"Gambaran risiko kesehatan masyarakat dapat dijadikan sebagai bahan pertimbangan pengambilan kebijakan untuk menangani pandemi COVID-19. Gambaran ini menggunakan standar dasar dari WHO yang telah disesuaikan dengan kondisi di Indonesia saat ini. Untuk melihat risiko kesehatan masyarakat dengan kondisi vaksin yang masih belum tersedia dapat melalui pendekatan tiga aspek yaitu: faktor epidemiologis, kapasitas surveilans kesehatan masyarakat dan kapasitas pelayanan kesehatan. Adapun variabel yang diperhitungkan dari tiga aspek tersebut adalah persentase fatalitas kasus, positivity rate, kapasitas contact tracing, bed occupancy rate dan densitas tenaga kesehatan. Hasil penelitian pada provinsi DKI Jakarta, Jawa Barat, Jawa Timur dan Sulawesi Selatan yang juga provinsi zona merah yang pertama kali melakukan PSBB di Indonesia menunjukan bahwa masing-masing provinsi tetap memiliki risiko kesehatan masyarakat yang tinggi di aspek yang berlainan.
......The overview of public health risks can be used as a consideration in making policy to handle COVID-19 pandemic. This overview uses the basic standards of WHO which has been adapted to the current conditions in Indonesia. Public health risks when vaccines are still not available can be identified through a three-aspect approach, which are epidemiological factors, public health surveillance capacity, and health care capacity. The variables that are related with these three aspects are: the percentage of case fatalities, positivity rate, contact tracing capacity, bed occupancy rate, and density of health workers. By comparing the province of DKI Jakarta, West Java, East Java and South Sulawesi which are also the red zone provinces that first implemented LSSR in Indonesia, the research shows that each province still has a high public health risk in different aspects."
