"Pelaksanaan Pembangunan Proyek seringkali mengalami keterlambatan. Sebagai Project Manager dari Owner, yang bertanggung jawab perihal mutu, biaya, dan waktu pelaksanaan proyek, praktikan berupaya untuk mencegah keterlambatan dalam pelaksanaan pekerjaan struktur mulai dari pekerjaan raft foundation, hingga topping off, yakni pengecoran struktur atap di lantai 30. Laporan Praktik Keinsinyuran ini berisikan upaya pencegahan yang dilakukan secara bersama oleh Praktikan, Kontraktor, dan Manajemen Konstruksi di lapangan, guna mencapai waktu pelaksanaan yang tepat. Upaya tersebut kemudian dianalisa menggunakan kerangka Profesionalisme, Kesehatan Keselamatan Kerja dan Lingkungan, dan Kode Etik Insinyur Persatuan Insinyur Indonesia. Salah satu pembelajaran penting dalam praktik ini adalah bahwa percepatan hanya dapat dilakukan jika dan hanya jika mutu pelaksanaan sudah baik dan didukung oleh tim kerja yang handal. Bilamana suatu pekerjaan, yang mutunya belum baik, dipaksa dipercepat dan mengakibatkan komplain, justru malah akan memperlambat proyek.

As the Owner’s Project Manager, Practitioner is responsible for the quality, cost, and delivery of the project. As Construction Projects is often delayed, Practitioner attempts to complete the Works on-time, preventing delay. The study period synchronized with the construction of raft foundation until roof casting (“topping off”) at the 30th storey. This Engineering Practice Report consists of the efforts done collaboratively by the Builder, Construction Manager, and the Practitioner to achieve the Completion of the structural works to be on-time. This joint effort is then analysed using the Professionalism, Health, Safety, and Environment, and the Engineering Code of Ethics framework. One important lesson learnt from this practice is that Works shall not be expedited should the quality of the result is still questionable. Uncertainty in quality has the risk of complain and should the complaint arise, it would cause further repair works which takes longer time than if it is not initially expedited."

"Sektor konstruksi menempati urutan tertinggi untuk kecelakaan kerja sebesar 30%, dianggap sebagai penyumbang kecelakaan kerja tertinggi di Indonesia. Penyebab kecelakaan kerja di industri konstruksi berasal dari 67,69% kontraktor yang tidak menaati peraturan. Pada tahun 2019, pemerintah memutuskan untuk memindahkan ibu kota Indonesia ke Penajam Paser Utara, Kutai Kartanegara, Kalimantan Timur. Karena pemindahan ibu kota Indonesia akan menghasilkan banyak proyek konstruksi, maka penting untuk merencanakan dokumen yang mencegah risiko dan memastikan bahwa kontraktor mematuhi peraturan. Penelitian ini memiliki 3 tujuan, yaitu: (1) menganalisis sub variabel dan indikator yang dapat mempengaruhi pembuatan Rencana Mutu Pekerjaan Konstruksi (RMPK); (2) mengidentifikasi hambatan dan strategi yang digunakan untuk meningkatkan Rencana Mutu Pekerjaan Konstruksi (RMPK) berdasarkan ketidaksesuaian Rencana Mutu Pekerjaan Konstruksi (RMPK) dengan Peraturan Menteri PUPR No.10 Tahun 2021 dan Surat Edaran Menteri No. 10 Tahun 2022; (3) mengidentifikasi indikator-indikator yang berpengaruh besar terhadap kinerja keselamatan konstruksi. Metode yang digunakan dalam penelitian ini adalah validasi dari 3 orang pakar dan survei terhadap 50 responden dengan menggunakan metode Relative Importance Index. Hasil dari penelitian ini diperoleh 8 sub-variabel dengan 24 indikator yang dapat mempengaruhi pembuatan Dokumen RMPK yaitu: (1) informasi proyek; (2) struktur organisasi; (3) jadwal kerja; (4) gambar dan spesifikasi; (5) tahapan kerja; (6) work method statement; (7) inspeksi dan pengujian; (8) pengendalian sub-kontraktor/vendor. Strategi tersebut didasarkan pada ketidakpatuhan dalam rangka meningkatkan kualitas Dokumen RMPK. Indikator terpenting yang berpengaruh besar terhadap kinerja keselamatan konstruksi terdiri dari: (1) gambar; (2) spesifikasi; (3) aspek keselamatan konstruksi; (4) jadwal pelaksanaan; (5) pengguna jasa dan tahapan pekerjaan.

The construction sector ranks the highest for work accidents at 30%, considered to be the highest contribution of work accidents in Indonesia. The cause of work accidents in construction industry comes from 67.69% of contractor that are not following the regulations. In 2019, the government decides to relocate Indonesia’s capital city to Penajam Paser Utara, Kutai Kartanegara, East Kalimantan. Since the relocation of Indonesia’s capital city will produce a lot of construction project, then it is important to plan documents that prevent risks and making sure that contractors follow the regulations. There are 3 objectives of this research, which are: (1) to analyse the sub-variables and indicators that could influence the creation of Rencana Mutu Pekerjaan Konstruksi (RMPK); (2) to identify barriers and strategies used to improve Rencana Mutu Pekerjaan Konstruksi (RMPK) based on the non-compliance of the Rencana Mutu Pekerjaan Konstruksi (RMPK) with the Permen PUPR No.10 of 2021 and Surat Edaran Menteri No.10 of 2022; (3) to identify the indicators from that have Rencana Mutu Pekerjaan Konstruksi (RMPK) a major influence on the construction safety performance. The method used for this research is validation from 3 experts and a survey towards 50 respondents using Relative Importance Index method. The results of this research are obtaining 8 sub-variables with 24 indicators that can influence the creation of RMPK Documents which are: (1) project information; (2) organizational structure; (3) work schedule; (4) drawings and specification; (5) work stages; (6) work method statement; (7) inspection and tests; (8) control of sub-contractor/vendor. The strategies based on the non-compliance in order to increase the quality of RMPK Document. The most important indicators that have major influence towards the performance of construction safety consisting of: (1) gambar; (2) spesifikasi; (3) aspek keselamatan konstruksi; (4) jadwal pelaksanaan; (5) pengguna jasa and tahapan pekerjaan."
