"Salah satu masalah paling fatal yang menghinggapi sektor konstruksi adalah kecelakaan kerja. Tercatat, sektor konstruksi menyumbang 30-40% kematian akibat kecelakaan kerja global. Di Indonesia sendiri, sektor konstruksi menyumbang 32% dari total kasus kecelakaan kerja. Studi-studi yang telah dilakukan menunjukkan bahwa pemilik proyek memiliki peranan krusial dalam memengaruhi tingkat kecelakaan kerja di proyek konstruksi. Salah satu peran krusial yang dimiliki pemilik kerja adalah membuat Kerangka Acuan Kerja (KAK) atau owner’s project requirements (OPR) sebagai acuan kontraktor atau penyedia jasa dalam melakukan pekerjaannya. Pada penelitian ini, pengumpulan data dilakukan dengan studi literatur dan kebijakan serta validasi pakar dengan kuesioner sebagai instrument yang dipakai. Metode analisis yang digunakan adalah metode Deplhi dan analisis deskriptif untuk menguatkan hasil validasi pakar. Berdasarkan hasil penelitian, pengembangan KAK dapat meminimalkan kecelakaan pada proyek konstruksi bangunan gedung. ......One of the most fatal problems affecting the construction sector is work accidents. Studies that have been conducted show that the project owner has a crucial role in influencing the level of work accidents in construction projects. One of the crucial roles that work owners have is to create Terms of Reference (KAK) or owner's project requirements (OPR) as a reference for contractors or service providers in carrying out their work. In this research, data collection was carried out using literature and policy studies as well as expert validation using a questionnaire as the instrument used. The analytical method used is the Dephi method and descriptive analysis to strengthen the results of expert validation. Based on research results, the development of KAK can minimize accidents on building construction projects."
