"Pembangunan stadion yang memiliki tingkat kompleksitas dan kerumitan yang tinggi tidak jarang dalam pelaksanaannya terjadi perselisihan atau sengketa dari berbagai pihak. Masalah ini muncul karena tidak adanya standar dalam menentukan perhitungan volume pekerjaan. Penelitian ini dilakukan untuk menyusun dan mengembangkan sebuah Standar Measurement Method (SMM) volume pekerjaan mekanikal elektrikal yang berbasis Work Breakdown Structure (WBS) pada kawasan stadion dengan kontrak terintegrasi rancang bangun. Hasil dari penelitian didapatkan Berdasarkan analisis SEM didapat bahwa model matematis Y= 0.340 X1 + 0.527X2 maka ditarik kesimpulan bahwa WBS dan SMM dapat meningkatkan akurasi perhitungan volume pekerjaan mekanikal dan elektrikal pada kawasan stadion dan dengan R square 65,4 % maka variabel independen WBS dan SMM dapat menjelaskan variabel dependen akurasi perhitungan volume pekerjaan dengan kategori moderat. Metode pengembangan SMM berbasis WBS dengan metode analisis statistik dengan bantuan Structural Equation Modeling (SEM). Penelitian ini diharapkan mampu sebagai panduan dalam mengukur volume untuk menciptakan suatu metode pengukuran yang konsisten, akurat​ dan menghasilkan sebuah metode pengukuran yang dapat diterima oleh berbagai pihak baik pengguna jasa, penyedia jasa dan auditor.
......The construction of a stadium that has a high level of complexity and complexity is not uncommon in its implementation disputes or disputes from various parties. This problem arises because there is no standard in determining the calculation of the volume of work. This research was conducted to compile and develop a Standard Measurement Method (SMM) for mechanical electrical work volume based on Work Breakdown Structure (WBS) in the stadium area with an integrated design and build contract. The results of the study were obtained. Based on the SEM analysis, it was found that the mathematical model Y= 0.340 X1 + 0.527X2, it was concluded that WBS and SMM could increase the accuracy of calculating the volume of mechanical and electrical work in the stadium area and with R square 65.4%, the independent variables were WBS and SMM can explain the dependent variable of the accuracy of the calculation of the volume of work in the moderate category. WBS-based SMM development method with statistical analysis methods with the help of Structural Equation Modeling (SEM). This research is expected to be able to serve as a guide in measuring volume to create a measurement method that is consistent, accurate and produces a measurement method that can be accepted by various parties, both service users, service providers and auditors."

"Stadion merupakan bangunan khusus gedung negara dengan kompleksitas tinggi namun dituntut diselesaikan dengan cepat dan saat ini seringkali menggunakan kontrak design and build. Namun, ditemukan ketidaksesuaian dalam pengukuran volume karena akurasi pengukuran dan persepsi yang berbeda diantara stakeholder akibat belum adanya standar acuan pengukuran volume pekerjaan stadion, khususnya pekerjaan arsitektur, fasilitas eksterior bangunan, dan miscellaneous work pada kawasan stadion. Penelitian ini bertujuan untuk menyusun WBS, mengembangkan metode standar pengukuran volume pekerjaan dan memodelkan hubungan antara metode standar pengukuran volume Pekerjaan berbasis WBS dengan akurasi pengukuran volume. WBS Stadion dikembangkan dengan studi literatur BOQ terdahulu dan peraturan menteri, metode standar pengukuran volume dikembangkan dengan studi literatur metode standar pengukuran volume eksisting dengan berisikan unit, aturan, dan ketentuan pengukuran, serta ruang lingkup pekerjaan dan pemodelan hubungan antar variabel menggunakan SEM-PLS. Penelitian ini menghasilkan WBS dan SMM berbasis WBS khusus untuk pekerjaan arsitektur, fasilitas eksterior bangunan, dan miscellaneous work pada kawasan stadion dan berdasarkan hasil responden dan Analisa model hubungan antara variabel WBS, SMM, dan akurasi perhitungan volume pekerjaan SEM-PLS, dihasilkan model matematis yaitu Y1 = 0.339 X1 + 0.673 X2 dimana Y1 adalah akurasi perhitungan volume pekerjaan, X1 adalah WBS, dan X2 adalah SMM dimana berdasarkan model tersebut diketahui bahwa WBS dan SMM berpengaruh positif terhadap akurasi perhitungan volume dan memiliki hubungan yang signifikan. Didapatkan Nilai R square sebesar 0,738 yang tergolong moderat yang menjelaskan bahwa kedua variabel SMM dan WBS berpengaruh secara simultan terhadap variabel akurasi perhitungan volume pekerjaan sebesar 73,8%. Hasil Penelitian ini diharapkan memberikan standarisasi dan keseragaman volume untuk menghasilkan volume dengan akurasi tinggi, dapat diterima oleh semua pemangku kepentingan, dan mengurangi perselisihan.
......Stadiums are special state buildings with high complexity and need to finish quickly and often using design and builds contracts. However, discrepancies in the measurement of volume due to measurement accuracy and perception were found among stakeholders due to the absence of standards for measuring the volume of stadium work, especially for architecture, building exterior facilities, and miscellaneous works in the stadium area. This study aims to compose WBS, develop SMM for Architecture, Building Exterior Facilities, and Miscellaneous Work on Stadium Area and modeling the relationship between WBS-based Standard Measurement Methods and the accuracy of volume measurement. WBS Stadium was developed by studying the previous BOQ and ministrial regulations, SMM developed by literature study of the existing SMM which contain units, measurement rules, provisions, and scope of work for SMM of stadium area and modeling the relationship between variable using SEM-PLS. The results of this study are WBS, WBS-based SMM for architecture, building exterior facilities, and miscellaneous work in the stadium area and the relationship model. Based on the results of respondents and model analysis of relationship between WBS, SMM, and the accuracy of volumes measurement by SEM-PLS, the mathematical model is Y1 = 0.339 X1 + 0.673 X2 where Y1 is the accuracy of volumes measurement, X1 is WBS, and X2 is SMM. Based on the model it is known that WBS and SMM have a positive effect on accuracy of volumes measurement and have a significant relationship. The R square value is 0.738 which classified as moderate, that means SMM and WBS have a simultaneous effect on the variabel accuracy of volumes measurement by 73.8%. The results of this study are expected to provide standardization and uniformity to produce volumes measurement with high accuracy, acceptable to all stakeholders, and reduce dispute."

"ABSTRAK
HbA1c dapat diukur dengan berbagai metode. Talasemia dapat memengaruhi akurasi hasil HbA1c. Peneliti ingin mendapatkan proporsi pasien yang dicurigai talasemia beta menggunakan parameter HbF >1 dengan metode ion-exchange HPLC program HbA1c pada populasi pasien yang melakukan pemeriksaan HbA1c di RSCM dan mengetahui pengaruh talasemia minor pada pengukuran HbA1c dengan ion-exchange HPLC dan afinitas boronat POCT. Subjek penelitian proporsi didapatkan dari pasien yang melakukan pemeriksaan HbA1c di RSCM selama Bulan Maret 2017. Subjek penelitian rerata/median nilai HbA1c antar metode HbA1c dibagi menjadi kelompok subjek fraksi hemoglobin normal dan talasemia minor. HbA1c diukur dengan metode ion-exchange extended HPLC sebagai metode rujukan pengganti, ion-exchange HPLC, dan afinitas boronat POCT. Pada hasil uji ketelitian dan ketepatan, hanya metode afinitas boronat POCT yang belum memenuhi memenuhi ketentuan ADA, NGSP, dan IFCC. Proporsi pasien yang dicurigai talsemia beta menggunakan parameter HbF >1 dengan metode ion-exchange HPLC program HbA1c pada populasi pasien yang melakukan pemeriksaan HbA1c di RSCM pada Bulan Maret 2017 sebesar 0,8 , belum angka yang sebenarnya karena keterbatasan alat tidak mendeteksi HbA2. Nilai HbA1c antar metode pada kelompok subjek fraksi hemoglobin normal tidak berbeda bermakna. Pada kelompok talasemia minor, didapatkan nilai HbA1c afinitas boronat POCT lebih rendah bermakna secara statistik dan klinis dibandingkan metode rujukan. Nilai HbA1c ion-exchange HPLC lebih rendah bermakna secara statistik tetapi tidak bermakna secara klinis dibandingkan metode rujukan. Hasil uji regresi dengan y adalah HbA1c metode rujukan dan x metode yang diuji metode ion-exchange HPLC dan afinitas boronat POCT pada subjek talasemia minor untuk HPLC yaitu y = 0,959x 0,86, sedangkan untuk boronat POCT y = 1,012x 0,815. Sebagai kesimpulan, proporsi pasien yang dicurigai talsemia beta menggunakan parameter HbF >1 dengan metode ion-exchange HPLC program HbA1c pada populasi pasien yang melakukan pemeriksaan HbA1c di RSCM sebesar 0,8 , serta pada kelompok talasemia minor, nilai HbA1c afinitas boronat POCT lebih rendah bermakna secara statistik dan klinis dibandingkan metode rujukan. Nilai HbA1c ion-exchange HPLC lebih rendah bermakna secara statistik tetapi tidak bermakna secara klinis dibandingkan metode rujukan. Rumus dari uji regresi dapat digunakan pada laboratorium yang tidak menggunakan metode rujukan.

HbA1c can be measured by many methods. Thalassemia will affect HbA1c test accuracy. The purpose of this study is to get the proportion of suspected thalassemia with HbF 1 by ion exchange HPLC HbA1c program in RSCM patients who did the HbA1c analysis and to know the effect of thalassemia minor on HbA1c results by ion exchange HPLC and boronate affinity POCT. The subjects of thalassemia proportion study were selected from RSCM patients who did the HbA1c analysis in March, 2017. The subjects of the comparison study were divided to subjects with normal hemoglobin fraction and subjects with thalassemia minor. HbA1c analysis from each patient was measured by ion exchange extended HPLC as surrogate gold standard method, ion exchange HPLC, and boronate affinity POCT. Based on the precision and accuracy test, only the CV of boronate affinity POCT method didn rsquo t reach the ADA, NGSP, and IFCC requirement. The proportion of suspected thalassemia with HbF 1 by ion exchange HPLC HbA1c program in RSCM patients who did the HbA1c analysis was 0,8 , but this number was not the correct number yet because the device rsquo s limitation which could not detect HbA2. The HbA1c value between methods were not different in normal subjects. The HbA1c value by boronate affinity POCT method was significantly lower than the value by ion exchange extended HPLC in subjects with thalassemia minor statistically and clinically . The HbA1c value by ion exchange HPLC method was statistically lower than the value by ion exchange extended HPLC in subjects with thalassemia minor, but it was not clinically different. The regression analysis between y HbA1c value by gold standard and x HbA1c value by tested analyzers resulted formulas y 0,959x 0,86 x HbA1c by HPLC and y 1,012x 0,815 x HbA1c by boronate affinity POCT . As conclusion, the proportion of suspected thalassemia with HbF 1 by ion exchange HPLC HbA1c program in RSCM patients who did the HbA1c analysis was 0,8 , and in subjects with thalassemia minor, the HbA1c value by boronate affinity POCT was statistically and clinically lower than gold standard, while the HbA1c value by ion exchange HPLC was statistically lower than gold standard. The formulas from regression analysis can be used in the laboratory which do not use gold standard method."
