"Penyelenggaraan pemilihan umum lokal untuk memilih kepala daerah merupakan salah satu langkah fundamental dalam kebijakan desentralisasi. Pada tahun 2020, terdapat fenomena pandemi COVID-19 yang mengakibatkan pelaksanaan pilkada menjadi tertunda dan diselenggarakan serentak pada 9 Desember 2020. Kecilnya partisipasi masyarakat dalam Pilkada kebanyakan disebabkan oleh kekhawatiran masyarakat akan takutnya tertular oleh virus. Namun, terdapat anomali di salah satu kota yang juga menyelenggarakan Pilkada Serentak 2020, yaitu Kota Depok yang memiliki peningkatan partisipasi masyarakat dalam Pilkada, dan menjadi rekor tertinggi sejak kali pertama Pilkada dilaksanakan. Melihat anomali yang ada sebelumnya, skripsi ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi partisipasi masyarakat dalam Pilkada Depok di Era Pandemi COVID-19 berdasarkan pendekatan CLEAR Participation Model. Pendekatan penelitian yang digunakan dalam penelitian ini adalah post-positivist dengan tujuan deskriptif melalui teknik pengumpulan data wawancara mendalam dan studi literatur. Hasil dari penelitian ini menunjukkan bahwa dari kelima dimensi yang telah dianalisis, salah satu indikator pada dimensi Like To yang paling dominan dalam menentukan tingginya partisipasi masyarakat pada pelaksanaan Pilkada Depok pada tahun 2020 adalah peran tokoh masyarakat dan kader partai yang mengenal anggota masyarakat di tempat tinggalnya dan memiliki pengaruh di lingkungannya. Hal ini selaras dengan tingginya nilai-nilai komunitas di masyarakat kota Depok.

The implementation of local elections to elect regional heads is one of the fundamental steps in decentralization policy. In 2020, there was a COVID-19 pandemic phenomenon that resulted in the implementation of local elections being delayed and held simultaneously on December 9, 2020. The small participation of the public in the local elections is mostly due to public concerns about the fear of contracting the virus. However, there is an anomaly in one of the cities that also held the 2020 Local Elections, Depok City which has increased public participation in local elections, and became the highest record since the first local elections were held. Looking at the anomalies that existed before, this thesis aims to analyze the factors that affect public participation in Depok's Local Election in the era of the COVID-19 Pandemic based on the CLEAR Participation Model approach by Stoker. The research approach that used in this study is post-positivist with descriptive purposes through in-depth interview data collection techniques and literature studies. The results of this study show that of the five dimensions that have been analyzed, indicators on the dimensions of Like To that are most dominant in determining the high participation of the community in the implementation of Depok Elections in 2020 is the role of community leaders and party cadres who know members of the community in their homes and have influence in their environment. This is in line with the high values of the community in the community of Depok. "

"This thesis discusses the Spatial Analysis of the 2020 Depok City Regional Head Election. The source of the data was taken from the results of the 2020 Depok City Regional Head Election in the form of the number 2 contestant vote, population demographic data in the same year. This research uses quantitative methods with GeoDa applications. The purpose of this study analyzes the spatial distribution in each village, demographic factors and voter behavior and to determine the spatial influence on each contestant. The results of this study showed that contestant number 2 only had 30 village bases, but won absolutely in 53 villages. The factor of novice voters and voters with high school education level and above, affects the victory of contestant number 2. Other factors that influence victory are the quality of voters and the contestant's capabilities, the candidate's vision and mission, work program, government experience, contestant's level of education. Further research can be deepened by testing other demographic variables such as gender, socioeconomics, characteristics of commuter workers, both qualitatively and quantitatively.
