Peraturan Menteri Kesehatan Republik Indonesia Nomor 269/Menkes/PER/III/2008 Bab III tentang tata cara penyelenggaraan rekam medis pada pasal 5 ayat 1 menyatakan ? Setiap dokter atau dokter gigi dalam menjalankan praktek kedokteran wajib membuat rekam medis?. Askes terhadap rekam medis, termasuk ringkasan pelayanan (resume) pada setiap pelayanan pasien, meningkatkan peluang untuk terjadinya kesinambungan pelayanan kesehatan yang diperlukan (WHO, 2008: Word Health Report 2008). Rekam medis yang bermutu harus memenuhi indikator kelengkapan isi, keakuratan, ketepatan waktu dan pemenuhan aspek hukum (Huffman, 1994). Mutu resume medis adalah cermin mutu rekam medis serta layanan yang diberikan oleh Rumah Sakit (Depkes,1991). Menurut statement salah satu staf rekam medis di RS Kanker "Dharmais", pengisian resume medis masih terdapat keterlambatan dan ketidaklengkapan oleh dokter. Berdasarkan hasil observasi penulis pada bulan september tahun 2010, dari 144 resume medis kelengkapan pengisian resume medis mencapai 84,7% dan keterlambatan pengisian resume medis mencapai 81,25 %. Keterlambatan pengisian resume medis terjadi dikarenakan padatnya aktifitas dokter dan tidak setiap hari dokter berada di RSKD dan ketidaklengkapan pengisian resume dikarenakan dokter sering lupa mengisi diantaranya adalah hasil pemeriksaan penunjang dan tanggal pembuatan resume. Penelitian ini bertujuan untuk mengetahui mutu resume medis berdasarkan kelengkapan, keakuratan, dan ketepatan waktu pengisian resume medis. Serta mengetahui hubungan antara mutu resume medis dengan aspek hukum penulisan resume medis. Penelitian ini menggunakan pendekatan cross sectional, dengan data sekunder pasien jamkesmas dan pasien umum melalui penarikan sampel yang berjumlah 110 resume medis. hasil penelitian menunjukan bahwa tidak ada hubungan yang signifikan antara mutu resume medis dengan dengan aspek hukum penulisan resume medis (nilai p-value = 1,0 ). Disarankan kepada pihak rumah sakit perlu adanya monitor secara berkala dalam pengisian resume medis, sosialisasi resume medis ke dokter (baik baru maupun lama) tentang pentingnya mutu resume medis, terutama ketepatan waktu pengisian resume medis mengingat ketapatan waktu pengisian resume masih rendah dan pengisian resume medis sebaiknya dalam bentuk komputerisasi yang ditandatangani oleh dokter penanggung jawab pasien.

Regulation of the Minister of Health of the Republic of Indonesia Number 269/Menkes/PER/III/2008 Chapter III of the procedures of the medical records in Article 5, paragraph 1 states "Any physician or dentist practicing medicine in the medical record shall be made". Health insurance to the medical record, including a summary of services (resume) in each patient care, increase the chances for the continuation of necessary medical care (WHO, 2008: Word Health Report 2008). Medical record must meet the quality indicators of the completeness of the content, accuracy, timeliness and compliance with the legal aspects (Huffman, 1994). Quality medical resume is a mirror of the quality of medical records and services provided by the Hospital (MOH, 1991). According to the statement of one of the medical records staff at the Cancer Hospital "Dharmais", charging medical resume there are still delays and omissions by the physician. Based on the observation of the writer in September of 2010, from 144 medical resumes medical resumes charging completeness reached 84.7% and the delay in charging medical resume reaches 81.25%. Delays occurred due to the filling of medical resume activity density of doctors and not every day a doctor was in RSKD and incompleteness due to resume charging doctors often forget to fill them are the results of investigation and creation date resume. This study uses cross sectional approach, Jamkesmas patients with secondary data and public patients through the withdrawal sample of 110 medical resume. results showed that there was no significant relationship between the quality of medical resume with the legal aspects of medical resume writing (p-value = 1,0). Suggested to the hospital is necessary to periodically monitor the charging medical resume, medical resumes socialization to the doctor (both new and old) about the importance of quality medical resume, especially the timeliness of medical resume charging ketapatan considering charging time is still low, and charging resumes medical resumes should in computerized form, signed by the physician in charge of the patient
