ABSTRAK
Hiu adalah predator tingkat atas di ekosistem laut, sehingga hiu mempunyai peranan penting sebagai hewan pengontrol populasi di ekosistem laut. Status sumberdaya hiu di dunia terancam punah akibat kelebihan tangkap (overfishing). Penelitian ini bertujuan untuk menganalisa status, peluang dan tantangan pengelolaan hiu di Indonesia berbasis ekosistem. Penelitian menggunakan metode kualitatif, pembahasan secara deskriptif dan didukung dengan purposive sampling. Hasil penelitian menunjukkan bahwa Indonesia adalah Negara terbesar penghasil hiu di dunia. Sebagian besar produk perikanan hiu di Indonesia di hasilkan dari hasil tangkapan sampingan (72 %), dan hanya 28 % perikanan dihasilkan sebagai target tangkapan Utama. Saat ini sumberdaya perikanan hiu di Indonesia mengalami penurunan, dengan penurunan CPUE hingga 26-50% dibanding dengan hasil tangkapan 10 tahun yang lalu. Dari hasil penilaian performa indikator EBFM, hasil performa per domain perikanan hiu Indonesia adalah sebagai berikut : domain sumber daya ikan adalah buruk; domain habitat dan ekosistem adalah sedang; domain aspek teknis dan alat tangkap ikan adalah buruk; domain sosial adalah sedang; domain ekonomi adalah sedang; dan domain kelembagaan adalah sedang. Hingga saat ini belum ada peraturan perundangan yang mengatur spesifik perikanan hiu di Indonesia. Namun, instrument kebijakan yang dimiliki Indonesia saat ini sudah cukup untuk membuat pengelolaan hiu. Pengelolaan hiu berbasis ekosistem dapat menjadi landasan terbaik saat ini di Indonesia.
ABSTRACT
As high-trophic level predators, sharks play important role in marine ecosystem, especially in controlling fish population. In recent years, the status of worldwide shark stock is overfished and nearly extinct. In that regard, this research aims to analyse status, opportunities and threats of ecosystem-based fisheries management for sharks in Indonesia. The method used is qualitative one; the data and finding are provided in descriptions supported by purposive sampling. The result shows that Indonesia is one of the biggest global shark producers. In Indonesia sharks are mostly captured as bycatch (72%), only 28% considered as target species. Nowadays, Indonesian shark stock decreases, it is indicated through downward CPUE from 26% to 50% if compared catch in the last 10 years. Through outcomes of EBFM performance indicator assessment, the performance of Indonesian shark fisheries classified per domain can be concluded as follows: fish stock domain is low, habitat and ecosystem domains are medium, technical aspects and fishing gears domain are low, social domain is medium, economical domain is medium and institutional domain is medium. Up to now, Indonesia doesn?t have laws in place which specifically regulate shark fisheries. Yet, the existing policy instruments are quite sufficient to manage shark fishing in Indonesia. In summary, ecosystem-based fisheries management is the best current method, tool and arrangement that can be directly incorporated into the policy instruments to develop proper management system for shark fisheries in Indonesia.

Skripsi ini membahas reformasi birokrasi di Departemen Keuangan dan strategi untuk menjalankan reformasi yang terdiri dari penataan organisasi, perbaikan bisnis proses, dan peningkatan MSDM, dalam rangka meningkatkan public service sekaligus mewujudkan good governance. Fokus penelitian ini adalah implementasi dari strategi tersebut dan kesesuaiannya dengan road map reformasi yang ada. Penelitian ini adalah penelitian kualitatif dengan menggunakan metode ilustratif. Hasil penelitian ini menyarankan bahwa perlu adanya sosialisasi strategi reformasi dan program akuntabilitas dalam pelaksanaan strategi reformasi birokrasi di Departemen Keuangan.
The focus of this study is bureaucratic reform at the Monetary Department and their strategy to implement the reform, whereas it is containing of reinventing organization, business process reengineering and improvement of MSDM, in regards to increase the public service and to generate good governance. The purpose of this study is to understand the implementation of the strategy and its adjustment towards the available road map. This research is qualitative research with illustrative method. Result of this research is to advice on the importance of socialization of the reformation strategy and accountability program for the implementation of bureaucratic reform strategy.

ABSTRACT
The phenomenon of climate change and global warming is driving the issue of the Sustainable Development Goals developing in countries in the world, including Indonesia. Indonesia is incorporated in the Paris Agreement and follows up with the drafting of laws and regulations which form the basis for implementing TPB in the regions. Profile of achievement of the Serang City Sustainable Development Goals based on the KLJDD KLHS Document shows that there are still 92 indicators (50, 27%) that have not been achieved. Previous research on strategies and road maps to achieve TPB at the regional level is still limited and is the state of the art of this research. The method used is a sequential transformative strategy mix method that is integrated with the TAIDA method as a scenario planning method, by prioritizing qualitative research through literature studies, personal observations, discussions, interviews which are part of the initial process of the TAIDA (tracking, analyzing) method. Followed by quantitative research through descriptive statistics on weight and rating calculations to formulate strategies and road maps (the next process of the TAIDA method: identifying, deciding, acting). The results of this study are that the strategy to achieve TPB is focused on 4 (four) aspects, namely aspects of regulation (synchronization of regulations), funding (potential funding other than APBD along with preparation of regional financial mechanisms), socialization (aimed at the public and all stakeholders through sharing media) and collaboration (initiation of cooperation with all parties and other local governments). The road map consists of 9 (nine) stages, from socializing to promoting best practices.

Perseteruan Palestina-Israel sudah berlangsung demikian lama. Sejak awal konflik, masing-masing pihak, baik Palestina dan Israel, merasa berhak atas wilayah yang dipersengketakan dan berusaha menguasai serta mengembangkan kehidupan nasionalnya secara mutlak tanpa melakukan power sharing. Pihak Israel berusaha bersikeras mempertahankan wilayah yang telah didudukinya dengan alasan: ruang hidup (lebensraum), keamanan (buffer zone), strategis, ikatan emosional, dan masalah sumber daya. Sedangkan pihak Palestina berupaya keras pula untuk memperjuangkan kemerdekaan wilayah yang diduduki Israel dengan alasan sebagai tanah leluhur mereka. Sikap yang keras dari kedua belah pihak ini juga telah menyebabkan berbagai perundingan yang pernah diadakan selama ini berakhir tanpa menghasilkan kesepakatan yang berarti bagi perdamaian kedua belah pihak. Kini Peta Jalan Perdamaian kembali disodorkan yang didukung oleh kelompok Kuartet (AS, PBB, UE, dan Rusia) sebagai sebuah upaya untuk memecahkan kebuntuan masalah konflik Palestina-Israel. Kehadiran Peta Jalan Damai ini diharapkan menjadi obat bagi konflik Palestina-Israel yang telah memakan banyak korban warga sipil yang tidak berdosa akibat kekerasan yang dilakukan oleh kedua belah pihak. Dalam mewujudkan harapan ini, maka Peta Jalan Damai menawarkan beberapa tuntutan kepada kedua belah pihak untuk memberikan kebijakan atau tindakan yang dapat membantu dalam proses perdamaian. Efektivitas Peta Jalan Damai ini akan diuji dan dianalisa dari perspektif Resolusi Konflik dengan harapan dapat menemukan faktor-faktor yang akan menjadi pendukung dan penghambat bagi terlaksananya Peta Jalan Damai ini dalam memberikan solusi bagi konflik Palestina-Israel dengan tanpa meninggalkan pengalaman-pengalaman sejarah perdamaian yang pernah dilakukan sebagai cerminan dan pelajaran bagi upaya pencarian problem solving, walaupun kegagalan demi kegagalan adalah selalu menjadi jawaban atas semua upaya perdamaian yang telah dan pernah dilakukan oleh Palestina dan Israel.
The war of Palestina-Israel has been happened for a long time. Since the first conflict, both Palestine and Israel claimed that they had the right for the conflict district without doing a power sharing. The Israel tried very hard to depend the land that they had took control for some reasons: for the life, safety, strategic zone, emotional link, and natural resources. Palestine also tried very hard to struggle the - freedom of their district that have been holded by the Israel with the reason that the land was their ancestor land. The persistent of the both side also caused all the negotiation that were helded by UN, US, Rusia, UE ended without having a good deal for the peace of the both side. Recently, the peace road map have offered again which was supported by US , Rusia, UE, and UN as the problem solving for breaking the conflict of Palestine-Israel. The present of this peace road map was expected by the world to be the problem solving of Palestine and Israel conflict, which had many victims from the civilian because of the both side war. For getting this goal, the Peace Road Map offered some solutions for the both side to do the wisdom or the action that could help in peace processing. The effectiveness of the Peace Road Map will be exercised and analyzed by the perspective of conflict resolution to find some factors which can support or hamper for the Peace Road Map to give a solution for the conflict Palestine-Israel without leaving the peace history experiences which have been done as a reflection and a lesson for getting a problem solving. Even though, unsuccessful is always be the answer for the peace effort that have been done by Palestine and Israel.
