiman selama dua tahun tersebut. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Adapun teknik pembahasannya menggunakan analisis deskriptif kualitatif. Dari hasil penelitian ditemukan bahwa capaian pemanfaatan Dana Alokasi Khusus Tahun 2012 mencapai 99,43% dengan total perumahan yang mendapat bantuan sebanyak 24 lokasi dan Tahun 2013 mencapai 99,64% dengan total perumahan yang mendapat bantuan sebanyak 21 lokasi. Adapaun khusus di area perkotaan, perumahan yang mendapat bantuan di Tahun 2012 adalah sebanyak 7 lokasi dan di Tahun 2013 sebanyak 5 lokasi. Faktor-faktor yang menjadi keterbatasan pelaksanaan Dana Alokasi Khusus di Kabupaten Garut adalah 1) Minimnya lokasi perumahan baru dan 2)Minimnya lahan untuk perumahan di area perkotaan. ......This thesis discusses how the implementation of the program of Special Allocation Fund for Housing and Settlement Region in Garut regency in 2012 and 2013, in addition also discussed related factors be limited implementation of the Special Allocation Fund for Housing and Settlement Region for two years. This study used a qualitative method with a case study approach. The discussion techniques using qualitative descriptive analysis. From the results of the study found that the use of the Special Allocation Fund performance in 2012 reached 99.43 % with total housing that received a total of 24 locations and in 2013 reached 99.64 % with total housing that received as many as 21 locations. A particular in urban areas, housing assistance in 2012 was as much as 7 locations and in the year 2013 as many as 5 locations. Factors to be limited implementation of the Special Allocation Fund in Garut are 1 ) lack of new housing sites and 2 ) lack of land for housing in urban areas.
