"[ABSTRAK
Industri televisi di Indonesia semakin berkembang pesat. Saat ini ada
sekitar lebih dari 200 stasiun televisi yang tersebar di berbagai propinsi. Semakin
sesaknya pasar membuat persaingan di industri ini semakin ketat sehingga
diharapkan setiap stasiun televisi memiliki positioning yang jelas di benak
khalayak untuk dapat bertahan. Namun tidak selamanya proses positioning dapat
berjalan sesuai harapan, ada kalanya sebuah perusahaan mengalami kesalahan
dalam positioning yang disebabkan oleh beberapa hal. Pada penelitian ini, Jak tv,
sebagai salah satu stasiun televisi lokal di Jakarta, mengalami confused
positioning akibat terlalu banyaknya informasi yang diberikan kepada khalayak
dan bahkan salah satu informasi kesehatan menimbulkan image yang berbeda bagi
khalayak. Kondisi ini menjadi salah satu alasan Jak tv melakukan repositioning
untuk membangun image menjadi televisi informasi. Metodologi dalam penelitian
ini menggunakan pendekatan kualitatif dan paradigma post-positivis. Teknik
pengumpulan data diperoleh melalui wawancara mendalam terhadap 3 orang
informan yaitu Direktur Utama Jak tv, Direktur Pemberitaan NCA, dan mantan
Manajer R & D Jak tv, selain itu juga dilakukan observasi partisipatori dan
penelusuran dokumen terkait tema penelitian. Penelitian ini bersifat evaluasi
untuk menganalisis strategi repositioning yang dilakukan Jak tv yang mengalami
confused positioning untuk membangun image sebagai televisi informasi. Hasil
penelitian menunjukkan bahwa strategi repositioning yang dilakukan yaitu
penyesuaian kembali STP (segmentation, targeting, positioning), perubahan
manajerial di bidang SDM, perbaikan alat dan teknologi serta perubahan dan
perbaikan program tayangan. Dalam rangka meraih posisi yang baru, Jak tv terus
melakukan komunikasi dengan khalayak yakni penonton dan pemasang iklan,
dengan memanfaatkan media promosi on air dan off air termasuk memanfaatkan
unit jaringan dalam grup Mahaka Media dan Artha Graha Network

ABSTRACT
The television industry in Indonesia is growing fast. Nowaday, there are
more than 200 tv stations in Indonesia. Regarding that, each station must has a
good and clear positioning for the audience to win the competition. However, the
positioning process can not always going well, some of them had positioning gap,
which is caused by many factors. This research took Jak tv, one of the local tv
station in Jakarta, as a case study which had confused positioning. There were too
many various information for Jak tv audiences, e.g one of the health information
had made misperception of Jak tv image for the audience. Then the repositioning
was made to build image of Jak tv as the information television. This research
using a qualitative approach and a post-positivism paradigm. The researcher did
an in-depth interview to the 3 resources: the CEO, the NCA Directors and ex R &
D Manager of Jak tv. In order to be more accurate and comprehensive data, the
researcher also did participatory observation and documents study. This is an
evaluation research to analyse the repositioning strategi of Jak tv which had
confused positioning to build image as the information television. The result
showed that Jak tv had made some repositioning strategies include readjustment
of the STP (segmentation, targeting, positioning), the managerial transformation
of the human resources, renew the broadcasting equipments and technologies, and
change over of the on air look and the content of broadcast programs. Jak tv
always share with the audience and the advertiser of the new positioning. Jak tv,
as unit part of two groups, the Mahaka Media and the Artha Graha Network, used

"ABSTRACT
Tesis ini membahas hubungan ekonomi politik media yang ada di media
lokal sumatera barat,bagaimana perkembangan televisi lokal di Sumatera Barat
dari sisi spasialisasi, bagai mana bentuk lembaga medianya, regulasinya, modus
apa yang menyebabkan televisi lokal independen akhirnya memilih untuk menjadi
anggota jaringan televisi di pulau Jawa, bentuk intergrasi apa yang terjadi
horizontal atau vertikal. Penelitian ini adalah penelitian kualitatif yang bersifat
deskriptif dengan paradigma kritis. Data yang di peroleh dengan cara depth
interview, analisa dokumen dan observasi lapangan. Metode analisa menekankan
pada dua sifat: holistik dan kontekstual. Holistik artinya memberikan gambaran
secara utuh dan menyeluruh tentang kasus yang diteliti sementara kontekstual
berusaha untuk mengaitkan dengan konstek sosial, ekonomi, dan politik yang ada
saat kasus itu terjadi.
Hasil penelitian menunjukkan bahwa dari regulasi media Penyiaran di
Sumatera Barat mengalami ketimpangan, televisi televisi lokal yang ada tidak
mampu untuk bersaing dan pada akhirnya harus rela di akuisisi oleh televisi Swasta
Jakarta. UU Penyiaran no.32 tahun 2002 yang memiliki prinsip diversity of ownership
itu sendiri tidak mampu mencegah praktik konsentrasi tersebut karena adanya celah
penafsiran terutama pada pasal 18 ayat (1) tentang pembatasan pemusatan
kepemilikan dan pasal 34 ayat (4) tentang larangan pemindahtanganan izin penyiaran.
Motif ekonomi yang menjadi faktor utama lembaga penyiaran di Sumatera Barat
kemudian melakukan afiliasi berintegrasi dengan televisi lain.

ABSTRACT
This thesis explores the political economy of media relations that exist in the
western Sumatran local media, describing the development of local television in West
Sumatra .accoriding to spatialization theory, as where the form of media institutions,
regulations, what causes the mode of independent local television eventually choose to
become members of a television network in Java, what kind of integration that occurs
horizontally or vertically. This study is a descriptive qualitative research with a critical
paradigm. The data obtained by means of depth interviews, document analysis and field
observations. Methods of analysis focus on two properties: the holistic and contextual.
Holistic means to provide a complete and comprehensive overview of the cases studied
while contextual trying to associate with the social, economic, and political case when it
happened.
The results showed that the regulation of broadcasting media in West Sumatra
suffered inequality, the local television television that there are not able to compete and
ultimately be willing in the acquisition by a private television Jakarta. Broadcasting Act
no.32 of 2002 which has the principle of diversity of ownership itself is not able to
prevent the practice of concentration because of the gap, especially in the interpretation of
Article 18 paragraph (1) of the concentration of ownership restrictions and Article 34
paragraph (4) on the prohibition of transfer of broadcasting licenses. Economic motives
were a major factor in West Sumatra broadcasters then do integrate with other television
affiliate."

"ABSTRAK
Tesis ini bertujuan untuk memberikan gambaran implementasi sistem siaran televisi berjaringan di Indonesia. Tesis ini mengambil objek penelitian Kompas TV, sebuah TV baru yang mengikrarkan diri sebagai televisi jaringan. Teori ekonomi politik Vincent Mosco menjadi teori utama penelitian ini dengan pemusatan perhatian pada aspek spasialiasi dan strukturasi. Penelitian ini menggunakan paradigma kritis yang memandang struktur kepemilikan media televisi swasta di Indonesia amat dipengaruhi oleh kekuasaan modal (kapital). Pendekatan penelitian kualitatif deskriptif digunakan untuk dapat memberikan deskripsi yang komprehensif akan dinamika tersebut. Strategi penelitiannya ialah Studi kasus. Data dikumpulkan melalui wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa Langkah Induk jaringan Kompas TV untuk bekerja sama, dalam hal ini mengakuisisi TV-TV lokal merupakan bentuk spasialisasi horizontal. Spasialisasi Horizontal dilakukan lewat proses Integrasi. Integrasi horizontal memungkinkan perusahaan mengonsolidasikan dan memperluas kontrol mereka dalam sektor tertentu produksi media dan memaksimalkan sumber daya ekonomi serta memperluasnya. Ekspansi Kompas TV ke yang mereka lakukan pada TV lokal di daerah merupakan upaya untuk memperluas jumlah khalayak serta jangkauan jaringan medianya. Selanjutnya Relasi antara induk dan anggota Jaringan dominasi terjadi dalam bentuk kendali induk terhadap jaringan. Dalam konteks lebih besar Kompas TV diposisikan sebagai Agen perubahan dalam Sistem Siaran Jaringan di Indonesia.

ABSTRAK
This Thesis aim to give description about implementation of network broadcasting system in Indonesia. This Thesis take Kompas TV as a Research object, new television station which declare itself as network television.political economy theory is the main theory with focused on spacialization and structuration aspect. This is a critical paradigm research which consider media ownership structure mainly affected by capital power. Qualitative approach used to describe comprehensive view about the phenomena. The method is case study.
This research got the data by indepth interview and document study. The result show that Kompas TV main network action to cooperate, in this case acquisition local televisions is the form of horizontal specialization. This is done by integration.
Horizontal Integrationallow corporate consolidate ang widening control of production and maximize economic resources.Kompas TV expansion to local TV is effort to expand audiences and extend the network. Relation between the main and network is about domination. In the larger context, Kompas TV can seen as agent of change in implementation of network broadcasting system in Indonesia."
