"For three decades, the management of natural resources has been oriented towards increased production and profit in the national economy or for certain stakeholders, sacrificing conservation and the prosperity of local people. The unavoidable results are the deterioration of natural resources, ecological pollution, and a decline in the people's ways and standards of living. This paper attempts to show that the sustainable management of natural resources can only be achieved if the state surrenders its domination and delegate rights to the local people as active actors. Besides the stories of how rich local knowledge, are some studies point out that local people have limited knowledge of the ecosystem, which carries the implication of weaknesses in natural resource management. Other cases focus on how the social institution (rules, conventions and control mechanisms) needed to overcome the problems of resource management has not been internalized, or has either been marginalized, or substituted by ineffective government institutions. The cases of rice farmers in Lampung and fish farmers in South Sulawesi as illustrated in this paper will show that special attention should be given to the enrichment of local knowledge, along with the creation, establishment and development of social institutions. For the sustainable management of natural resources in this country, it is important to consider the local people's rights of managing resources on their own, and the need for facilitation on the basis of partnership. "Sebagai negara yang memiliki sumberdaya air yang melimpah, Indonesia perlu menggunakan konsep Pengelolaan Sumberdaya Air Terpadu (Integrated Water Resources Management) dalam mengelola sumberdaya air. Berawal dari berbagai hasil konferensi yang melibatkan berbagai negara dunia yang ikut serta dalam menyelenggarakan konferensi tersebut dan membahas poin-poin terkait dengan pengelolaan sumberdaya air, kemudian diadopsi oleh Indonesia dengan diterbitkannya Peraturan Undang-Undang yang menyesuaikan kondisi Indonesia dan sumberdayanya. Tercatat bahwa Indonesia mengalami beberapa kali perubahan terkait pengaturan air, seperti misalnya dengan pemberlakuan Undang-Undang No. 11 Tahun 1974 tentang Pengairan, Undang-Undang No. 7 Tahun 2004, dan Undang-Undang No. 17 Tahun 2019 tentang Sumber Daya Air. Akan tetapi, seriring dengan berjalannya waktu, dengan dikeluarkannya undang-undang tersebut, berbagai anggapan dan permasalahan timbul sehingga peraturan tersebut dinilai tidak lagi sesuai dengan amanat dari Pasal 33 Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Dalam implementasi dari konsep tersebut, terdapat hal-hal yang menjadi kendala atau permasalahan dalam mengelola sumberdaya air sehingga konsep Pengelolaan Sumberdaya Air Terpadu ini tidak berjalan sebagaimana maksud dan tujuan awal. Oleh karena itu, perlu adanya pembaharuan terkait Peraturan Undang-Undang dan berbagai peraturan sejenisnya yang mengatur secara komprehensif terkait dengan sistem Pengelolaan Sumberdaya Air Terpadu yang diterapkan di Indonesia agar hasil atau tujuan akhir dalam konsep ini dapat tercapai dengan hasil yang lebih optimal, dikarenakan dalam hal ini air memegang peranan penting dalam perekonomian serta kesejahteraan rakyat dalam skala nasional.

As a country that has abundant water resources, Indonesia needs to use the concept of Integrated Water Resources Management in managing water resources. Starting from the results of various conferences involving various world countries that participated in holding the conference and discussing points related to water resource management, Indonesia was later adopted by the issuance of laws and regulations that adapted the conditions of Indonesia and its resources. It is noted that Indonesia has undergone several changes related to water regulation, for example with the enactment of Law no. 11 of 1974 concerning Irrigation, Law no. 7 of 2004, and Law no. 17 of 2019 concerning Water Resources. However, over time, with the issuance of the law, various assumptions and problems arise so that the regulation is considered no longer in accordance with the mandate of Article 33 of the 1945 Constitution of the Republic of Indonesia. In the implementation of the concept, there are things -Things that become obstacles or problems in managing water resources so that the concept of Integrated Water Resources Management does not work as intended and intended initially. Therefore, there is a need for reforms related to laws and regulations and various similar regulations that comprehensively regulate the Integrated Water Resources Management system implemented in Indonesia so that the final results or goals in this concept can be achieved with more optimal results, because in terms of in this case, water plays an important role in the economy and people's welfare on a national scale."
