"Skripsi ini menganalisis faktor-faktor yang memengaruhi implementasi Program Depok Cyber City di Kota Depok. Penelitian dalam skripsi ini bertujuan memberikan gambaran analisis faktor-faktor tersebut dengan menggunakan metode kualitatif melalui teknik pengumpulan data dan wawancara yang mendalam yang disertai pula oleh studi kepustakaan. Penelitian menemukan bahwa Program Depok Cyber City belum berjalan dengan baik karena, secara teoritis dan berdasarkan hasil wawancara tersebut, terdapat beberapa faktor yang memengaruhinya seperti komunikasi antar pihak yang terlibat dan dengan masyarakat, sumber daya manusia dan anggaran, dan dukungan publik terhadap program.

This thesis analyzes the factors which affect the implementation of Depok Cyber City program in the city which bears its name. The objective of the research within is to define an analytic image of those factors by using qualitative methode through data collection and in-depth interviews which also supported by literature study. In the end, the research found out that the Depok Cyber City implementation has not going well , theoritically and based upon those interviews, because several affecting factors such as communication between the involved parties and between government and the public, human and monetary resources, and society support for it."

"Skripsi ini membahas implementasi terkait faktor-faktor yang berpengaruh dalam implementasi kebijakan KOMANDAN sebagai suatu kebijakan guna mempercepat penyampaian informasi keuangan daerah ke pusat dan mengintegrasikan seluruh data keuangan menjadi pusat database Sistem Informasi Keuangan Daerah (SIKD). Namun, sejak dipublikasikan pada Desember 2010, implementasi kebijakan KOMANDAN oleh sejumlah Pemerintah Daerah hingga tahun 2013 belum berjalan seperti yang diharapkan. Penelitian ini dilakukan secara Post Positivis dengan desain deskriptif. Hasil penelitian menunjukkan bahwa implementasi sistem KOMANDAN dipengaruhi oleh faktor-faktor berikut, meliputi faktor kurangnya komunikasi, terbatasnya sosialisasi, inkonsisten kebijakan, terbatasnya kualitas dan kuantitas sumber daya manusia, sanksi yang belum diterapkan, pimpinan yang kurang berperan, dan kurangnya koordinasi antarunit maupun organisasi penyelenggara sistem KOMANDAN.

This thesis discussed about the implementation which related with factors that affect the implementation of KOMANDAN, as a policy to accelerate the delivery of local financial information to the Central and integrate all financial data into a central database of the Local Financial Information System (SIKD). However, since published in December 2010, implementation of KOMANDAN by a number of Local Government has not gone as expected. Research is done in Post Positivist with a descriptive design.

The result showed that system implementation influenced by the following factors, they are lack of communication dan socialization, inconsistent policies, lack of quality and quantity of human resources, the sanctions have not been applied, the less leadership role, and lack of coordination between units and organizations which implement system."

"Belum banyak riset yang mengkaji tentang implementasi Dana Bagi Hasil Cukai Hasil Tembakau (DBH-CHT) secara komprehensif. Padahal kebijakan ini sangat penting karena hadir dengan earmarking spirit dalam penggunaan revenue cukai tembakau yang bertujuan mengawasi peredaran hasil tembakau, dan menangani dampak eksternal konsumsi tembakau, serta mitigasi cukai ilegal. Penelitian ini bertujuan menganalisis tingkat implementasi kebijakan DBH-CHT dan menganalisis kendala pelaksanaan yang dihadapi daerah. Penelitian ini menggunakan pendekatan kuantitatif berdasarkan teori Edward III dengan metode survei dan wawancara mendalam kepada 21 kabupaten/kota penerima DBH-CHT di Jawa Timur. Hasil penelitian menunjukkan bahwa tingkat implementasi kebijakan DBH-CHT di 21 kabupaten/kota wilayah Propinsi Jawa Timur cukup berhasil dengan nilain 3.92 poin dari skala 5 atau mencapai 78%. Sementara kendala yang menghambat antara lain tidak ada indikator sasaran yang jelas dari penjabaran kegiatan yang diatur dalam PMK sehingga menimbulkan multitafsir bagi pemda. Kendala lainnya adalah belum adanya petunjuk teknis dari bupati/walikota dan kesulitan meentukan jangkauan industri hasil tembakau.

There is not so many research which examines the implementation on Revenue Sharing Fund of Tobacco Excise (Dana Bagi Hasil Cukai Hasil Tembakau / DBH-CHT) in a comprehensive manner. Though this policy is very important, because it is stipulated based on the earmarking spirit in the use of tobacco excise revenue aimed: to oversee the distribution of tobacco products; to address the external effects of tobacco consumption; and to mitigate the illegal excise clearance. This study aims to analyze the level of policy implementation on DBH-CHT and analyze the constraints of policy implementation in the regions. This study uses a quantitative approach based on the theory of Edward III by survey and in-depth interviews to 21 districts/cities in East Java Province which received DBH-CHT. The results showed that the levels of DBH-CHT policy implementation in 21 districts/cities in East Java Province is quite successful with 3.92 points out of a scale of 5 or reaches 78%. While in the barriers on policy implementation, among others are: there is no clear target indicators of specific activity regulated under the Minister of Finance Regulation (Peraturan Menteri Keuangan/PMK) which raised the multiple interpretations for the regions; lack of technical guidance for the regents/mayors to implement the policy and some difficulties to identify the tobacco industry."
