Abstrak :
Penelitian ini bertujuan untuk menganalisis dan mengidentifikasi kewenangan lembaga pemerintah dalam penegakan hukum di wilayah laut Indonesia. Permasalahan yang dibahas diantaranya mengenai pengaturan peran dan kewenangan lembaga pemerintah dalam menyelenggarakan penegakan hukum di wilayah laut Indonesia, serta dampak terhadap kewenangan yang sama antara lembaga pemerintah dalam menyelenggarakan penegakan hukum di wilayah laut Indonesia. Metode Penelitian yang digunakan adalah metode yuridis normatif berdasarkan teori kewenangan dengan data sekunder. Hasil yang diperoleh adalah Indonesia mempunyai enam lembaga penegak hukum di wilayah laut antara lain Badan Keamanan Laut, TNI Angkatan Laut, Ditjen Pengawasan Sumber Daya Kelautan dan Perikanan, Ditjen Bea Cukai, Polair, dan Kesatuan Penjagaan Laut dan Pantai. Keenam lembaga tersebut mempunyai kewenangan yang sama sehingga dapat mengakibatkan tumpang tindih yang berdampak pada ego sektoral antar-lembaga penegak hukum, ambiguitas peran sebagai Indonesia sea and coast guard, respon negatif dari negara lain terhadap lembaga penegak hukum wilayah laut di Indonesia dan lemahnya pengaturan kewenangan Bakamla dalam penegakan bhukum di wilayah laut. Pemerintah perlu menerapkan konsepsi omnibus law dengan merevisi/mengubah, mengganti, mencabut atau menggambungkan agar tidak terjadi pertentangan antar peraturan perundang-undangan. Selain itu, Pemerintah perlu merumuskan peraturan perundang-undangan baru dengan menetapkan lembaga yang berwenang sebagai Indonesia sea and coast guard. ......The purpose of this research aims to analyze and identify the authority of government agencies in law enforcement in the Indonesian marine area. Issues discussed include regulating the role and authority, as well as the impact on the same authority between government agencies to carry out law enforcement in Indonesian marine areas. The research method used is a normative juridical method based on the theory of authority with secondary data. The results obtained are that Indonesia has six law enforcement agencies in the marine area, consist of the Indonesia Maritime Security Agency, the Directorate General of Surveillance and Control of Marine and Fishery Resources, the Directorate General of Customs and Excise, the Directorate Marine Police, and the Directorate Indonesian Sea and Coast Guard. The six agencies have the same authority that can lead to impact on sectoral egos between law enforcement agencies, ambiguity in the role of Indonesia as a sea and coast guard, negative responses from other countries to law enforcement agencies in Indonesia's marine areas and the weak regulation of Indonesia Maritime Security Agency. The government needs to implement the omnibus law concept by revising/amending, replacing, revoking or merging so that there is no conflict between laws and regulations. In addition, the Government needs to formulate new laws and regulations by establishing an authorized institution as the Indonesian sea and coast guard.

Abstract
The aim of this study was to determine individual orangutan home ranges and core areas and identify overlapping areas among individuals. The research was conducted over 34 months, at Cabang Panti Research Station, Gunung Palung National Park, West Kalimantan. Observations were conducted by focal animal sampling, were taken 30 minutes points during focal follows. Data results show that the average daily journey length of a female orangutan at Cabang Panti was762 meters and the average length of a male was 748 meters. Based on Kernel analysis, it was determined that a female orangutan home range area occupies 33,6% of the research area on average, roughly quivalent to a male?s home range, which occupies 36,9% of the research area. Meanwhile, the average female orangutan core area was 36 ha and average male core area was 43 ha. Among female orangutans, Beth was the adult female who had the largest overlap area with the male ranges, wheareas Codet (a flanged male) and Zorro (an unflanged male) had the largest overlap areas with the female ranges.

Systemic lupus erythematosus (SLE) is a chronic autoimmune disease with various clinical disorders and frequent exacerbations. Psoriasis vulgaris is a common skin disorder which affect 1-3% of general populations. The pathophysiology regarding the coexistence of these diseases is not fully understood. Therapeutic challenges arise since the treatment one of these diseases may aggravate the other. We reported two cases of SLE with psoriasis vulgaris with clinical manifestations as recurrent erythroderma with photosensitivity. Improvement in clinical condition was observed after treating the patients with methylprednisolone combined with methotrexate. The coexistence SLE and psoriasis are considered very rare. The presence of this overlap syndrome may precede one another or occur simultaneously and is closely related with the presence of anti-Ro/SSA. Thus, it raises new challenge regarding its relationships, diagnosis, therapeutic, and management.

Perancangan penjadwalan proses dilakukan dengan mengoptimalkan alokasi sumber daya manusia ke beberapa tugas dalam proyek dengan beberapa kendala nyata untuk mencapai tujuan, yaitu meminimasi makespan proyek, yang berarti meminimasi waktu peluncuran produk pula. Dengan demikian produk dapat lebih kompetitif dibanding pesaing di pasaran. Dalam kasus bisnis nyata, meski tugas sudah dialokasikan untuk pekerja yang optimal, pengerjaan ulang masih bisa terjadi karena ketidakpastian. Untuk mengantisipasi masalah tak terduga ini, metode tumpang tindih tugas diusulkan dalam penelitian ini untuk mengurangi makespan proyek setelah alokasi pekerja dioptimalkan.Metode tumpang tindih tugas memiliki kelemahan, yaitu membutuhkan lebih banyak koordinasi dan interaksi antara pekerja yang melakukan setiap tugas yang tumpang tindih. Penelitian ini menekankan desain aktivitas overlap tumpang tindih dalam perancangan proses berdasarkan Dependency Structure Matrix DSM . DSM-pekerja dapat menghadapi kekurangan tugas yang tumpang tindih karena klaster pekerja dapat diidentifikasi. Pekerja yang berasal dari klaster yang sama memiliki lebih banyak koordinasi dan interaksi satu sama lain. Diharapkan para pekerja yang ditugaskan pada tugas tumpang tindih berasal dari kelompok yang sama. Tujuan penelitian ini adalah untuk memberikan alokasi pekerja untuk mendapatkan hasil makespan proyek yang optimal dan menciptakan klaster pekerja dari DSM-pekerja untuk mengidentifikasi tugas-tugas yang dapat tumpang tindih dalam desain proses.
ABSTRACT
Design process scheduling is conducted by optimizing human resources or workers allocation to several tasks in project with several real constraint to achieve the objective, minimizing the project makespan. Minimizing the project makespan means minimizing the product launching time too. Thus their product could be more competitive than competitor in market. In real business case, despite the tasks are already allocated to the optimal workers, rework still can happen because of the uncertainty. The rework can lead to unexpected extra time consumption. To anticipate this unexpected problem, tasks overlapping method is proposed in this research to reduce the project makespan after worker allocation.However the task overlapping method has a drawback, it requires more coordination and interaction between workers who conduct each of overlapping tasks. This research emphasize overlapped design schedule in a design process based Dependency Structure Matrix DSM . Worker DSM is used to encounter the task overlapping rsquo s drawback. Worker DSM could identify worker cluster. Workers who come from same cluster have more coordination and interaction to each other. It is expected workers who assigned on tasks overlapped are from same cluster. This research rsquo s intention is to provide the workers allocation to obtain optimal project makespan result and create worker clustering from worker DSM to identify the tasks that can be overlapped in design process.
