Abstrak :
Tujuan dari penelitian ini adalah untuk mengetahui pelaksanaan prinsip money follow program pada perencanaan pembangunan Kota Depok pada dokumen Rencana Kerja Pemerintah Daerah RKPD Tahun 2017. Pendekatan dan teknik yang digunakan dalam penelitian ini adalah dengan analisa kualitatif untuk mengeksplorasi pelaksanaan prinsip money follow program dalam proses perencanaan pembangunan yang dilakukan oleh pihak-pihak di Pemerintahan Kota Depok. Hasil dari penelitian ini adalah pelaksanaan prinsip money follow program belum dilaksanakan dengan baik sesuai indikator teori Planning Programming Budgeting System PPBS. Pada pelaksanaan prinsip money follow program pun masih terdapat hambatan-hambatan yaitu keterbatasan kapabilitas dan pemahaman yang belum merata diantara sumber daya manusia di dalam fungsi perencana. Hambatan lainnya adalah Organisasi Perangkat Daerah OPD yang masih memberikan usulan kegiatan yang tidak sesuai dengan prioritas program di dalam tahun rencana.

This research aims to find out the implementation of the principle of money follow program in development planning of Depok city based on Rencana Kerja Pemerintah Daerah RKPD document 2017. This research uses qualitative analysis method to explore the implementation of money follow program principal on development planning process by Depok city Government. This research found that the implementation of money follow program principle has not been applied suitably with the indicators of Planning Programming Budgeting System PPBS. In the implementation of the principle of money follow program, there are still some challenges that have to be encountered in order, such as limited capability and unequal understanding among the human resources who act as the planning function. The other obstacle is related to Organisasi Perangkat Daerah OPD is gives advises about that does not in line with the program 39s priority in the year of the plan.

Likewise, the implementation of the money follows program was still problematic, such as program restructuring and problematic activities. Based on these problems, the purpose of this study is to determine the implementation of restructuring programs and activities of local governments and the factors that support and hinder the implementation of restructuring programs and activities in local governments since the enactment of the money follow program. The method used in this study is a descriptive method with a qualitative approach. The results show that programs and activities planned by using the money follow program approach have been implemented in several locus study areas (West Sumatra Province, West Java Province, and Yogyakarta Province). However, the imple-mentation still varies. There are still doubts for the regions in the implementation, especially be-cause it is related to the legal basis. Likewise, there are several inhibiting factors such as human re-sources, policy substance, implementer behavior, and network interactions. For this reason, the study concludes that it is necessary to make adjustments to the central government policies related to regional development planning guidelines and budget allocation.
