"Pengeboran minyak dan gas bumi secara ilegal kerap terjadi di Indonesia, lantaran sudah menjadi budaya dan mata pencaharian tetap bagi masyarakat. Pengeboran yang dilakukan secara tanpa izin ini menimbulkan permasalahan, salah satunya adalah dampak lingkungan hidup berupa pencemaran dan kerusakan lingkungan. Permasalahan tersebut yang akan dibahas di dalam skripsi ini, yang meliputi dampak lingkungan hidup yang ditimbulkan oleh pengeboran minyak dan gas ilegal, pengaturan di Indonesia yang mengatur mengenai minyak dan gas serta lingkungan hidup, dan kebijakan yang dapat
mengoptimalkan ketentuan mengenai minyak dan gas yang telah ada. Metode yang digunakan dalam penelitian ini adalah yuridis-normatif dengan bahan pustaka berupa bahan hukum. Regulasi mengenai minyak dan gas bumi di Indonesia tercakup dalam tingkat konstitusi, peraturan perundang-undangan, peraturan pelaksanaan dan petunjuk teknis. Terlepas dari regulasi yang ada, ternyata belum cukup untuk menjangkau lebih dalam mengenai aspek minyak dan gas dikaitkan dengan perlindungan dari lingkungan hidup. Oleh karenanya sebagai usaha dalam mengatasi permasalahan tersebut, pemerintah dapat mengupayakan legalisasi dari pengeboran ilegal dengan pengeboran
dengan skala kecil yang dilakukan oleh masyarakat yang dilengkapi dengan pembinaan mengenai persyaratan lingkungan yang harus dipenuhi. Adapun pemerintah dapat menginterpretasi dan menafsirkan peraturan yang sudah ada terkait permasalahan ini,
seperti Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 1 Tahun 2008 tentang Pedoman Pengusahaan Pertambangan Minyak Bumi pada Sumur Tua. Selain itu, diperlukan pembaharuan pada tataran peraturan baik di tingkat undang-undang maupun
peraturan pelaksana untuk beradaptasi dengan kebutuhan masyarakat di bidang pertambangan minyak dan gas bumi saat ini.

Illegal drilling in the oil and gas industry often occurs in Indonesia because it has become
a culture and permanent livelihood for the people living near the oil landmine. This illegal oil drilling being held without a permit raises problems, including environmental impact in the form of pollution and environmental damage to the region. Such issues will be discussed in this writing, such as the environmental impacts caused by oil and gas drilling, Indonesia's regulations about oil and gas and environmental protection and management, and policies that can optimize existing provisions regarding oil and gas. The method used in this study is normative juridical with legal materials in the form of literature. Regulations regarding oil and natural gas in Indonesia are covered at the constitutional level, statutory regulations, implementing regulations, and technical guidelines. Apart from the existing regulations, it is more is needed to go deeper into the aspects of oil and gas associated with environmental protection. Therefore, to overcome these problems, the government can seek the legalization of illegal drilling with small-scale drilling carried out by the community equipped with environmental guidance requirements that must be met. The government can interpret existing regulations related to this issue, such as Regulation of the Minister of Energy and Mineral Resources Number 1 of 2008 concerning Guidelines for the Oil Mining Business in Old Wells. In addition, reforms are needed at the regulatory level, both at the level of laws and implementing regulations to
adapt to the community's current needs in the oil and gas mining field.

Semakin bergantungnya perusahaan kepada penyedia jasa truk untuk melakukan operasi transportasi, masalah seperti keterlambatan pengiriman dan kenaikan biaya transportasi domestik pun bermunculan dari pemilihan penyedia sewa truk yang tidak efisien. Karena itulah penting untuk mengevaluasi dan dan memberi peringkat pada penyedia jasa sewa truk berdasarkan nilai efisiensi mereka sebagai dasar untuk keputusan pengiriman dan alokasi penyedia sewa truk untuk tiap wilayah. Data Envelopment Analysis (DEA) dengan minimum weight restriction merupakan metode yang tepat untuk memberi peringkat pada penyedia sewa truk karena metode ini cenderung mencari satu set bobot yang sama untuk seluruh DMU untuk membuat mereka dapat diberi peringkat secara keseluruhan, hal ini memiliki arti bahwa seluruh penyedia sewa truk diberi peringkat pada keadaan yang sama.
Hasil dari penelitian ini adalah peringkat dari penyedia jasa sewa truk yang direpresentasikan dalam sampel rute. Meskipun di beberapa wilayah peringkat di masing-masing rute berbeda, secara garis besar, rute-rute ini tetap dapat merepresentasikan peringkat dalam tingkat wilayah. Peringkat pada tiap wilayah dapat digunakan untuk melihat kekuatan masing-masing penyedia jasa vendor truk yang kemudian dapat dijadikan basis dalam pemilihan dan perencanaan pemilihan penyedia sewa truk.

Companies become solely dependent on truck vendors to execute its transportation operation, problems like late shipments and increased domestic transportation cost arise from the decision in choosing inefficient vendors. Thus, it’s increasingly important to evaluate and rank every truck vendors based on their efficiency scores as a foundation for shipment decision and vendor’s region allocation. Data Envelopment Analysis (DEA) with minimum weight restriction is an appropriate tool to rank the truck vendors because it tends to seek a common set of weights for all DMUs to make them fully ranked, which means all truck vendors are being ranked in the same condition.
The result of this paper is the ranking of all truck vendors which will be presented in the route samples. Although in some regions, the ranking on each route is different, overall, they can represent the ranking in the regions.
