"Kebutuhan yang tinggi terhadap penambahan jumlah tempat tidur rawat inap di DKI Jakarta disamping adanya kebutuhan untuk mendekatkan layanan kesehatan pada masyarakat mendorong Pemerintah Provinsi DKI Jakarta untuk segera mencari solusi untuk mengatasi permasalahan. Pemerintah Provinsi DKI Jakarta pada akhirnya memilih alternatif solusi berupa pengubahan puskesmas kecamatan menjadi rumah sakit umum kelas D dengan menerbitkan SK Gubernur Nomor 1024 Tahun 2014. Dalam perjalanannya Pemprov DKI lebih memilih untuk membangun langsung rumah sakit di lahan baru karena menganggap pengubahan puskesmas kurang cocok untuk dilanjutkan. Ini mengindikasikan bahwa perumusan program ini tidak terlepas dari adanya bounded rationality Ahok dan Pemprov DKI Jakarta sebagai pembuat keputusan.Penelitian ini bertujuan untuk menganalisis bounded rationality Ahok dan Pemprov DKI Jakarta dalam pembuatan keputusan tersebut. Penelitian ini menggunakan konsep bounded rationality sebagai teori utama untuk menganalisis bounded rationality Ahok dan Pemprov DKI. Penelitian dilakukan menggunakan pendekatan kualitatif dengan melakukan wawancara mendalam kepada narasumber yang dipilih oleh peneliti. Data yang diperoleh berupa data primer dari hasil wawancara mendalam dan data sekunder dari media dan dokumen lainnya.Hasil penelitian ini menunjukkan bahwa bounded rationality Ahok didominasi dan Pemprov DKI Jakarta oleh ketidaklengkapan pengetahuan akibat incomplete information scarcity of time dalam pembuatan keputusan serta ketidaktepatan dalam membuat prediksi mengenai hal hal dan konsekuensi yang terkait pemilihan alternatif solusi.

High necessity in increasing the number of inpatient bed in the hospitals in DKI Jakarta instead of the need of bringing the health service nearer to the citizens pushed the government of DKI Jakarta Province looked for Solution to solve the problem as soon as possible. The government of DKI Jakarta Province finally decided to change Puskesmas Kecamatan into D Class Public Hospital by publishing SK Gubernur DKI Jakarta Nomor 1024 Tahun 2014 as the alternative solution. During the execution the government of DKI Jakarta Province chose to build hospital in the new area because they thought that the modification of Puskesmas Kecamatan was not compatible to be continued. This thought indicated that the formulation of the program was not free from the presence Ahok rsquo s bounded rationality as the decision maker.

This research aim to analyze Ahok rsquo s bounded rationality to make that decision. This research uses bounded rationality concepts as the main theory to analyze Ahok's bounded rationality. Researcher used qualitative approach by committing in depth interview to some chosen informants. The data gotten were primary data from in depth interviews and secondary data from mass media and other documents.

The result of this research shows that Ahok's bounded rationality was predominated by incomplete knowledge as the cause of incomplete information scarcity of time in decision making and inaccuracy in prediction making about things and consequences related to the alternative solution selection Keywords Bounded Rationality Decision Making Puskesmas D Class Hospital."

"AbstractA civil servant selection attributes transaction cost. Aim of this conceptual paper is to explain behavior of transaction cost payment from perspective theory of the rationale of economics. This study was conducted by understanding various theories regarding a phenomena of transaction cost payment. This study revealed transaction cost payment as typical self interest and utility maximization (neo-classic rationality), to behave as Al-Nafs Al-Ammarah (Islamic rationality). The transaction cost payment was encouraged by perception, understanding and prior experiences (Keynes rationality), environment (psychology rationality). However, there was a limited scope of information for transaction cost payment (bounded rationality). AbstrakSeleksi pegawai negeri sering kali memunculkan biaya transaksi. Tujuan dari artikel konseptual ini adalah menjelaskan perilaku membayar biaya transaksi tersebut dalam perspektif teori rasionalitas ilmu ekonomi. Studi dilakukan dengan memaknai berbagai perdebatan teori rasionalitas dan menghubungkannya dengan fenomena membayar biaya transaksi. Hasil studi menunjukkan membayar biaya transaksi sebagai bentuk self interest dan maksimalisasi utilitas (rasionalitas neo-klasik), sebagai perilaku Al-Nafs Al-Ammarah (rasionalitas Islam). Membayar biaya transaksi juga dibentuk oleh persepsi, pemahaman, dan pengalaman perilaku sebelumnya (rasionalitas Keynes), lingkungan (rasionalitas sosiologi), dan kepribadian (rasionalitas psikologis). Di samping itu, terdapat keterbatasan informasi dalam membayar biaya transaksi tersebut (bounded rationality)."
