"ABSTRAK
Dengan menggunakan paradigma konstruktivis, penelitian ini menggunakan Teori
Konvergensi Simbolik dari Ernest Bormann dengan metode yang digunakan adalah Analisa
Tema Fantasi untuk menemukan dan mengidentifikasi tema-tema fantasi pemimpin
organisasi melalui analisa teks pidato dan sambutan serta meneliti pemaknaan tema fantasi
tersebut pada anggota organisasi. Dari hasil penelitian terungkap bahwa tema fantasi
pemimpin organisasi BPK RI periode Anwar Nasution adalaha BPK Baru dengan adagium
INI LHO BPK!, periode Hadi Poenomo dengan tema fantasi BPK Sinergi dengan adagium
E-AUDIT! Dan periode Harry Azhar Azis dengan tema fantasi BPK Pendorong dengan
adagium AUDIT UNTUK KESEJAHTERAAN. Selanjutnya berdasarkan hasil penelitian
terungkap bahwa tema fantasi tersebut dimaknai secara sama oleh anggota organisasi dan
menciptakan konvergensi keseluruhan (complete convergence) pada periode Anwar
Nasution, dan tidak sepenuhnya dimaknai sama dan menghasilkan konvergensi sebagian
(partial convergence) pada periode Hadi Poernomo dan Harry Azhar Azis
ABSTRACT
By using constructivism paradigm, this research use Symbolic Convergence
Theory by Ernest Bormann in order to analyze implementation of fantasy theme by
chairman of Indonesian Supreme Audit Board (Badan Pemeriksa Keuangan Republik
Indonesia). Methods that Researcher utilize is Fantasy Theme Analysis, to discover and
identify fantasy themes of organization leaders from published official speech documents
and analyze interpretation those fantasy themes among organization members. Research
revealed that fantasy theme in the period of Anwar Nasution was known as ?THIS IS
BPK!?(?INI LHO BPK!?), and Hadi Poernomo?s fantacy theme was known as ?EAUDIT?,
while in Harry Azhar Aziz?s period, the fantacy theme is ?AUDIT FOR
WELFARE?(?AUDIT UNTUK KESEJAHTERAAN?). Furthermore, based on the results of
the research revealed that the fantasy theme of Anwar Nasution was interpreted the same
way by members of the organization and created converged overall (complete convergence,
while in Hadi Poernomo?s and Harry Azhar Aziz ?s fantasy themes was not fully
understood the same way and produce the convergence part (partial convergence)."

"ABSTRACT
Kementerian Komunikasi dan Informatika (Kominfo) menerapkan kebijakan
intranet untuk komunikasi internal organisasi. Setiap anggota organisasi atau
civitas Kominfo mempunyai single login access ke Portal Kominfo yang
berfungsi sebagai gateway berbagai aplikasi e-Government dan ruang publik.
Penelitian ini membahas implementasi keterbukaan informasi publik yang
diterapkan melalui komunikasi ruang siber. Teori Konvergensi Simbolik yang
dikembangkan oleh Ernest Bormann digunakan untuk mengetahui bagaimana
proses konstruksi kesadaran bersama. Penelitian menggunakan metoda kualitatif
dengan prespektif konstruktivis interpretif dan dilakukan selama 3 bulan dari
Januari s.d Maret 2014. Untuk memperoleh validitas, data digali melalui tiga cara
yakni observasi, Fokus Grup Diskusi (FGD) dan wawancara mendalam terhadap
tujuh informan yang telah ditentukan.
Hasil dari penelitian menunjukan terjadi proses dramatisasi pesan yang
membentuk rantai fantasi. Jenis fantasi civitas dan organisasi yang membentuk
visi retorikal : transparansi informasi. Tema fantasi yang ditemukan antara lain
kesadaran terhadap proses reformasi birokrasi dan upaya-upaya menjadikan
Kementerian Kominfo sebagai leading di sektor komunikasi dan teknologi
informasi dalam fantasi : Kominfo gitu loh!.
ABSTRACT
The Ministry of ICT (Kominfo) implemented intranet policy for internal
organization communications. Every member of the organization or Civitas have
a single login access to the portal that serves as a gateway for e-Government
applications and public spaces . This study discusses the implementation of public
disclosure is implemented through cyber space communications. The Symbolic
Convergence Theory that developed by Ernest Bormann used to determine how
the construction process of consciousness is formed. The study using qualitative
methods with interpretive constructivist perspective. Research conducted during
the 3 months of January to March 2014. To obtain data validity through three
ways : observation , Focus Group Discussion ( FGD ) and in-depth interviews of
seven informants who have been determined.
The results of the study show a process of dramatization messages that form
fantasy chain. Fantasy Type of community and organizations that made up the
rhetorical vision : information transparency. Fantasy theme found in the
awareness of the process of bureaucratic reform. An efforts makes the Ministry of
ICT as leading sector in communications and information technology sector whith
fantasy theme: Kominfo Gitu Loh! ."
