"ABSTRAKPenulisan ini membahas mengenai implementasi penanggulangan penyelundupan manusia people smuggling yang dilakukan oleh NCB ndash; Interpol Indonesia, khususnya dalam kasus ekstradisi Sayeed Abbas Azad bin Sayeed Abdul Hamid ke Australia. NCB - Interpol Indonesia adalah salah satu bagian yang berada dalam struktur organisasi Divisi Hubungan Internasional Polri yang menyelenggarakan tugas kerja sama internasional dalam lingkup bilateral dan multilateral. Oleh karenanya, 4 variabel implementasi milik George Edward III digunakan untuk menganalisa bagaimana implementasi penanggulangan penyelundupan manusia oleh NCB ndash; Interpol Indonesia.

ABSTRACTThis study discusses about implementation of combating people smuggling by NCB ndash Interpol Indonesia particularly in extradition case of Sayeed Abbas Azad bin Sayeed Abdul Hamid to Australia. NCB ndash Interpol Indonesia is part of the International Relations Division of National Police, which organizes international bilateral and multilateral cooperation. Therefore, the four implementation variables of George Edward III will be used to analyze how the implementation of combating people smuggling by NCB ndash Interpol Indonesia."

"Penggunaan sistem jaringan I-24/7 telah digunakan Polri sejak tahun 2010 namun angka kejahatan transnasional di Indonesia masih mengalami kenaikan setiap tahunnya. Penelitian ini mengkaji fakta penyebab dan menemukan strategi bagaimana cara efektif agar Set NCB Interpol Indonesia dapat menurunkan angka kejahatan transnasional di Indonesia melalui pemanfaatan penggunaan sistem jaringan I-24/7 sebagai teknologi sarana komunikasi dan informasi dalam rangka mendukung Program Presisi Kapolri yaitu perubahan teknologi Kepolisian modern di era Police 4.0. Metode penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus melalui Teori Implementasi George IV, konsep Organizational Behavior and Management in Law Enforcement dan TOWS matriks analisis. Hasil penelitian ini menemukan bahwa data belum terintegrasi secara keseluruhan disebabkan aspek teknologi, kepemimpinan dan kerjasama belum terlaksana dengan baik. Oleh karena itu, dibutuhkan strategi-strategi tindakan berupa strategi agresif, turnaround, diversifikasi dan defensif. Penelitian ini menyarankan kepada Kapolri merevisi Keputusan Kapolri Nomor 06 Tahun 2007 Pasal 14 tentang susunan organisasi Divhubinter Polri dengan mengubah struktur Set NCB Interpol Indonesia sesuai dengan dasar Konstitusi ICPO-Interpol pasal 32 yang menyatakan anggota NCB Interpol adalah gabungan berbagai departemen/instansi pemerintah dalam negeri. Serta meminta kepada Kepala Kementrian/Lembaga penegak hukum turut berpartisipasi dalam pengawasan Penggunaan sistem I-24/7.

The network system I-24/7 has been used by the National Police since 2010 but the number of transnational crimes in Indonesia still increases every year. This research examines the causal facts and finds strategies, how to effectively reduce the number of transnational crimes in Indonesia through the network system I-24/7 as a means of communication and information technology to support the Chief of Indonesia Police precision program, namely modern police technology in the Police 4.0 era. The research method uses a qualitative approach with a case study method through George IV implementation theory, the concept of Organizational Behavior and Management in Law Enforcement and TOWS matrix of analyses. The results of this study found that the data has not been integrated due to aspects of technology, leadership, and cooperation both internally and externally have not been implemented properly. Therefore, action strategies are needed in the form of aggressive, turnaround, diversification, and defensive strategies. This study suggests that the National Police Chief revise the Decree Number:06, 2007 article 14 by changing the structure of the NCB Interpol Indonesian in accordance with the basis of the ICPO-Interpol Constitution article 32 which states that the members of the Interpol NCB are a combination of various domestic government departments/agencies and asks the Heads of Ministries/Law enforcement agencies to participate in monitoring the use of the I-24/7 system"
