"Kebijakan integrasi moda transportasi publik merupakan upaya penting dalam pelaksanaan transportasi publik khususnya di Jakarta. Pasalnya kebutuhan transportasi publik di Jakarta tidak hanya menjadi kebutuhan masyarakat Jakarta saja namun berkaitan juga dengan masyarakat Jabodetabek. Oleh sebab itu dalam pelaksanaan integrasi moda transportasi publik juga melibatkan antar aktor dan antar level dalam pemerintah serta non-pemerintah. Salah satu upaya dari integrasi moda transportasi yakni dengan adanya kebijakan penataan stasiun, salah satunya Stasiun Tanah Abang. Penelitian ini bertujuan untuk menganalisis implementasi multi-level governance dalam penataan stasiun serta faktor-faktor yang mempengaruhi kebijakan tersebut. Penelitian ini dilakukan dengan pendekatan post positivist dengan tujuan deskriptif melalui teknik pengumpulan data wawancara mendalam serta studi literatur. Hasil penelitian ini menganalisis bahwa implementasi multi-level governance dalam penataan Stasiun Tanah Abang merupakan hal yang kompleks karena berkaitan dengan banyak aspek seperti kebijakan tata kota, tata kelola antar level dengan koordinasi pada berbagai pihak, hingga partisipasi masyarakat. Meskipun implementasi multi-level governance dalam penataan stasiun terdapat tantangan yang perlu kembali disepakati yakni terkait regulasi serta partisipasi publik sebagai perwujudan multi-level governance dalam integrasi transportasi Jakarta dan sekitarnya. 

The policy of integrating public transportation modes is an important effort in the implementation of public transportation, especially in Jakarta. This is because the need for public transportation in Jakarta is not only the needs of the people of Jakarta, but is also related to the people of around Jakarta. Therefore, the implementation of the integration of public transportation modes also involves between actors and between levels within the government and non-government. One of the efforts to integrate transportation modes is the existence of a station arrangement policy, one of which is Tanah Abang Station. This study aims to analyze the implementation of multi-level governance in station arrangement and the factors that influence the policy. This research was conducted with a post-positivist approach with descriptive objectives through in-depth interview data collection techniques and literature studies. The results of this study analyze that the implementation of multi-level governance in the arrangement of Tanah Abang Station is complex because it relates to many aspects such as urban planning policies, multi-level governance with coordination of various parties, and public participation. Although the implementation of multi-level governance in structuring stations, there are challenges that need to be re-agreed, namely related to regulations and public participation as a manifestation of multi-level governance in the integration of transportation in Jakarta and its surroundings."

"Online Single Submission (OSS) merupakan sistem pelayanan publik yang mengintegrasikan sistem-sistem perizinan yang dimiliki olek kementrian/lembaga non-kementrian dan pemerintah daerah. Pembentukan sistem OSS bertujuan untuk meningkatkan indeks kemudahan berusaha (EODB) agar investasi dalam negeri ikut meningkat. Sistem OSS berjalan di setiap tingkat pemerintahan, mulai dari pusat, provinsi, dan kota. Sistem yang berintegrasi dengan OSS adalah JakEVO. Maka dari itu, penelitian ini bertujuan untuk melihat sistem tata kelola OSS yang berjalan di DKI Jakarta menggunakan pendekatan Multi-level Governance (MLG) dan faktor-faktor apa saja yang mempengaruhi implementasinya. Tiga aspek MLG yaitu desentralisasi, spatial fit, partisipasi, serta komponen kunci Digital-Era Governance digunakan untuk menganalisis implementasi integrasi OSS dengan JakEVO. Hasil penelitian menunjukkan, sistem OSS menyentralisasi kewenangan perizinan berusaha ke tingkat pusat. Terdapat regulasi ditemukan, di mana PP 24/2018 bertentangan dengan UU Penanaman Modal dan UU Pemerintahan Daerah, serta KBLI yang dirujuk OSS berbeda dengan yang dirujuk DPMPTSP DKI Jakarta. Partisipasi aktor non-pemerintahan tidak ditemukan dalam perencanaan kedua sistem, namun ada dalam pengawasan dan evaluasi. Integrasi hanya berbentuk integrasi data, sedangkan JakEVO sudah mengintegrasikan back office. Lalu, desain sistem OSS dan JakEVO yang tidak mengambil perspektif pelaku usaha. Terakhir OSS telah digitalisasi secara penuh, sedangkan JakEVO baru terdigitalisasi sebagian. MLG dalam kebijakan pelayanan publik daring perlu mempertimbangkan kemampuan literasi digital masyarakat karena mempengaruhi efektivitas implementasi kebijakan. Persoalan-persoalan dalam OSS 1.0 telah diatasi oleh OSS Risk Based berdasarkan UU Cipta Kerja, PP 5/2021, dan PP 6/2021, namun dampak implementasinya belum terlihat hingga saat ini.

Online Single Submission (OSS) is a public service system that integrates licensing systems owned by ministries/non-ministerial institutions and local governments. The establishment of the OSS system aims to increase the ease of doing business index (EODB) so that domestic investment also increases. The OSS system runs at every level of government, starting from the center, province, and city. The system that integrates with OSS is JakEVO. Therefore, this study aims to look at the OSS governance system that runs in DKI Jakarta using the Multi-level Governance (MLG) approach and what factors influence its implementation. Three aspects of MLG, namely decentralization, spatial fit, participation, and the key components of Digital-Era Governance are used to analyze the implementation of OSS integration with JakEVO. The results of the study show that the OSS system centralizes business licensing authority to the central level. There are regulations found, where PP 24/2018 contradicts the Investment Law and the Regional Government Law, and the KBLI referred to by OSS is different from that referred to by the DKI Jakarta DPMPTSP. The participation of non-governmental actors is not found in the planning of the two systems, but is in monitoring and evaluation. The integration is only in the form of data integration, while JakEVO has integrated the back office. Then, the design of the OSS and JakEVO systems that do not take the perspective of business actors. Finally, OSS has been fully digitized, while JakEVO has only been partially digitized. MLG in online public service policies needs to consider the digital literacy ability of the community because it affects the effectiveness of policy implementation. The problems in OSS 1.0 have been addressed by OSS Risk Based based on the Job Creation Law, PP 5/2021, and PP 6/2021, but the impact of its implementation has not yet been seen."

"Pengurangan angka kemiskinan ekstrem menjadi fokus utama Pemerintah Indonesia untuk mengupayakan tata kelola melalui strategi percepatan penanggulangan kemiskinan ekstrem di berbagai daerah Indonesia. Target pengentasan kemiskinan ekstrem 0% di 2024 Presiden Joko Widodo diinisiasikan dengan mengeluarkan Instruksi Presiden Nomor 4 Tahun 2022 Mengenai Percepatan Penghapusan Kemiskinan Ekstrem di setiap daerah di Indonesia, terkhusus di Jawa Tengah. Melihat perkembangan kondisi saat ini, ditemukan bahwa koordinasi jejaring antar para aktor di berbagai tingkatan pemerintahan memberikan pengaruh yang besar terhadap upaya penanggulangan kemiskinan ekstrem. Berkaca pada hal tersebut, membuat penulis untuk lebih mendalami terkait koordinasi jejaring para aktor dalam tata kelola penanggulangan kemiskinan ekstrem yang diatur melalui Inpres No 4 Tahun 2022 dengan menggunakan multi-level governance perspective. Penelitian ini bertujuan untuk menganalisis mengenai dinamika jejaring pemerintah pusat dan provinsi dalam tata kelola penanggulangan kemiskinan ekstrem di Provinsi Jawa Tengah berdasarkan perspektif multi-level governance oleh Kull et al (2017). Metode yang digunakan dalam penelitian ini yaitu kualitatif pos-positivist dengan teknik pengumpulan data melalui wawancara mendalam dan studi kepustakaan. Hasil penelitian ini mengungkapkan bahwa dinamika jejaring dan koordinasi pemerintah pusat dan pemerintah provinsi di Jawa Tengah berdasarkan multi-level governance belum sepenuhnya optimal, karena Penyediaan akses informasi dan pengetahuan (provision of and access to information and knowledge) dan mediasi berbasis evaluasi (mediation) masih belum memadai walaupun tahap awal perencanaan secara musyawarah untuk tata kelola dan pembuatan kebijakan (deliberation on appropriate choices in governance and policy-making) dan koordinasi aksi kolektif (coordination of collective action) sudah berjalan secara maksimal dan sesuai kebutuhan.

Reducing extreme poverty has become a primary focus of the Indonesian government, aiming to achieve effective governance through accelerated strategies for eradicating extreme poverty across various regions in Indonesia. The target of achieving 0% extreme poverty by 2024, set by President Joko Widodo, was initiated through the issuance of Presidential Instruction Number 4 of 2022 on the Acceleration of the Elimination of Extreme Poverty in all regions of Indonesia, particularly in Central Java. Observing the current conditions, it has been found that the coordination of networks among actors at different levels of government significantly influences efforts to tackle extreme poverty. This observation prompted the author to delve deeper into the coordination networks of actors involved in the governance of extreme poverty eradication, as regulated by Presidential Instruction Number 4 of 2022, using a multi-level governance perspective. This study aims to analyze the dynamics of central and provincial government networks in the governance of extreme poverty eradication in Central Java Province from the multi-level governance perspective proposed by Kull et al. (2017). The method employed in this research is a qualitative post-positivist approach, utilizing data collection techniques through in-depth interviews and literature studies. The findings of this study reveal that the dynamics and coordination between the central and provincial governments in Central Java, based on multi-level governance, are not yet fully optimal. This is due to the provision of and access to information and knowledge and evaluation-based mediation still being inadequate, although the initial stages of deliberation on appropriate choices in governance and policy-making and coordination of collective action have been carried out maximally and according to needs."
