"Skripsi ini membahas tentang kewenangan memutus sengketa perselisihan hasil pemilihan umum kepala daerah, awalnya kewenangan tersebut diputus oleh MA yang diatur dalam UU No.32 Tahun 2004 tentang Pemerintahan Daerah. Putusan MK No.072-073/PUU-II/2004 merupakan cikal bakal lahirnya UU No. 22 Tahun 2007 tentang Penyelenggara Pemilihan Umum. Kemudian melalui UU No.12 Tahun 2008 tentang Perubahan Kedua Atas UU No.32 Tahun 2004 tentang Pemerintahan Daerah terjadi pengalihan kewenangan memutus perselisihan hasil pemilihan umum kepala daerah dari MA ke MK. Pada saat menjadi kewenangan MK, MK telah memutus berbagai putusan terkait pelanggaran pemilihan umum kepala daerah yang membatalkan hasil pemilihan umum kepala daerah jika terpenuhi unsur sistematis, terstruktur, dan masif. pemilihan umum kepala daerah Kabupaten Mandailing Natal melalui Putusan MK No. 41/PHPU.D-VIII/2010 terjadi pelanggaran money politic yang dilakukan secara sistematis, terstruktur, dan masif. Putusan No. 97/PUU-XI/2013 MK tidak lagi mempunyai kewenangan dalam memutus perselisihan hasil pemilihan umum kepala daerah.
