Russia's political and economic stability and Europe's most important source of its oil and gas supplies is EU's main concern. But Europe's main objective of building a strategic partnership with Russia on European values of democracy, human rights, and good governance as exhibited in Europe's Neighbourhood Policy as reflected in its Country Strategy Papers does not fare well with Pu tin's Russia. EU's Common Strategy of the European Union on Russia changes Putin's politics towards EU. Putin's emphasis on the Russian interpretation of European values is accompanied by strengthening the presidency and adapting its foreign policy priorities without, however, sidelining Europe too drastically. Russia's strategic foray into East Asia and the Middle East gives both the US and EU a sign that it together with China intend to change the power balance in East Asia and the Middle East. Its neo-realist approach to international politics will definitely adversely affect its partnership with EU."

"ABSTRAKHubungan diplomatik antara Indonesia dan Korea Selatan secara resmi terjalin sejak tahun 1966. Pada tahun 2006 kedua negara menyepakati Joint Declaration Strategic Partnership to Promote Friendship and Cooperation. Jurnal ini menjelaskan dampak dari dibuatnya perjanjian tersebut terhadap hubungan kerja sama diantara kedua negara. Tujuan jurnal ini adalah untuk menganalisa tentang dampak perjanjian tersebut dalam bidang sosial-budaya. Metode penelitian yang digunakan adalah metode sejarah. Hasil dari jurnal ini menunjukkan secara umum dampak dari Indonesia-South Korea Joint Declaration Strategic Partnerhip to Promote Friendship and Cooperation dalam bidang sosial budaya. Kesimpulan dari jurnal ini adalah perjanjian Indonesia-South Korea Joint Declaration Strategic Partneship to Promote Friendship and Cooperation memberikan dampak positif bagi hubungan sosial-budaya kedua negara. Hubungan sosial-budaya kedua negara mencakup bidang pertukaran budaya, turisme, edukasi, pemuda dan olahraga, kesehatan, bantuan untuk bencana alam, serta hubungan konsuler dan hukum. Di antara hubungan tersebut, dampak yang paling menonjol adalah dalam bidang pemuda yang ditunjukkan dengan dibentuknya Indonesia-Korea Youth Exchange. Walaupun demikian, kerja sama Indonesia dan Korea di bidang sosial-budaya masih perlu untuk dikembangkan terutama untuk bidang konsuler.

ABSTRACTThe diplomatic relations between Indonesia and South Korea officially began since 1966. In 2006 both country agreed the Joint Declaration Strategic Partnership to Promote Friendship and Cooperation. This paper eximines about the impact of Indonesia-South Korea Joint Declaration of Strategic Partnership to Promote Friendship and Cooperation particulary in socio-cultural aspect. Based on historical method used in this paper, the result shows that the generally Indonesia-South Korea Joint Declaration of Strategic Partnership to Promote Friendship and Cooperation gave positive influence toward the development of socio-culture area in both countries. Those can be prove through the development on many sectors such as: culture exchange, tourism, aducation, youth and sport, health, natural disaster, and consular and legal cooperation. Among those there is the most effective influence as impact of the Joint Declaration of Strategic Partnership to Promote Friendship and Cooperation on youth and sport area. However, Indonesia and South Korea still need to make another strategic to make more developed on socio-culture area such as in consular affair."

"ABSTRAKTesis ini memaparkan kepentingan India dan Indonesia terkait dengan keberlanjutan patroli terkoordinasi di perbatasan maritim kedua negara di kawasan Samudera Hindia. Pada awalnya, patroli terkoordinasi yang dimulai pada 2002 tersebut ditujukan untuk menghadapi ancaman pembajakan yang diduga dilakukan oleh Gerakan Aceh Merdeka GAM di pintu masuk Selat Malaka dan Laut Andaman. Pasca perjanjian damai Helsinki 2005, pemerintah Indonesia dan GAM sepakat untuk berdamai. Namun, hal itu tidak serta-merta menghentikan kerja sama patroli terkoordinasi oleh kedua negara hingga saat ini. Bahkan, kedua negara semakin meningkatkan hubungan bilateral mereka dengan mendeklarasikan ldquo;Kemitraan Strategis Baru rdquo; pada November 2005. Untuk menganalisis fenomena tersebut, penulis menggunakan konsep diplomasi pertahanan dan kepentingan nasional sebagai landasan kerangka pemikiran. Sementara itu, dalam penelitian ini penulis menggunakan metode kualitatif dengan desain deskriptif sehingga temuan penelitian dapat dijelaskan secara lebih mendalam. Hasil penelitian memperlihatkan bahwa dari perspektif India, negara itu memiliki kepentingan terhadap Indonesia yang didorong oleh kebijakan Look East Policy. India memanfaatkan posisi strategis Indonesia di ASEAN untuk memperkuat pengaruh mereka di kawasan Asia Tenggara. Sedangkan dari perspektif Indonesia, negara itu memiliki kepentingan agar India bersedia melakukan Transfer of Technology dan suplai persenjataan dibidang alat pertahanan guna mengurangi ketergantungan Indonesia terhadap Amerika Serikat.

ABSTRACTThis thesis describes the interests of India and Indonesia related to the sustainability of coordinated patrols at the maritime border of the two countries in the Indian Ocean region. Initially, the coordinated patrol that was started in 2002 was aimed at facing the threat of piracy allegedly committed by the Free Aceh Movement at the entrance of the Malacca Strait and the Andaman Sea. After the 2005 Helsinki peace agreement, the Indonesian government and the Free Aceh Movement agreed to make peace. However, it does not necessarily stop the coordinated patrols between the two countries to date. In fact, the two countries further improved their bilateral relationship by declaring New Strategic Partnership in November 2005. To analyze the phenomenon, the author uses the concept of defense diplomacy and national interest as conceptual frameworks. Meanwhile, in this thesis, the author uses qualitative method with descriptive design so that the research findings can be explained in more deeply. The results show that from an Indian perspective, India has an interest in Indonesia that is driven by what so called as Look East Policy. India takes advantage of Indonesia 39 s strategic position in ASEAN to strengthen its influence in Southeast Asia. From Indonesian perspective, Indonesia has some interests to make India approves in doing transfer the technology and supply of weaponry to reduce Indonesia 39 s dependence on the United States."

"Tujuan penulisan tesis ini adalah untuk menggambarkan kegiatan diplomasi pertahanan yang dilakukan Indonesia terhadap Korea Selatan selama kurun waktu empat tahun atau secara spesifik pada periode 2006 hingga 2009. Penggambaran kegiatan diplomasi pertahanan tersebut dianalisis melalui pendekatan konsep diplomasi pertahanan yang mengembangkan tiga karakter utama, yaitu defense diplomacy for confidence building measure, defense diplomacy for defense capability dan defense diplomacy for defense industry.Penelitian ini dilakukan dengan menyajikan data mengenai kegiatan diplomasi pertahanan Indonesia terhadap Korea Selatan dan mengelompokkannya ke dalam tiga konsep diplomasi pertahanan di atas. Penelitian ini telah membuktikan bahwa kegiatan diplomasi pertahanan Indonesia terhadap Korea Selatan semakin mempererat hubungan pertahanan kedua negara terutama setelah ditandatanganinya Joint Declaration between the Republic of Indonesia and the Republic of Korea on Strategic Partnership to Promote Friendship and Cooperation in the 21st Century.

The aim of this thesis is describing Indonesia defense diplomacy activities towards South Korea within four years, especially in 2006 until 2009 period. The defense diplomacy description analyzed by defense diplomacy concept which is developing three main characteristics such as defense diplomacy for confidence building measure, defense diplomacy for defense capability and defense diplomacy for defense industry.This thesis conducted by serving data that contain Indonesia defense diplomacy activities towards South Korea and classifying them to the defense diplomacy concept above. This thesis proves, that the activities of Indonesia defense diplomacy towards South Korea, has tighten the relationship of both of the two countries especially after the signing of the Joint Declaration between the Republic of Indonesia and the Republic of Korea on Strategic Partnership to Promote Friendship and Cooperation in the 21st Century."
