Abstrak :
I would like to point out through this dissertation that the network established among the institutions have a significant contribution in the firmation and integration occurs through a series of cooperation and competition among actors in the use of scarce resource based on the 'surplus' possessed by each party. The foundation of cooperation and competition is built through patterns of relationship that is developed by three categories of Aceh Besar fisherman economic main actor; i.e. lake boat, pawang, and toke bangku (actors of the base-structure). The relationship system of cooperation and competition that runs parallel to the symmetrical relationship paterns succeed to avoid the symptom of 'patronage' as often in every fisherman community in other parts of Indonesia. I would like to point out the symptom of the above integration by observing the behavior of actors in the fish catching system of Aceh Besar, Nanggroe Aceh Darussalam Province like toke boat, pawang, and toke bangku, and other actors related to them in the frame of economic purposed such as margee, pengrajin ikan asin (salted-fish maker), aneuk pukat, and becak laut, or others i called as periphery actors. Each of the mentioned actors acts as key actor in the expansion of cooperation networking and competition among fisherman. Outside of the above two actor categories: there are auxiliaries that o called as environmental components such as aoutside capital provider, panglima laot lhok, panglima laot provinsi, and the clement from the government. Such environmental componen possess the functions to facilitate, suppress, limit, and control the actions of actors especially the actions of actors in the 'base structure'. The effect of environment pressure has caused Aceh fisherman to get stuck in the middle of the two main powers. The first is the power came from the land in the form of coastal resource exploitation that significantly affect the traditional fisherman's way of life. Th second is the power came from the sea that the development of global capitalist in the sector of marine resource exploitation has produced large capitalized fish catchers that over exploit marine resource which make the traditional fisherman' yield significantly decrease. Such a power is the result of the cooperatio. between the government's policy and the capitalist. In the mean time, th institution of Lembaga Adat Laor/Pan lima Laot of Nanggroe Aceh Darussalar. Province gives strong pressure to panglima laot lhok, so that the panglima lac llwk then lost his autonomy. In confronting the environmental pressure that occurs in the fish catching sector, the economic actor of Aceh Besar traditional fishermen try to empower the 'surplus' they have and by using the institution and the existing inter-institution network; such as familial network, cooperation network by complementing 'surplus' - toke boat. pawang , and toke bangku, panglima laot institution and state institution; although the las institution is applid limited to only certain actors.

The realitiy of Southeast Asia cannot be simply understood as the interfacing of several nation-states on a bilateral basis within a defined geographical locality. The overemphasis on relations between modern nation-states that are marked by territorially defined land boundaries obscures the open frontiers of Southeast Asia. The people of Southeast Asia meet at production markets, labour markets and commodity markets, which recognize no boundaries. The marine resources of Southeast Asia are one sector, which has created a community of peoples from the region. People extracted the riches of the seas for trade in distant markets that were linked by seas. The Sulu Sea was historically the marine stock reservoir of the region. It brought together Asian investors and Asian labour power for Asian markets.

Abstrak :
Directorate General of Monitoring and Controlling Marine Resources and Fishery, Ministry of Marine and Fishery since 2004 had developed Vessel Monitoring System (VMS) aiming at supporting the monitoring and controlling towards illegal fishing that violated the prevailing rules of laws of sea territorial or Exclusive Economic Zones in a state. The Policy Implementation of VMS should be done in line with the Law Number 3 year 2004 and the Minister's Decree that had been enforced, i.e., the form of monitoring system in fishing using stipulated VMS. To view the implementation of successive policies, the Hierarchy of Broomley Policies with their influential factprs based on implementation theory of Edward III policy was used. The policy was observed since at its policy, organizational and operational level: Just it was-at its operational level; the policy was measured. The development of VMS was done to improve the management of fishery resources through implementing monitoring and controlling towards fishing vessel activities as well as increasing the management of the fishery industry done by fishery companies and particularly to raise the law-abiding fishing vessel that fished and/or transported the fish towards the prevailing rules and regulations of managing the preserved, sustainable and accountable fishery. The research of the success of the implementation of VMS was conducted to evaluate the policy implementation and to know the extent to its impacts towards the accomplishments of VMS policy implementation using VMS method. It was done by taking the object of the implementation in Fishery Harbour of Samudera Nizam Zachman Jakarta. The method of the research used was survey method to 48 fishing vessel industries as the respondents. As for the data analysis, the regression analysis method was adopted and the adopted application to analyse the data was SPSS (Statistical Package for Social Science). The aspects used to evaluate the policy implementation were policy effectiveness, fairness, responsiveness, and procedure; whereas the policy accomplishments were measured with three aspects, i.e., obedience, goals accomplishments and efficiency. Based on the findings of the research, the policy implementation of the fishing vessel monitoring system with the VMS method had well been performed, and the aspects that obtained the highest score was the procedure aspects, meaning that procedurally the policy implementation had been well carried out. It went the same for the accomplishment of the policy implementation, i.e., the efficiency aspect which was the most successful aspect. Statistically, the application of the policy of fishing vessel monitoring system with the adoption of VMS method gave significant impacts towards the accomplishments of the policy. The implementation aspect that had the biggest impacts towards the accomplishments of the policy was the effectiveness aspects. It mean that, the policy application of the fishing vessel monitoring system with the adoption of VMS method that could be implemented effectively had great impacts towards the accomplishments of such policy. The conclusion of the research findings was the fact that the VMS was found effective in surveying the fishing activities in the Exclusive Economic Zone in the sea areas in Indonesia in creating the preservation of the fishery resources. By the result of the research, it was suggested the procedural implementation of the fishing vessel monitoring system had been properly applied, but this aspect gave no significant implication upon the accomplishment of the policy, the government should make an evaluation toward aspect of implementation that had significant influence toward the implication of the policy.
