Abstrak :
Penelitian ini bertujuan untuk mengetahui gambaran atau persepsi karyawan Perusahaan terhadap kompetensi perusahaannya dalam aspek peningkatan mutu dan pembelajaran yang diperlukan dalam meraih dan mempertahankan posisi persaingan di era kompetisi yang ketat. Penelitian dilakukan dengan metode survei dengan mengambil studi kasus pada Perusahaan GUF yang bergerak di bidang engineering, procurement, dan construction anjungan lepas pantai (offshore platform). Sampel diambil secara random sebanyak 110 orang dari 150 orang karyawan. Instrumen yang digunakan dalam melakukan penelitian adalah Learning Organization Profile (LOP) untuk mengukur variabel tingkat penerapan pembelajaran, serta Kriteria Malcolm Baldrige National Quality Award (MBNQA) untuk mengukur variabel peningkatan mutu. Untuk mengukur variabel-variabel tersebut digunakan skala model Likert. Dari hasil penelitian, diketahui bahwa karyawan yang menyatakan pembelajaran telah diterapkan pada sebagian kecil perusahaan sebanyak 30,18%, belum diterapkan sebanyak 28,98%, dan diterapkan pada bagianbagian tertentu sebanyak 22,11%. Selebihnya, sebesar 18,73% menyatakan bahwa pembelajaran telah diterapkan pada sebagian besar dan diterapkan sepenuhnya. Selain itu, karyawan yang menyatakan setuju terhadap peningkatan mutu di Perusahaan GUF sebanyak 48,41% dan yang menyatakan tidak setuju sebanyak 39,77%, serta sisanya (11,82%) menyatakan tidak ada pendapat. Secara umum dapat disimpulkan bahwa dengan rendahnya tingkat penerapan pembelajaran (learning), usaha-usaha yang mengarah pada peningkatan/perbaikan mutu berkelanjutan (continuous quality improvement) di Perusahaan GUF masih memiliki kelemahan-kelemahan yang mendasar.

Skripsi ini membahas tentang upaya-upaya yang dilakukan oleh unit Pusat Pelayanan Bahan Ajar di Universitas Terbuka untuk peningkatan kualitas pelayanan. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menyarankan bahwa unit Pusat Pelayanan Bahan Ajar perlu menjaga kualitas pelayanan yang sudah dicapai terhadap para pelanggannya dengan upaya-upaya dan controlling yang sudah ada sekarang, sehingga peningkatan kualitas itu ditingkatkan secara terus menerus (continous quality improvement) dalam memenuhi kepuasan pelanggan yang diinginkan.
This Skripsi study concerning efforts done by unit Materials Learning Service Center in Open University for the improvement of service quality. This research is the qualitative research with descriptive design. The researcher result suggest that unit Material Learning Service Center is need to pay attention of the quality of service which have already reached to all their customers with the efforts and controlling too, so that improvement was improved continually (continous quality improvement) in fulfilling satisfaction of customers needs.

Tesis dengan pendekatan penelitian kualitatif design studi kasus bertujuan menganalisis sejauh mana implementasi dari learning organization di Pusat Kesehatan Masyarakat terakreditasi dasar yang berupaya melakukan peningkatan mutu pelayanan tetapi mampu mendapatkan prestasi pada penilaian pelayanan oleh Bupati dibandingkan Puskesmas yang paripurna di Kabupaten Bogor. Hasil survei terhadap pelaksanaan akreditasi diperoleh kesenjangan tertinggi pada masalah mutu pelayanan dimana mutu Puskesmas akan mempengaruhi kepuasan pasien, loyalitas dan keselamatan pasien. Untuk itu organisasi yang telah memiliki pengalaman proses penilaian untuk pengakuan  standar mutu maka dengan menggunakan segitiga Donabedian, lazim melakukan pengembangan organisasi dengan menggunakan pembelajaran dari struktur berupa kesadaran sumber daya manusia Puskesmas untuk selalu meningkatkan kapasitas diri yang akan berdampak pada kemudahan bekerja sama baik antar individu maupun kelompok program sehingga tercipta kerjasama kelompok (teamwork) dan komitmen yang baik untuk mencapai tujuan yang telah disepakati  dalam upaya peningkatan mutu yang akan memenuhi kepuasan pasien dan memberikan prosedur pelayanan yang aman. Konsep learning organization (LO) yang utuh akan berdampak pada implemetasi LO saat proses perencanaan peningkatan mutu melalui PDSA. Hasil didapatkan bahwa pemenuhan terhadap lima elemen pembentuk LO didominasi elemen dinamika belajar dan transformasi organisasi yang akan mendorong pemberdayaan manusia, pengelolaan pengetahuan dan penguatan pemanfaatan teknologi dalam mencapai hasil kinerja yang baik pada peningkatan mutu. Puskesmas terakreditasi paripurna berhasil mengimplementasikan keseluruhan konsep LO dimana dinamika belajar dan transformasi organisasi yang kuat akan mendukung elemen pengembangan sumber daya manusia, pengelolaan pengetahuan dan pemanfaatan teknologi karena adanya kerjasama dan komitmen sangat kuat didukung dialog intens sehingga mampu mencapai tingkat learning organization antisipatif dibandingkan Puskesmas terakreditasi dasar yang banyak menemui kendala dalam implementasi LO. Dengan demikian implementasi LO akan mempermudah Puskesmas melakukan proses PD-C/S-A untuk membuat peningkatan mutu Puskesmas yang mempengaruhi peningkatan status akreditasi. Saran untuk mengupayakan pelatihan yang menyenangkan dan berkelanjutan serta adanya sistem penghargaan yang baik pada individu mampu meningkatkan motivasi petugas untuk selalu mendiskusikan ide kreatif dan inovatif dalam menghadapi tantangan dan kendala pelayanan di puskesmas. ......The thesis with a qualitative research approach, case study design aims to analyze the extent to which the implementation of a learning organization in a basic accredited Community Health Center seeks to improve service quality but is able to get achievements in service assessment by the Regent compared to a complete Puskesmas in Bogor Regency. The results of the survey on the implementation of accreditation obtained the highest gap on service quality issues where the quality of the Puskesmas will affect patient satisfaction, loyalty and patient safety. For this reason, organizations that already have experience in the assessment process for the recognition of quality standards, using the Donabedian triangle, usually carry out organizational development by using learning from structures in the form of awareness of Puskesmas human resources to always increase self-capacity which will have an impact on the ease of working together both between individuals and groups. program groups so as to create teamwork and good commitment to achieve the agreed goals in an effort to improve quality that will meet patient satisfaction and provide safe service procedures. The concept of a complete learning organization (LO) will have an impact on the implementation of LO during the quality improvement planning process through PDSA. The results show that the fulfillment of the five elements that make up the LO is dominated by elements of learning dynamics and organizational transformation that will encourage human empowerment, knowledge management and strengthening the use of technology in achieving good performance results in quality improvement. Plenary accredited health centers have successfully implemented the whole LO concept where strong learning dynamics and organizational transformation will support elements of human resource development, knowledge management and technology utilization because of the very strong collaboration and commitment supported by intense dialogue so as to achieve the level of anticipatory learning organization compared to basic accredited health centers which encountered many obstacles in the implementation of LO. Thus, the implementation of the LO will make it easier for the Puskesmas to carry out the PD-C/S-A process to improve the quality of the Puskesmas which affects the increase in accreditation status. Suggestions for pursuing fun and sustainable training and having a good reward system for individuals can increase the motivation of officers to always discuss creative and innovative ideas in facing challenges and obstacles to services at the puskesmas.

This study aims to identify the objective read of the school needs objectively which can be taken into account in determining policy intervention through educational planning. The specific aims of the study are to obtain information on : a) teacher characteristics perceived as determinants of teacher quality b) teacher quality which focuses on their competence in teaching and learning process and need assessment of teacher training. Findings of the study show that there are many teachers whose educational backgrounds did not match with the subject they teach (mismatch). This especially true in the case of private junior and senior secondary school teachers. There was a concern on the mastery of primary school teachers in the subjects they teach. At the junior and senior levels most of the teachers had the mastery in the subjects they teach. Attempts to improve teacher professionalism were conducted through training. However, more that two fifth of teacher did not participate in any training. Training on how to develop curriculum and tests were needed by most of Islamic primary, junior secondary and senior secondary teachers who had non-teching qualification background.

Penelitian ini berfokus pada peningkatan kualitas jaringan High Speed Downlink Packet Access (HSDPA) dalam industri telekomunikasi. Tujuan penelitian adalah untuk meningkatkan kualitas jaringan HSDPA dan kepuasan pelanggan. Metode penelitian yang digunakan dalam penelitian ini adalah melalui penerapan siklus DMAIC pada Six Sigma dan Importance Performance Analysis (IPA) sebagai kontrolnya. Dari hasil analisis didapat Call Setup Success Rate (CSSR) merupakan parameter Critical to Quality pada HSDPA dengan kualitas terendah. Hasil penelitian memberikan perubahan rata-rata CSSR dari 98,44% menjadi 99,43% dan level sigmanya dari 3,6<σ<3,7 menjadi σ > 4,0. Dan dari hasil pengukuran IPA menunjukan nilai performansi 3,62 melebihi nilai kepentingan 3,56 yang artinya pelanggan puas, sehingga perbaikan tadi sekaligus memberikan hasil baik pada perusahaan. ......This study focus on quality improvement of High Speed Downlink Packet Access (HSDPA) network in telecommunication industry. The research method used in this reaseach is through implementation of Six Sigma DMAIC cycle and Importance Performance Analysis (IPA) as control. From analysis is found that Call Setup Success Rate (CSSR) as Critical to Quality parameter on HSDPA with lowest quality. The result give the average change in CSSR from 98,44% to 99,43% and sigma level from 3,6<σ<3,7 to σ > 4,0. And the result of IPA measurement show performance score is 3,62 greater than importance score 3,56 that mean the customer is satisfied, so that the improvement was at the same time provide good results on that company.

Pelaksanaan akreditasi rumah sakit merupakan upaya pemerintah dalam meningkatkan mutu pelayanan dan keselamatan pasien di rumah sakit serta persyaratan yang harus dipenuhi oleh setiap rumah sakit yang melayani Program Jaminan Kesehatan Nasional (JKN). Peningkatan Mutu dan Keselamatan Pasien (PMKP) merupakan salah satu standar akreditasi yang sangat penting di rumah sakit dan merupakan program yang baru berjalan di RSUD Cempaka Putih. Peneliti merasa perlu untuk mengetahui bagaimana kesiapan RSUD Cempaka Putih terhadap standar PMKP sesuai SNARS Edisi 1 sehingga tercipta budaya mutu dan keselamatan pasien. Jenis penelitian ini merupakan penelitian desktiptif dengan pendekatan kuantitatif dan kualitatif. Pengumpulan dan analisis data kuantitatif dengan menggunakan kuesioner kemudian dilanjutkan dengan pengumpulan dan analisis data kualitatif dengan wawancara mendalam. Hasil penelitian menunjukkan bahwa kesiapan RSUD Cempaka Putih dalam pelaksanaan implementasi program PMKP baru sekitar 50%, masih diperlukan upaya perbaikan secara bertahap. Rencana aksi yang dapat dilakukan dalam meningkatkan efiesiensi pelaksanaan program PMKP di RSUD Cempaka Putih antara lain dengan perbaikan sarana dan prasarana, peningkatan kompetensi dan wawasan terhadap program PMKP, peningkatan kesadaran dan disiplin staf rumah sakit, resosialisasi komunikasi dan koordinasi program PMKP serta pemenuhan manajemen data yang terintegrasi.
ABSTRACT
The implementation of hospital accreditation is a government effort to improve the quality of service and safety of patients in hospitals and the requirements that must be met by each hospital serving the National Health Insurance Program (JKN). Quality and Patient Safety Improvement (PMKP) is one of the most important accreditation standards in hospitals and is a new program that runs in Cempaka Putih Hospital. The researcher felt that it was necessary to find out how prepared the Cempaka Putih Hospital was towards the PMKP standard in accordance with SNARS Issue 1 so as to create a quality and patient safety culture. This type of research is desktiptif research with quantitative and qualitative approaches. Collection and analysis of quantitative data using a questionnaire then continued with the collection and analysis of qualitative data with indepth interviews. The results showed that the readiness of Cempaka Putih Hospital in the implementation of the PMKP program was only around 50%, it still needed gradual improvement efforts. Action plans that can be taken to improve the efficiency of the PMKP program implementation at Cempaka Putih Hospital include improvements in facilities and infrastructure, increased competency and insight into PMKP programs, increased hospital staf awareness and discipline, communication and coordination of PMKP programs and fulfillment of an integrated data management.

Manajemen perubahan pada upaya peningkatan mutu perlu diawali dengan memastikan kesiapan perawat untuk berubah sehingga perubahan yang diharapkan dapat terwujud. Tujuan penelitian ini adalah untuk mengetahui faktor-faktor yang memengaruhi kesiapan perawat untuk berubah dalam upaya peningkatan mutu pelayanan di Rumah Sakit. Penelitian ini menggunakan metode penelitian kuantitatif dengan pendekatan cross-sectional. Sampel penelitian adalah perawat pelaksana berjumlah 175 orang yang diambil dengan menggunakan tenik purposive sampling. Analisis data pada penelitian ini menggunakan analisis data univariat, bivariat dan multivariat. Hasil penelitian menunjukkan 50,3% perawat kurang siap untuk berubah dan 50,9% perawat tidak memiliki resistensi terhadap perubahan. Ada hubungan yang signifikan (p<0.05) antara tingkat pendidikan perawat, resistensi terhadap perubahan, dukungan praktik keperawatan profesional dan pemberdayaan struktural dengan kesiapan perawat untuk berubah. Namun, tidak ada hubungan yang signifikan (p>0,05) antara jenis kelamin, umur dan masa kerja perawat dengan kesiapan perawat untuk berubah dalam upaya peningkatan mutu. Hasil analisis multivariat menunjukkan resistensi terhadap perubahan merupakan faktor paling dominan berpengaruh secara negatif terhadap peningkatan kesiapan perawat untuk berubah dalam upaya peningkatan mutu di Rumah Sakit. Hasil penelitian menyarankan bahwa manajemen Rumah Sakit perlu untuk menurunkan tingkat resistensi perawat sehingga dapat meningkatkan kesiapan perawat untuk berubah dalam upaya peningkatan mutu pelayanan ......Change management in quality improvement efforts needs to begin with ensuring the readiness of nurses to change so that the expected changes can be realized. The purpose of this study is to determine the factors that influence the readiness of nurses to change in an effort to improve the quality of service in hospitals. This study uses a quantitative research method with a cross-sectional approach. The research sample was 175 nurses who were taken using purposive sampling technique. Data analysis in this study used univariate, bivariate and multivariate data analysis. The results showed that 50.3% of nurses were less ready to change and 50.9% of nurses did not have resistance to change. There was a significant relationship (p<0.05) between nurses' education level, resistance to change, support for professional nursing practice and structural empowerment with nurses' readiness to change. However, there was no significant relationship (p>0.05) between gender, age and years of service of nurses with nurses' readiness to change in an effort to improve quality. The results of the multivariate analysis showed resistance to change was the most dominant factor that negatively affected the increase in nurses' readiness to change in an effort to improve quality at hospitals. The results suggest that hospital management needs to reduce the level of nurse resistance so that it can increase nurses' readiness to change in an effort to improve service quality.

Akreditasi institusi merupakan amanah dari Undang-Undang Republik Indonesia Nomor 36 Tahun 2014 tentang Tenaga Kesehatan Pasal 31. Institusi penyelenggara pelatihan yang belum terakreditasi tetapi menyelenggarakan pelatihan kesehatan lebih banyak jumlahnya bila dibandingkan dengan institusi pelatihan yang sudah terakreditasi. Penelitian ini bertujuan untuk menganalisis kesiapan akreditasi institusi penyelenggara pelatihan bidang kesehatan dalam upaya penjaminan mutu institusi pelatihan tahun 2020. Metode yang digunakan yaitu pendekatan kuantitatif dan kualitatif (mixed method). Sampel kuantitatif adalah institusi penyelenggara pelatihan kesehatan yang belum terakreditasi sebanyak 62 institusi. Pengumpulan data menggunakan kuesioner yang dibuat menggunakan google form. Hasil menunjukkan bahwa institusi yang siap untuk diakreditasi sebanyak 34 institusi (54,8%). Unsur input yang berpengaruh terhadap kesiapan akreditasi institusi yaitu variabel SOP dan kebijakan. Pada unsur proses yang berpengaruh adalah variabel perencanaan serta pengorganisasian. Hasil analisis lebih lanjut menunjukkan bahwa pengorganisasian berhubungan signifikan terhadap kesiapan institusi untuk diakreditasi setelah dikontrol oleh variabel anggaran, SOP dan kebijakan, fasilitas dan peralatan serta perencanaan. Dari hasil analisis kualitatif faktor pendorong institusi untuk diakreditasi diantaranya adalah legalitas sebagai penyelenggara pelatihan, peningkatan mutu, persaingan antar provider. Faktor penghambat akreditasi adalah masalah kekurangan SDM, anggaran dan tidak adanya dukungan pimpinan
Institutional accreditation is a mandate of the Law of the Republic of Indonesia Number 36 of 2014 concerning Health Workers Article 31. Institutions that provide training that have not been accredited but that provide health training are more numerous than those that have been accredited. This study aims to analyze the readiness of the accreditation of training institutions in the health sector in an effort to guarantee the quality of training institutions in 2020 by using quantitative and qualitative research methods (mixed method). The quantitative sample is 62 institutions that have not been accredited health training providers. Data collection using a questionnaire created using google form. There are 34 institutions that are ready to be accredited (54.8%). From the input elements that affect the readiness of institutional accreditation, namely the SOP and policy variables. In the process element that influences the planning and organizing variables. The results of further analysis show that organizing has a significant relationship with the readiness of an institution to be accredited after being controlled by budget variables, SOP and policies, facilities and equipment and planning. From the qualitative analysis, the driving factors for an institution to be accredited include legality as a training provider, quality improvement, and competition among providers. The inhibiting factors for accreditation are the problem of lack of human resources, budget and lack of leadership support.
