"The USA has significan contribution on negotiation of West Papua dispute. President John F. Kennedy changed the USA policy in West Papua dispute from passive neutral policy into active mediation policy. By this policy the USA and UNO supported and managed negotiations between Dutch and Indonesia. As a result, the representative of the countries signed the New York Agreement in 1962. The role of the USA diplomacy on the negotiation of West Papua dispute connecting with its interest in preventing communism in Indonesia. In case, America problem is how to eliminate communist influence in Indonesia. In connecting with the problem, the dissertasion has two research questions that what is the background of active mediation policy and how is the process of mediation diplomacy in West Papua dispute. The dissertasion would like to describe and analyse the negotiations process between Dutch and Indonesia in Middleburg, the USA. The negotiations process have inportant value in Indonesia and America diplomacy history. These will give informations in West Papua history-especially it was looked from the USA perspective. The dissertasion used historical methods in understanding America diplomacy in relationship with negotiation on West Papua dispute. The dissertasion produced conclusions that the USA diplomacy in West Papua dispute has relationship with containment policy in Cold War. The USA and UNO have great contribution to West Papua negotiation and New York Agreement. Consequently, they have moral obligations to West Papua. Their Intervention into West Papua problem is something possible in the future when Indonesia can not solve social dan political problems in there. It should be anticipated by great anttention to West Papua."

"Tesis ini bertujuan untuk mendeskripsikan pandangan dua suratkabar yaitu Surabaja Post dan Sinar Harapan terhadap penggabungan Irian Barat ke dalam wilayah Kekuasaan RI 1961-69. Selain itu untuk menjelaskan pergeseran peranan yang dimainkan suratkabar selama periode kepemimpinan Presiden Soekamo. Penelitian ini menggunakan metode sejarah dengan menggunakan sumber¬sumber sejarah tertulis balk primer maupun sekunder. Dengan melihat corak kehidupan politik negara Indonesia pada masa 1961-69 dengan pendekatan state centered dimana Presiden Soekarno menerapkan Demokrasi Terpimpin sehingga kehidupan berbangsa dan bernegara sepenuhnya dikendalikan oleh pemerintah. Hasil penelitian menunjukkan bahwa dari berbagai peranan yang telah dimainkan, suratkabar telah memberikan sumbangan tak ternilai bagi kesatuan tanah air, memelihara kesadaran berbangsa, dan mempertangguh nasionalisme Indonesia dari waktu ke waktu. Hal ini ditunjukkan dari Pandangan suratkabar Surabaja Post dan Sinar Harapan terhadap penggabungan Irian Barat pada periode 1961-69. Pada masa ini suratkabar seharusnya berperan sebagai wrong penguasa, terkait diterapkannya sistem politik Demokrasi Terpimpin sejak 1959 oleh Presiden Soekarno, namun dalam mengemban peran ini tidak berarti surat kabar hanya mengikuti saja terhadap keingian penguasa pada waktu itu. Ternyata Surahaja Post dan Sinar Harapan tetap dapat menjaga independensinya dengan tetap kritis pada pemerintah atas kebijakan yang diputuskan dalam menangani masalah Irian Barat. Memang dalam memberikan kritik itu dilakukan dengan cara yang santun dengan menggunakan bahasa yang halus, dibanding pada masa demokrasi liberal yang cenderung menggunakan bahasa yang tegas, terusterang, dan bahkan kasar. Selain itu Surabaja Post dan Sinar Harapan selain memperlihatkan persamaan pandangan mengenai strategi diplomasi juga perbedaan pandangan mengenai cara penyerahan kekuasaan atas wilayah Irian Barat dari Belanda kepada Indonesia. ......This thesis aim to opinion description of two newspaper that is Surabaja Post and Sinar Harapan to merger of West Irian into region Power of RI 1961-69. Simply Surabaja Post and Sinar Harapan remain to can take care of the independency by fixed critical at government to policy which decided in handling problem of West Irian. Truely in giving the criticism done by the way of decent by using smooth language, compared at a period of liberal democracy tending to apply coherent language, honestly, and even harsh.
