"Indonesia’s future Threats, Disturbances, Obstacles and Challenges (TDOC) are nonconventional. Indonesia’s defense paradigm if relying only on the TNI as a major force should be changed. The drastic reduction of the military threats (conventional) from other countries to Indonesia, as well as similar threats around the world, make us have to rethink how the most appropriate formulation of Indonesia’s defense strategy in this era of non-military threats. To that end, the formation of reserve components, previously equipped with competent and knowledgeable knowledge of civic defense, needs to be considered. The consideration is that the formation of this reserve component can be useful as a major defense element supporting the main component, primarily to deal with non-military threats. The use of reserve components is not only prepared for war, but has a primary function of helping TNI deal with TDOC that is non-physical (intangible). This paper will discuss how the reserve component, as part of the nation’s defense force, faces future non-military threats. In addition, this paper also sees that civic defense can be an integral part of the effort of the reserve component to make this happen."

"Indonesia didaulat menjadi Negara Kepulauan, hampir seluruh batas wilayah Indonesia dikelilingi laut yang menempatkan perairan ini sebagai jalur strategis karena dilalui jalur perdagangan internasional. Dimana Bakamla RI sebagai lembaga negara yang memiliki kewenangan di Wilayah Perairan dan Yuridksi Indonesia untuk bisa mengantisipasi berbagai mancama ancaman yang hari ini lebih bersifat non militer seperti illegal fishing, human trafficking, penyelundupan narkoba melalui laut, hingga kecelakaan dan bencana di laut. Sehingga dibutuhkan kolaborasi antar institusi yang dipimpin oleh Bakamla RI bersama institusi keamanan maritim yang ada untuk mengantisipasi berbagai macam ancaman tersebut. Mengingat lingkungan strategis yang semakin dinamis, dengan adanya PP No 13 tahun 2022 bisa menjadi formulasi khusus untuk mengatasi berbagai macam permasalahan yang ada di wilayah yurisdiksi Indonesia saat ini. Menggunakan pendekatan metode kualitatif melalui wawancara dan berdasarkan buku referensi dan jurnal dengan menggunakan pendekatan seperti Intelijen, Intelijen strategis, keamanan maritim, Kolaborasi, dan ketahanan nasional. Peneliti ingin melihat bagaimana peran kerjasama Bakamla dengan institusi terkait dalam menjaga keamanan maritim untuk memperkuat ketahanan nasional.
Indonesia was asked to become an archipelagic country, almost all of Indonesia's territorial borders are surrounded by sea which places these waters as a strategic route because international trade routes pass through them. Where Bakamla RI as a state institution that has authority in the Indonesian Waters and Jurisdiction Territory can anticipate various threats that today are more non-military in nature such as illegal fishing, human trafficking, drug smuggling by sea, to accidents and disasters at sea. So that collaboration between institutions is needed, led by Bakamla RI with existing maritime security institutions to anticipate these various kinds of threats. Given the increasingly dynamic strategic environment, the existence of PP No. 13 of 2022 can be a special formulation to overcome various kinds of problems that exist in Indonesia's current jurisdiction. Using a qualitative method approach through interviews and based on reference books and journals using approaches such as intelligence, strategic intelligence, maritime security, collaboration, and national resilience. Researchers want to see how the role of Bakamla cooperation with related institutions is in maintaining maritime security to strengthen national resilience."
