Abstrak :
Tesis ini membahas proses perencanaan sosial program penjangkauan rehabilitasi sosial penyandang disabilitas netra di Panti Sosial Bina Netra (PSBN) Tan Miyat Bekasi. Selain itu, tesis ini membahas faktor pendukung dan penghambat proses perencanaan sosial tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan bahwa proses perencanaan sosial program penjangkauan di PSBN Tan Miyat Bekasi terdiri dari tahap penentuan tujuan, koordinasi, penilaian kebutuhan, rapat tim penjangkauan, pelaksanaan, evaluasi dan tahap umpan balik. Faktor pendukung proses perencanaan sosial antara lain dukungan dari pemerintah daerah dan Pertuni/ ITMI. Sedangkan faktor penghambatnya antara lain kurangnya koordinasi lintas sektor di antara pemangku kepentingan. Penelitian ini menyarankan Kementerian Sosial RI untuk lebih melibatkan pemerintah daerah dan dunia usaha dalam program penjangkauan rehabilitasi sosial penyandang disabilitas netra. ...... The focus of this study is social planning process of outreach program for people with visual impairment at Panti Sosial Bina Netra (PSBN) Tan Miyat Bekasi. Besides, this study collects information about supported and blocking factor of social planning prosess. This study uses qualitative approach with descriptive design. This study shows that social planning processes of outreach program for people with visual impairment at PSBN Tan Miyat Bekasi consist of some stages: determination of goals, coordination, assessment of needs, meeting of outreach team, implementation, evaluation, feedback. One of the supported factor is supporting from local government and Pertuni/ITMI. One of the blocking factors is the lack of coordination among sectors. The researcher suggest that Ministry of Social Affairs involve deeply with local government and the enterprises in outreach program of social rehabilitation for visual impairment.

Abstrak :
Poros Maritim yang dicanangkan oleh pemerintah seharusnya menjadikan pesisir dan pulau-pulau kecil sebagai halaman depan Indonesia. Namun, kondisi yang terjadi ialah pulau-pulau kecil di Indonesia hampir nyaris tak terjamah dari segi pembangunan karena negara fokus pada wilayah daratan pulau besar yang padat penduduk. Kondisi tersebut dapat terlihat dari pelayanan masyarakat pulau kecil yang jauh dari standar di sektor kesehatan, pendidikan, transportasi, dan aspek yang berhubungan dengan kebutuhan masyarakat. Perbedaan cara pandang ini menimbulkan intervensi yang justru berpotensi merugikan masyarakat pulau. Hal ini terjadi pada Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil (RZWP3K) yang tengah disusun oleh Pemerintah Provinsi DKI Jakarta. Salah satu daerah yang mendapat dampak dari implementasi RZWP3K ini ialah Pulau Pari, gugusan Kepulauan Seribu akan dijadikan pulau pariwisata yang tidak melibatkan masyarakat. Sedangkan, lebih dari 300 kepala keluarga di Pulau Pari mayoritas bekerja sebagai nelayan. Penelitian ini menggunakan pendekatan kualitatif, dengan jenis penelitian secara deskriptif. Hasil dari penelitian ini menunjukkan bahwa implementasi kebijakan melalui RZWP3K tidak serta merta menjawab persoalan ruang di pulau kecil, sebab ada ketidakkonsistenan dan ketidaktegasan, serta dimensi kesejahteraan sosial yang terabaikan baik dari pemerintah pusat maupun daerah untuk mengelola dan memanfaatkan wilayah pesisir dan pulau-pulau kecil. ......The maritime axis launched by the government should make the coast and small islands on the front page of Indonesia. However, the condition that occurs is that small islands in Indonesia are almost untouched in terms of development because the country focuses on large and densely populated mainland islands. This condition can be seen from the services of small island communities that are far from standard in the health, education, transportation, and aspects related to community needs. So far, the state's attention to small islands is under the auspices of Law Number 1 of 2014, revision of Law Number 27 of 2007 concerning Management of Coastal Areas and Small Islands. In small island management, there are often many debates, from an economic, geopolitical, to sociocultural perspective. This difference in perspective has led to interventions that have the potential to harm island communities. This is the case with the Coastal Zone and Small Islands Zoning Plan (RZWP3K) which is being drafted by the DKI Jakarta Provincial Government. One of the areas affected by the implementation of the RZWP3K is Pari Island, a group of Thousand Islands which will be turned into a tourism island that does not involve the community. Meanwhile, more than 300 households on Pari Island mostly work as fishermen. This research uses a qualitative approach, with a descriptive type of research. The results of this study indicate that the implementation of policies through RZWP3K does not necessarily address the problem of space on small islands because there are inconsistencies and indecisiveness, as well as neglected dimensions of social welfare from both the central and regional governments to manage and utilize coastal areas and small islands.
