"ABSTRAKPemilukada sebagai instrumen demokrasi memberi ruang terbuka bagi para elit politik untuk berpartisipasi dalam politik baik dalam bentuk dukungan atau penolakan terhadap pasangan calon pejabat politik tertentu. Salah satu elit politik yang dominan dalam melakukan mobilisasi dukungan kepada pasangan Fauzi Bowo-Nachrawi Ramli (Foke-Nara) adalah ulama yang terhimpun dalam MUI DKI Jakarta. Ulama ini berusaha melakukan mobilisasi dukungan dengan menggunakan isu primordial Islam melalui fatwa MUI DKI Jakarta. Tesis ini berfokus pada dinamika dukungan ulama MUI DKI Jakarta kepada pasangan Foke-Nara sebagai studi kasus utama. Sementara indikator dinamika dukungan ulama di luar MUI DKI Jakarta digunakan untuk membantu analisis.Studi ini bertujuan untuk menjelaskan peran ulama MUI DKI Jakarta menerbitkan fatwa MUI DKI Jakarta sebagai upaya mobilisasi umat Islam di DKI Jakarta untuk mendukung pasangan Foke-Nara pada putaran kedua Pemilukada tahun 2012. Studi ini menggunakan pendekatan penelitian kualitatif, deskriptif analitis, serta analisa kualitatif. Pengumpulan data kualitatif dilakukan melalui wawancara mendalam dan telaah pustaka/dokumen. Sedangkan teori yang digunakan dalam menganalisis peran ulama dalam mobilisasi umat Islam di DKI Jakarta kepada pasangan Foke-Nara pada putaran kedua Pemilukada tahun 2012, yaitu: teori peran, teori demokrasi dan teori elit.Penelitian ini menemukan faktor keberlanjutan kepemimpinan Islam di Jakarta (sejarah), kesamaan ideologi (agama) dan relasi pribadi (politik) yang sudah terbangun lama antara ulama MUI DKI Jakarta dengan Fauzi Bowo sebagai dasar terbitnya fatwa MUI DKI Jakarta. Hasil studi ini mengungkap bahwa terdapat ulama yang konsisten memperjuangkan pandangan keagamaannya yang terbagi ke dalam dua kutub, yaitu (1) ulama yang pro-fatwa dan pro-Foke; (2) ulama yang kontra-fatwa dan pro-Jokowi. Selain itu juga terdapat ulama yang kontra fatwa MUI DKI Jakarta, namun tetap mendukung pasangan Foke-Nara.Hasil penelitian ini menegaskan kedua kelompok ulama tersebut berperan dalam melakukan mobilisasi dukungan kepada masing-masing calon. Dengan demikian teori peran, teori demokrasi dan teori elit ketiganya dapat menjelaskan obyek studi (verifikasi).

ABSTRACTGeneral Election as an instrument of democracy provide open space for the political elite to participate in politics in the form of support or opposition to a particular candidate for political office. One of the dominant political elites in mobilizing support for Fauzi Bowo-Nachrowi Ramli (Foke-Nara) are theologian who gathered in MUI DKI Jakarta. These theologian attempt to mobilize support by using the primordial issue of Islam through the fatwa MUI Jakarta.This thesis focuses on the dynamics of MUI DKI Jakarta heologian support to couples Bowo-Nara as the main case study. While the dynamics of indicators support MUI DKI Jakarta theologian outside are used to assist the analysis.This study aims to clarify the role of theologian issued a fatwa MUI DKI Jakarta as an effort to mobilize Muslims in Jakarta to support couples Bowo-Nara in the second round of the 2012 General Election. The study used a qualitative research approach, descriptive, and qualitative analysis. Collecting qualitative data through in-depth interviews and a literature review/ documents. While the theory is used to analyze the role of theologian the mobilization of Muslims in Jakarta to pair Bowo-Nara in the second round of the General Election in 2012, namely: the role of theory, democratic theory and elite theory.The study found sustainability factor Islamic leadership in Jakarta (history), equality ideology (religion) and personal relations (politics) have been established a long time between Jakarta MUI Theologian with Fauzi Bowo as the basis for the issuance of fatwa MUI Jakarta. Results of this study reveal that there are scholars who consistently fought for his religious views were divided into two poles, namely (1) the pro-fatwa theologian and pro-Bowo, (2) a counter-fatwa theologian and pro-Jokowi. In addition, there are scholars who counter Jakarta MUI fatwa, but still supports partner Foke-Nara.This study confirms the results support both groups of theologian are instrumental in mobilizing support for each candidate. Thus the role of theory, democratic theory and the theory of the three elite can explain the object of study (verification)."

"[ABSTRAKTesis ini membahas tentang calon perseorangan dalam Pemilukada Kota Padang Tahun 2013. Jalur perseorangan adalah cara untuk mewujudkan pinsip kesetaraaan dalam politik. Calon perseorangan hadir sebagai solusi dari tuntutan masyarakat akan kecilnya akses politik bagi orang yang tidak memiliki afiliasi dengan partai politik. Hasil penelitian ini menunjukan bahwa calon perseorangan dalam Pemilukada Kota Padang cenderung memanfaatkan jalur perseorangan untuk mendapatkan kekuasaan. Calon perseorangan juga tak memaknai jalur perseorangan sebagai media represetasi politik yang menghubungan mereka dengan rakyatnya.Penelitian ini menggunakan teori demokrasi, khususnya yang menjabarkan fenomena defisit demokrasi. Selain teori demokrasi, dalam tesis ini juga dijelaskan konsep rerkutmen politik dan representasi politik.Dalam prinsip demokrasi elektoral, pemilu adalah instrumen utama dalam demokrasi sehingga kehadirannya perlu dipertahankan.Calon perseorangan hadir untuk melengkapi instrumen demokrasi itu.Teori rekrutmen politik yang menyatakan bahwa rekrutmen calon kepala daerah ditentukan oleh faktor popularitas calon dan kekuatan finansial calon.Teori representasi politik digunakan untuk melihat bagaimana para calon memanfaatkan isu politik sebagai alat untuk meraih dukungan

ABSTRACTThis thesis discusses about the independent candidate in Local Election of Padang 2013. Independent candidate is one way, among others, to achieve, equality in the politics. It solves of the people's demands of political access for people who have no affiliation to any political party. The result of this study shows that in practice independent candidates utilizes the prosedure to gain popular support in the case of Padang. Independent candidates also do not perceive the procedure as a medium of political representation which links them with the people.The case of independent candidate participation in Local Election in Padang 2013 represent the case of democratic deficit. In the principles of electoral democracy, election is the main instrument of democracy so that its presence should be maintained. Independent candidate participation was meant to improve the quality of democracy, especially in terms of equal chance for participation or recruitment. Political recruitment theory states that the recruitment of candidate for the head of district is determined by the popularity of the candidate and the candidate's financial strength. "This research aims to generate general picture of Direct Election for Regional Leader?s (Pemilukada) funding, identify the main problem concerning Pemilukada budget, and suggest practical recommendation on managing Pemilukada budget. This is a qualitative research, using the data collection techniques of in-depth interview and Focus Group Discussion, as well as document analysis on Pemilukada budget and Regional Budget (APBD). The location of the research is in Solok and Bandung District. Both are chosen based on their characteristic of Pemilukada budget best practice and their regional fiscal capacity. The result of this research is a model for Pemilukada budget as instructed by the Law that at present has not been effective in minimizing various problems concerning the implementation of general election at regional level. Pemilukada is budgeted in APBD, heavily encumbering regional finance; therefore regional government?s work plan should be rationalized on the fiscal year of Pemilukada. Recommendation for a model for funding Pemilukada is to budget Pemilukada through National Budget (APBN).

Penelitian ini bertujuan untuk memperoleh gambaran umum tentang pembiayaan Pemilihan Umum Kepala Daerah (Pemilukada), mengidentifikasi persoalan utama yang terkait dengan anggaran Pemilukada, dan memberikan rekomendasi praktis pengelolaan anggaran Pemilukada. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dan kelompok diskusi terfokus serta melakukan analisis dokumen pembiayaan Pemilukada dan Angaran Penerimaan dan Belanja Daerah (APBD). Lokasi penelitian ini adalah Kota Solok dan Kabupaten Bandung. Keduanya dipilih melalui karakteristik best practice pembiayaan Pemilukada dan berdasarkan kapasitas fiskal daerah. Hasil penelitian ini adalah model penganggaran Pemilukada yang diamanatkan oleh Undang-Undang saat ini belum efektif dalam meminimalisir pelbagai persoalan dalam pelaksanaan pesta demokrasi di tingkat daerah. Pemilukada yang dianggarkan dalam APBD sangat membebani keuangan daerah, sehingga rencana kerja pemerintah daerah sebaiknya dirasionalisasi pada tahun anggaran diadakannya Pemilukada. Rekomendasi untuk model pembiayaan anggaran Pemilukada adalah Pemilukada sebaiknya dianggarkan melalui Anggaran Penerimaan dan Belanja Negara (APBN)."
