"Mekanisme pengisian pimpinan DPR RI periode 2009-2014 menggunakan sistem proporsional, kemudian diganti menjadi sistem paket pada DPR RI periode 2014-2019. Ketika DPR RI periode 2014-2019 masih berjalan, muncul wacana untuk mengembalikan mekanisme pengisian tersebut kepada sistem proporsional. Namun wacana tersebut urung direalisasikan. Hal ini menunjukkan DPR RI masih belum bisa menentukan mana mekanisme yang paling sesuai untuk digunakan. Untuk itu dalam penelitian ini akan dibahas mengenai perbandingan mekanisme pengisian DPR RI pada periode 2009-2014 dengan DPR RI periode 2014-2019. Metode penelitian yang akan digunakan dalam penelitian ini adalah yuridis normatif yang menggunakan data sekunder dengan pendekatan komparatif.
Dari hasil penelitian yang dilakukan didapati: mekanisme pengisian pimpinan DPR RI periode 2009-2014 lebih mencerminkan prinsip demokrasi, mekanisme pengisian DPR RI periode 2009-2014 menggunakan mekanisme penetapan sementara DPR RI periode 2014-2019 menggunakan mekanisme pemilihan, mekanisme pengisian pimpinan DPR periode 2014-2019 memberikan kesamaan kesempatan kepada seluruh anggota DPR RI dari semua fraksi partai politik untuk mengisi posisi pimpinan DPR RI serta terlibat dalam pengambilan keputusan dalam pemilihan, mekanisme pengisian pimpinan DPR RI periode 2009-2014 memberikan hak penuh kepada sebuah fraksi partai politik untuk mengisi posisi pimpinan sementara yang lainnya tidak, dan hasil dari kedua mekanisme pengisian tersebut akan bersifat tetap.
Penelitian ini kemudian memberikan saran kepada DPR RI agar menentukan mekanisme pengisian pimpinan yang bersifat tetap atau dalam kata lain tidak berganti-ganti yang membuat masyarakat mencitrakan DPR RI sebagai lembaga yang sangat politis.
......The mechanism to elect the leadership of the house of representatives of republic of Indonesia on 2009-2014 period used proportional system, then that mechanism replaced by package system on 2014-2019 period. When The house of representatives of republic of indonesia is still running, a plan to turn back that system into proportional system again. However, that plan wasn't happen. It shows that the house of representatives of Republic of Indonesia is still can't decide which mechanism is most appropriate. Therefore, this research will discuss about a comparison between the mechanism to elect the leadership of the house of representatives of republic of Indonesia on 2009-2014 period and 2014-2019 period. Research Method that use on this research is normative juridical that use a secondary reference, with comparative approach.
The results of this research is the mechanism on 2009-2014 period is more reflect the democracy principle than the others, the mechanism on 2009-2014 used an appointment mechanism meanwhile the mechanism on 2014-2019 period used an election mechanism, the mechanism on 2014-2019 period gave a same opportunity to all member from all fraction to be elected as the leadership and participated on decision making about the elected of the leadership candidate, the mechanism on 2009-2014 period gave a right to political party fraction to elect their representatives as the leadership by themselves meanwhile the others wasnt, and the results of each mechanism would be fixed.
This research recommend to the house of representatives of Republic of Indonesia to decide the fixed mechanism to elect the leadership of the house of representatives of republic of Indonesia or in other words not changing constantly that make people looks the house of representatives of republic of Indonesia as very political institution."
