Indonesia adalah negara yang mengembangkan sektor pariwisata untuk meningkatkan perekonomiannya. Salah satu cara yang dilakukan adalah dengan membentuk Kawasan Ekonomi Khusus KEK . KEK Tanjung Lesung ditetapkan melalui Peraturan Pemerintah Nomor 26 Tahun 2012 dan diresmikan pada tanggal 23 Februari 2015. Tujuan penetapan KEK Tanjung Lesung secara umum adalah untuk meningkatkan investasi, menyerap tenaga kerja, dan meningkatkan pemanfaatan sumber daya lokal. Salah satu masalah dalam implementasi pengembangan KEK Tanjung Lesung adalah belum optimalnya pembangunan sarana transportasi dan fasilitas pendukung lainnya. Penelitian ini bertujuan untuk menggambarkan bagaimana Implementasi pengembangan Kawasan Ekonomi Khusus Tanjung Lesung dan melihat apa saja yang yang menjadi faktor pendukung dan penghambat implementasi KEK Tanjung Lesung. Dalam menganalisis implementasi Kebijakan Pengembangan KEK Tanjung Lesung penulis menggunakan analisis implementasi Michael Hill dan Peter Hupe, faktor-faktor yang mempengaruhi implementasi kebijakan menurut Van Meter dan Van Horn serta teori dari Kotler mengenai marketing place. Metode penelitian yang digunakan adalah postpositive. Hasil penelitian menunjukan implementasi KEK Tanjung Lesung masih belum optimal.

ABSTRACT
Indonesia is a country that develops the tourism sector to improve the economy. Among the ways in which to improve the economy, the Indonesian government established a Special Economic Zone KEK . One of the KEK formed is KEK Tanjung Lesung determined through Government Regulation No. 26 of 2012 and inaugurated on February 23, 2015. The objective of KEK Tanjung Lesung is to increase investment, to absorb labor, and to increase the utilization of local resources. However, the construction of transportation facilities and other supporting facilities in the KEK Tanjung Lesung is not optimal. This study aims to illustrate how the implementation of KEK Tanjung Lesung development and see the supporting and inhibiting factors of the implementation of KEK Tanjung Lesung. In analyzing the policy implementation, the development of KEK Tanjung Lesung, the writer uses the implementation analysis of Michael Hill and Peter Hupe, the factors that influence the implementation of the policy according to Van Meter and Van Horn and Kotler 39 s theory of marketing place. The research method used is postpostivis. The results showed that the implementation of KEK Tanjung Lesung is still not optimal.

Tanjung Lesung telah ditetapkan sebagai Kawasan Ekonomi Khusus zona pariwisata berdasarkan Peraturan Pemerintah Nomor 26 Tahun 2012. Sejak ditetapkan sebagai Kawasan Ekonomi Khusus, terdapat 2 (dua) permasalahan di Tanjung Lesung yaitu regulasi dan infrastruktur wilayah. Penelitian ini memfokuskan pada kesiapan daya saing Kawasan Ekonomi Khusus Tanjung Lesung. Teori yang digunakan untuk menganalisis kesiapan daya saing Kawasan Ekonomi Khusus Tanjung Lesung adalah teori daya saing destinasi yang dikembangkan oleh Ritchie dan Crouch. Penelitian ini menggunakan metode kualitatif. Hasil penelitian menunjukkan bahwa Kawasan Ekonomi Khusus Tanjung Lesung belum siap berdaya saing karena memiliki permasalahan utama yaitu infrastruktur wilayah khususnya pembebasan lahan. Peneliti menyarankan agar Pemerintah Pusat dan Daerah perlu segera melakukan percepatan pembangunan infrastruktur wilayah dan perlunya insentif daerah dalam bentuk Peraturan Derah untuk menarik minat investor agar Tanjung Lesung siap berdaya saing.

Tanjung Lesung has been designated as a Special Economic Zone of tourism zone based on Government Regulation No.26 of 2012. Since established as Special Economic Zone, there are two problems in Tanjung Lesung that is regulation and regional infrastructure. This research focuses on the readiness of the competitiveness of Tanjung Lesung Special Economic Zone. The theory used to analyze the readiness of the competitiveness of Tanjung Lesung Special Economic Zone is a destination competitiveness theory developed by Ritchie and Crouch. This research uses qualitative method. The result showed that Tanjung Lesung Special Economic Zone is not ready to compete because the main problem that is regional infrastructure particularly land acquisition. Researcher suggest that the Federal and Local Governments need to immediately accelerate the development of regional infrastructure and the need for regional incentive in the form of Local Regulation to attract investors so that Tanjung Lesung Special Economic Zone ready to compete.

Penelitian skripsi ini memiliki dua tujuan. Tujuan pertama adalah untuk menganalisis indikator process, output, dan outcome dari kebijakan insentif fiskal terhadap implementasi pengembangan Kawasan Ekonomi Khusus (KEK) Tanjung Lesung. Tujuan kedua adalah untuk menganalisis mengapa belum semua kebijakan insentif fiskal untuk KEK belum dapat memaksimalkan implementasi pengembangan KEK Tanjung Lesung dilihat dari teori kebijakan publik dan pengaruhnya terhadap implementasi kebijakan insentif fiskal KEK Tanjung Lesung. Penelitian ini menggunakan pendekatan kualitatif melalui sudut pandang paradigma post positivisme dengan metode pengumpulan data jenis kualitatif. Berdasarkan analisis atas data yang sudah dikumpulkan tersebut, didapatkan dua kesimpulan sebagai jawaban atas dua pertanyaan penelitian. Untuk kesimpulan pertama, implementasi kebijakan insentif fiskal dalam pengembangan KEK Tanjung Lesung belum berjalan dapat dilihat dalam indikator process, output, dan outcome dalam pelaksanaan implementasi kebijakan insentif fiskal belum sepenuhnya dimanfaatkan oleh Badan Usaha Pembangun dan Pengelola (BUPP) atau Pelaku Usaha (PU). Sementara itu, untuk kesimpulan kedua, kebijakan insentif fiskal yang diimplementasi dalam KEK secara keseluruhan belum dapat memaksimalkan KEK Tanjung Lesung hal ini dapat diuraikan dari faktor - faktor yang mempengaruhi implementasi kebijakan insentif fiskal dalam pengembangan KEK Tanjung Lesung. Atas dua kesimpulan tersebut, dihasilkan dua saran. Untuk saran pertama, pemerintah pusat dan pemerintah daerah dapat memberikan dukungan terkait implementasi insentif fiskal yang belum tercapai dalam implementasi pengembangan KEK Tanjung Lesung. Sementara itu, untuk saran kedua diharapkan pihak pengelola juga meningkatkan infrastruktur KEK Tanjung Lesung dan kompetensi masyarakat sekitar sehingga dapat menarik investor asing dan pelaku usaha untuk dapat menamakan modal di KEK Tanjung Lesung. ......This undergraduate thesis research has two objectives. The first objective is to analyze the process, output, and outcome indicators of fiscal incentive policies towards the implementation of the Special Economic Zone (SEZ) development in Tanjung Lesung. The second objective is to analyze why not all fiscal incentive policies for SEZs have been able to maximize the implementation of SEZ development in Tanjung Lesung, based on public policy theory and its influence on the implementation of fiscal incentive policies for SEZs in Tanjung Lesung. This research adopts a qualitative approach from the perspective of post-positivism paradigm with qualitative data collection methods. Based on the analysis of the collected data, two conclusions are drawn as answers to the research questions. Regarding the first conclusion, the implementation of fiscal incentive policies in the development of Tanjung Lesung SEZ has not been fully utilized, as indicated by the process, output, and outcome indicators in the implementation of fiscal incentive policies not being fully utilized by the Development and Management Agency or Business Actors. Meanwhile, for the second conclusion, fiscal incentive policies implemented in SEZs as a whole have not been able to maximize Tanjung Lesung SEZ. This can be attributed to the factors influencing the implementation of fiscal incentive policies in the development of Tanjung Lesung SEZ. Based on these two conclusions, two recommendations are proposed. The first recommendation is for the central and local governments to provide support for the implementation of unachieved fiscal incentives in the development of Tanjung Lesung SEZ. Meanwhile, the second recommendation is for the management to improve the infrastructure of Tanjung Lesung SEZ and enhance the competencies of the surrounding community, in order to attract foreign investors and business actors to invest in Tanjung Lesung SEZ.
