"This article discusses to what extent, of at all, the concerns embodied in the Women, Peace and Security (WPS) Agenda take priority over respect for patriachal local customs and institutions when undertaking Post-Conflict Peace Building (PCPB) missions in fragile states. It argues that the concerns embodied in WPS agenda should take priority over respect for patriachal local customs and institutions to the extent that it addresses three challenges: (1) interntional interventions; (2) the separation of dimension in "silos"; and (3) the women oriented bias. This article looks at three perspectives to answer the challenges. The first is the Feminist Hybridity Perspevtives's arguments that emphasize the collaboration of international capacities and local knowledge in prioritizing the international intervention. The second is the Feminist Political Economy Perspective's arguments that suggest an integrated approach between political security dimension and socio-economic dimension to tackle the challenge of incomprehensive approach due to separation between the two during the PCPB missions. The third is the gender as national interest perspective that provides a basis for the continuation of the discourse on the WPS Agenda by nation-states in order to answer the challenge of the women-orianted bias."

"Tesis ini membahas tentang diplomasi publik Indonesia di luar negeri yang diimplementasikan dalam bentuk misi kebudayaan Indonesia-Uni Soviet antara tahun 1956-1965. Fokus penelitian pada faktor-faktor yang menjadi latar belakang pelaksanaan Misi Kebudayaan Indonesia-Uni Soviet, persepsi Uni Soviet terhadap Indonesia begitu juga sebaliknya serta proses integrasi budaya dan pengaruhnya terhadap kebudayaan revolusioner Indonesia. Penelitian ini merupakan penelitian sejarah sehingga dalam proses penulisannya menggunakan metode penelitian sejarah. Penelitian ini menggunakan pendekatan hubungan internasional untuk menganalisis hubungan luar negeri Indonesia-Uni Soviet dalam wilayah kajian diplomasi publik. Hasil penelitian ini menunjukkan bahwa misi kebudayaan kedua negara berhasil membentuk persepsi masyarakat Uni Soviet dan Indonesia terhadap satu sama lain. Misi kebudayaan Indonesia-Uni Soviet juga berhasil memberikan pengaruh terhadap kebudayaan revolusioner Indonesia menjadi lebih dekat dengan rakyat, mendukung jalannya revolusi nasional Indonesia melawan kolonialisme, imperialisme dan neo-kolonialisme. Kebaruan dalam penelitian ini adalah misi kebudayaan Indonesia-Uni Soviet bukan hanya sebagai ajang untuk memperkenalkan identitas bangsa dalam bentuk materiil, tetapi justru sebagai sarana untuk mengangkat isu-isu nasional ke dunia internasional, mendukung kebijakan luar negeri satu sama lain, penanaman ideologi, dan sarana untuk mendapatkan dukungan internasional atas berbagai permasalahan dalam negeri.

This thesis discusses Indonesian public diplomacy abroad which was implemented in the form of the Indonesia-Soviet Union cultural mission between 1956-1965. The focus of the research is on the factors behind the implementation of the Indonesia-Soviet Cultural Mission, the Soviet Union's perception of Indonesia and vice versa, and the process of cultural integration and its influence on Indonesian revolutionary culture. This research is a historical research so that in the process of writing it uses historical research methods. This study uses an international relations approach to analyze Indonesia-Soviet foreign relations in the area of public diplomacy. The results of this study indicate that the cultural missions of the two countries succeeded in shaping the perceptions of the people of the Soviet Union and Indonesia towards each other. The Indonesian-Soviet cultural mission also succeeded in influencing the Indonesian revolutionary culture to be closer to the people, supporting the Indonesian national revolution against colonialism, imperialism and neo-colonialism. The novelty in this research is that the cultural mission of Indonesia-Soviet Union is not only a place to introduce national identity in a material form, but rather as a means to raise national issues to the international world, to support each other's foreign policy, to inculcate ideology, and to facilitate to get international support for domestic problems."
