"Keselamatan transportasi adalah sesuatu kondisi yang harus dipenuhi dalam penyelenggaraan transportasi. Khususnya keselamatan transportasi laut setidaknya harus memenuhi 2 kriteria yang layak, yaitu layak laut dan layak layar. Selama periode 2010-2019 terjadi setidaknya lebih dari 90 kasus kecelakaan (KNKT, 2019). Jenis kecelakaan yang terjadi rata-rata adalah tenggelam (31%), kandas (5%), tubrukan (30%), kebakaran (32%) dan jenis kecelakaan lainnya (2%). Penelitian ini difokuskan pada kajian keselamatan kapal perintis, dimana kapal perintis dengan jenis cargo-passanger. Formal safety assessment (FSA) sesuai standar International Maritime Organization digunakan sebagai metode untuk kajian ini. Pengumpulan data menggunakan teknik expert judgment dengan bantuan kuisioner. Analisa risiko menggunakan metode Fault Tree Analysis (FTA) dengan melihat sensitivitas basic event. Kejadian kapal terbakar dan tenggelam sebagai top event. Perhitungan minimal cut set pada FTA dilakukan dengan menggunakan software Logan FTA (trial version). Pada penelitian ini diidentifikasi beberapa pilihan kontrol risiko yang akan digunakan dalam upaya mengurangi risiko kapal terbakar dan kapal tenggelam, dengan melihat indek penurunan risiko (R), setelah itu biaya dari tiap pilihan kontrol risiko dihitung untuk mendapatkan indeks efektifitas Gross of cost averting fatality (GCAF) dan Net of cost averting fatality (NCAF) agar diketahui apakah pilihan kontrol risiko sudah mengindikasikan keuntungan atau belum. Rekomendasi disampaikan dengan berdasar pada pilihan kontrol risiko yang menguntungkan dan penurunan level risiko pada operasional kapal perintis.

Particularly the safety of sea transportation must meet at least 2 decent criterias, namely seaworthiness and cargoworthiness. During the period 2009-2019 there were more than 90 accident cases have been recorded (NTSC, 2020). The types of accidents that occur are sinking (31%), aground (5%), collisions (30%), on fires (32%) and other types of accidents (5%).

This research is focused on the study of the safety of pioneer ship with cargo-passanger ship types. Formal safety assessment (FSA) according to the International Maritime Organization standard is used as a method for this study. Data collection using expert judgment techniques with the help of questionnaires. Risk analysis uses the Fault Tree Analysis (FTA) method by looking at the basic event sensitivity. The incident of the ship on fire and sank as the top event. The calculation of the minimum cut set on the FTA is done using the Logan FTA software (trial version).

This research identified several risk control options that will be used in an effort to reduce the risk of ship on fire and sinking, by looking at the riafter which the cost of each risk control option is calculated to get the effectiveness index as gross of cost averting fatality and net of cost averting fatality so that the risk control options indicate some benefits or not. Recommendations are submitted based on favorable risk control options and reduced risk levels."

"This study aims to develop methodologies for crossing routes pioneering grouping according to the degree of commercialization by involving all elemetns of the welfare of the people who use criteria in addition to the operational fleet of ships (load factor) and financial criteria (profitability) fleet. The methodology was developed by applying the concept of Fuzzy-Logic, which is Multi Criteria Decision Making (MCDM). Some of the pioneers crossing the existing route is currently used as an example calculation. The results of calculations by applying the concept of fuzzy-logic suggests that the distribution of load between the government and the private sector (as operator) is more "fair" in comparison with conventional methods. In addition, this method is also more "fair" for service users because of their purchasing power is also a grouping variable in determining the route."
