"Artikel ini membahas perbedaan narasi pemberitaan terhadap fenomena Bessmertniy Polk yang dijadikan sebagai instrumen propaganda oleh pemerintah Rusia melalui peran media. Pemerintah Rusia melihat peran penting dan strategis media, khususnya media online, dalam membentuk dan mengontrol opini masyarakat. Bessmertniy Polk dijadikan alat oleh pemerintah Rusia dalam misinya untuk menanamkan patriotisme melalui ingatan historis Perang Dunia II serta mendefinisikan kembali identitas nasional Rusia di era pasca Soviet. Dengan menggunakan strategi naratif yang umum digunakan dalam menginterpretasikan narasi media, penelitian ini bertujuan untuk menganalisa strategi naratif pemerintah Rusia yang direpresentasikan oleh dua media online yang saling bertolak belakang dalam memberitakan fenomena Bessmertniy Polk periode 2015-2018, yakni Russia Today dan Radio Free Europe/Radio Liberty. Penelitian ini menggunakan metode analisis konten kualitatif untuk mengeksplorasi laman RT dan RFE/RL. Data yang ditemukan akan dipadukan dengan tiga kategori teori strategi naratif yang dikemukakan oleh Miskimmon, O`Loughlin dan Roselle, yaitu International System Narrative, National Narrative, dan Issue Narrative. Narasi yang dibentuk ialah anti-Barat, patriotisme, serta kebijakan yang dimaksudkan untuk memperpanjang masa kepemimpinan Putin sebagai Presiden Rusia.This paper aims to discuss the difference in news narratives towards Bessmertniy Polk phenomenon that has been made as an instrument for propaganda purpose by the Russian government and by using media. The Russian government sees the important and strategic role of the media, in this case, online media in particular, in shaping and controlling public opinion. Bessmertniy Polk has been made a tool by the Russian government in their mission to build patriotism through historical memories of World War II and redefinition of Russia`s national identity in the post Soviet era. Using strategic narrative, commonly used to interpret media narratives, this research aims to analyze the Russian government`s strategic narrative as represented in two online media with different perspectives and stances on the potrayal of Bessmertniy Polk phenomenon between 2015-2018 : Russia Today and Radio Free Europe/Radio Liberty. This research uses qualitative content analysis method to explore the web pages of RT and RFE/RL. The collected data will then be combined with three categories of strategic narrative by Misskimon, O`Loughlin, and Roselle: International System Narrative, National Narrative, and Issue Narrative. The built narratives are anti-West narrative, patriotism, and a policy aimed to further extend Putin`s term as Russia`s President."

"In 2014, President Joko ‘Jokowi’ Widodo declared he would lead Indonesia, the most populous Muslim nation on earth, to become a ‘global maritime fulcrum’ (GMF). His announcement was taken as a sign of Indonesia’s commitment to be a more active participant in regional maritime security. This nascent maritime vision, however, suffers from endogenous flaws, ranging from personal leadership to widespread bureaucratic deficiencies, culminating in its recession from Indonesian political discourse. This paper seeks to understand how and why the GMF receded from political discourse through the lens of strategic narrative. It finds that technocratic appeal serves as a stronger legitimating method of the GMF compared to other forms, which is due to agential preferences aligning with domestic structural conditions, resulting in development narratives being favoured over maritime-related narratives. The relationship results in government priorities being skewed towards the infrastructure aspect of the GMF at the cost of the other aspects. To demonstrate this argument, this paper analyses an original dataset of 267 speeches and statements, both in English and Indonesian, delivered by key government officials related to formulating and implementing the GMF concept from 2014 to 2021, in addition to relevant policy documents."
