"Skripsi ini mengevaluasi pelaksanaan Program Peremajaan Sawit Rakyat (PSR) di Kecamatan Tandun tahun 2018-2021, yang tidak mencapai target yang telah ditetapkan. Pertanyaan penelitian adalah “Mengapa target program Peremajaan Sawit Rakyat (PSR) Tahun 2018-2021 di Kecamatan Tandun, Kabupaten Rokan Hulu, Provinsi Riau tidak tercapai?”. Untuk menjawab pertanyaan tersebut digunakan dengan fokus dua indikator dengan teori A Model of The Policy Implementation Process oleh van Meter dan van Horn (1975) berdasarkan dua indikator yaitu komunikasi antar lembaga dan penguatan kegiatan pelaksana dan kondisi ekonomi, sosial dan politik. Penelitian ini menggunakan metode kualitatif melalui wawancara mendalam dan studi literatur, melibatkan empat informan yang berasal dari petani rakyat, pemerintah daerah, asosiasi petani, dan akademisi. Hasil temuan dapat dikategorikan kedalam tiga faktor: 1) masalah legalitas dan status lahan; 2) adanya ego sektoral antara Dinas Perkebunan, Dinas Lingkungan Hidup dan Dinas Agraria dan Tata Ruang; 3) partisipasi petani rendah karena alasan ekonomi. Kombinasi dari ketiga kendala ini menyebabkan target PSR tidak tercapai di kecamatan Tandun, Kabupaten Rokan Hulu Provinsi Riau tahun 2018-2021. Keberhasilan Program Peremajaan Sawit Rakyat (PSR) di Kecamatan Tandun, Kabupaten Rokan Hulu, sangat bergantung pada kolaborasi erat antara pemerintah, organisasi petani seperti Apkasindo, dan para petani sawit itu sendiri.

This thesis evaluates the implementation of the People's Palm Oil Replanting (PSR) Program in Tandun District in 2018-2021, which did not achieve the set targets. The research question is “Why was the target of the 2018-2021 People's Palm Oil Replanting (PSR) program in Tandun District, Rokan Hulu Regency, Riau Province not achieved?”. To answer this question, two indicators were used with a focus on the theory of A Model of The Policy Implementation Process by van Meter and van Horn (1975) based on two indicators, namely communication between institutions and strengthening implementing activities and economic, social and political conditions. This research used qualitative methods through in-depth interviews and literature studies, involving four informants from smallholder farmers, local government, farmer associations and academics. The findings can be categorized into three factors: 1) legality and land status issues; 2) sectoral ego between the Plantation Office, Environment Office and Agrarian and Spatial Office; 3) low farmer participation due to economic reasons. The combination of these three constraints caused the PSR target not to be achieved in Tandun sub-district, Rokan Hulu district, Riau province in 2018-2021. The success of the People's Palm Oil Replanting Program (PSR) in Tandun Sub-district, Rokan Hulu Regency, depends heavily on close collaboration between the government, farmer organizations such as Apkasindo, and the oil palm farmers themselves."
