Abstrak :
Tata ruang suatu wilayah yang efektif dan proporsional merupakan prasyarat utama bagi terciptanya suasana lingkungan yang teratur terkendali dan nyaman. Tata ruang yang efektif meliputi penempatan dan pengaturan fungsi dari bagian-bagian wilayah agar tepat dalam penempatannya, sehingga berbagai aktivitas warga dapat terselenggara secara efektif. Sementara, tata wilayah yang proporsional merupakan upaya agar terciptanya suatu wilayah yang nyaman, dengan mengoptimalkan bagian-bagian wilayah tersebut secara proporsional. Salah satu masalah yang kerap terjadi dalam penentuan proporsional suatu wilayah adalah terkait RTH (Ruang Terbuka Hijau) yang terabaikannya ketentuan kondisi idealnya. Akibat dari terabaikannya elemen standar untuk keseimbangan kota, akan terjadi bencana yang berkelanjutan, seperti banjir di Kemang. Adanya konsep perencanaan kota yang tertuliskan dalam pedoman, terdiri dari berbagai macam aspek untuk menganalisa, untuk mewujudkan kota yang ideal. Pedoman tersebut adalah UDGL (Urban Design Guidelines) dari negara yang berbeda. Secara konsep RTH merupakan ruang natural yang beraspek dan berstruktur elemen natural yang diperuntukkan sebagai nilai ekologis dan social di suatu wilayah. Dalam implementasinya, penetapan RTH berkaitan dengan banyak hal, sehingga sering terabaikan. Perencanaan implementasi di Jakarta mempunyai peraturan yang mengontro lpengalokasian lahan. Itu juga menjadi standar ideal untuk sebuah kota. Kemang, merupakan suatu bagian wilayah di Kecamatan Mampang Prapatan, Jakarta Selatan, dan di dalam spesifik area di Kemang, adanya isu perningkatan bencana banjir yang terjadi, yang bisa disebabkan oleh banyak aspek. Itu juga menjadi alasan terjadinya kemacetan parah dan rusaknya area sekelilingnya. Lalu, isu tersebut membutuhkan evaluasi lebih tentang bencana yang terjadi berkelanjutan di Kemang dan dibandingkan dengan keadaan ideal untuk sebuah kota. ......An effective and proportional spatial planning for urban is a main requirement to provide well- planned, controlled and comfortable environment. An effective spatial planning involved an allocation and arrangement of functions from all parts of the area, to be exactly fit into the context, so various activities can be held effectively. While, a proportional urban area planning is a way to create a comfortable area, by optimizing parts of the area proportionally. One of the problems is usually happened in defining a proportional area, for example: Green Open Space ideal condition which being ignored. The impacts on ignoring standard elements to balance the city, is disaster which happens continuously, such as flood in Kemang. There are a conceptual for urban planning, written in a guideline which consist of various aspects to analyse, to achieve the ideal city area. The guideline is UDGL (Urban Design Guidelines) from different countries. As a conceptual, Green Open Space is a natural resource which have aspects and structure from natural elements. Green Open Space benefits to be ecological and social value for an area. According to the implementation, defining Green Open Space related with many aspects which sometimes being ignored. The implementation planning in Jakarta has its own policy, which control the land allocation. Then, it becomes another ideal standard for a city. Kemang, is a part of Mampang Prapatan sub-district, South Jakarta, and the specific area of Kemang increase the issue of flood disaster, which can be caused by several aspects. It creates heavy traffic jam, and damage to the surrounding area. Then, it needs more evaluation in Kemang, regarding the disaster that continuously happen, compare with the ideal standard for a city.
