Program komputer merupakan salah satu ciptaan yang dilindungi oleh hak cipta, konsepsi terhadap perlindungan program komputer mulai diangkat pada Berne Convention dan akhirnya ditegaskan dalam WIPO Copyright Treaty yang telah diratifikasi Indonesia, sehingga sebagai implikasi konsensusnya Indonesia mengeluarkan Undang-undang No. 19 Tahun 2002 tentang Hak Cipta yang mengatur perlindungan terhadap program komputer. Perlindungan program komputer dalam hak cipta adalah dalam bentuk karya literature dimana dalam penciptaannya program komputer dibuat dalam bentuk source code yang merupakan kode-kode yang apabila telah dirangkai dengan compiler akan berubah menjadi kode objek dan menjadi program komputer. Dalam perlindungan hak cipta tersebut maka dalam program komputer dilindungi hak-hak mendasar pencipta seperti right o f paternity or attribution, right to discolure, right to withdrawal, right to distribnte. Berkaitan dengan hak tersebut maka dalam penggunaan ciptaan berupa program komputer hak pencipta harus dilindungi. Dalam penggunaannya program komputer tergantung pada perjanjian lisensi yang melekat padanya, sebagai pelaksanaan dari hak ekslusif yang dimiliki oleh pencipta. Bentuk dari lisensi penggunaan program komputer dapat berupa lisensi bagi pengguna akhir yang biasanya diberikan dalam program komputer dengan bentuk proprietary dan lisensi penggunaan dengan beberapa ketentuan hak cipta yang biasanya diberikan pada program komputer dengan berbentuk open source. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menemukan bahwa dalam pendistribusian program komputer melalui jaringan internet terdapat tanggung jawab antara pihak vendor, dan pihak pengguna serta sebagai pihak ketiga adalah penyedia jasa layanan internet.

The use of computer programs is based o f the license agreement that is embedded in the object code. This research is a qualitative research with descriptive design. As results in this research there are liabilities in the distribution of computer programs via the internet, with the subject as vendors, user and internet service providers as third party.

And it begin in many kinds of procedural steps that should be work with the right procedure. Every projects have a part frame of work such as Concept, Planning, Development planning (Design), Construction, Operation, and Maintenance. All of these parts are related one each other, and the result can be success if these parts work correctly. First, innovation are the most important things to have a great result, a good innovation can create a successful development project planning. Secondly, are the steps when the consultant should collecting data and do the design. And finally if all of those procedural steps is done, the project can be started as it schedule before, and ending by doing maintenance and using the result. The description of those process are work system in construction industry. A success work system is a system that give an optimum result with a less cost. For the reason, in managing a work system a consultant should really pay attention in the methodologies work matching with which is required. In construction industry, activity methodologies able to accomodate system work by what requiring of it to be is methodologies of value engineering. To arranging a project planning, a plan should have a value engineering principal that can help to get an optimum result. With a value engineering all of the project cost that not needed (unnecessary cost) can be eliminated, with value engineering the can be develop in various altemative ways of solution so we have the most less of cost with a good quality of result. Value engineering also can show the effectiveness cost that already used by using Life Cycle Costing Analysis. This method can show analysis comparison of value estimation from all altemative design. The asses result of which is taken which is represent best choice of time efficiency facet, material, equipment, construction, method and supply. First phase of this method is by breaking project become some component. Afterwards define the overall of costs which including into each component. this [bothf second] Phase represent value estimation phase. With existence of estimation assess this planner can compare estimation entire/all components altemative which have been analyzed. Overall of this process represent long process and eat time if done manually.
