Penelitian ini membahas mengenai kebijakan Pemerintah Daerah
Kabupaten Bogor terkait dengan spending policy untuk mendukung terciptanya akselerasi kawasan minapolitan berbasis budidaya ikan lele di Kabupaten Bogor serta upaya untuk mengatasi kendala-kendala yang dihadapi para pembudidaya ikan lele di Desa Putat Nutug, Kecamatan Ciseeng, Kabupaten Bogor dan Pemerintah Daerah Kabupaten Bogor selama berjalannya program ini. Metode penelitian yang digunakan adalah wawancara mendalam dan studi literatur. Hasil dari penelitian ini adalah pengalokasian DAK dan APBD Kabupaten Bogor yang
memperlambat terciptanya akselerasi kawasan minapolitan Kabupaten Bogor karena kurangnya anggaran dan penurunan anggaran dari tahun 2011 ke tahun 2012.
ABSTRACT
This research discuss about Government Of Bogor Regency's Policy
which is related to spending policy for support the creation of acceleration minapolitan's area based on catfish cultivation in Bogor Regency and solution to finishing many problems which is faced by many catfish cultivators in Putat Nutug Village, Ciseeng Subdistrict, Bogor Regency and Governmet of Bogor Regency during this program. A method of this research that is used are an interview and the study of literature The results of this research are the allocation of DAK and
APBD which is delay the creation of acceleration minapolitan's area in Bogor Regency because lack of budget and decreasing of budget from years of 2011 to 2012.

ABSTRACT
This study examines the existence of local budget utilization behaviour by incumbents who have politically interested policies, since they have motive to attract prospective voters. this study focuses on 254 provincial and districts/cities in Indonesia which held simultaneous regional head election in 2015. it analyses targeted expenditures that have highly visible to please voters, and allegedly affect vote-share results, such as budget deficits, total spending, investment spending, discretionary funds include its sub components: grants, social aids, and financial aids. according to the results obtained, there is no indication of politically driven fiscal policy by incumbent candidates in almost all spending categories. However, there is a positive and significant relationship between the regions that have incumbents and grant expenditure subcategory behaviour. This finding indicates that this category expenditure is still popular among incumbents to stimulate citizens and gain sufficient vote-share later on.
