Abstrak :
Bahasa Inggris adalah salah satu mata uji di dalam Ujian Masuk Perguruan Tinggi Negeri (UMPTN). Tes ini memiki peran yang sangat penting untuk turut menentukan apakah seorang calon mahasiswa diterima di perguruan tinggi negeri atau tidak karena kemampuan berbahasa Inggris calon mahasiswa akan mempengaruhi keberhasilan studi mereka di perguruan tinggi. Oleh karena itu, tes bahasa Inggris UMPTN harus teruji keandalan dan kesahihannya untuk dapat dipergunakan sebagai saran seleksi yang efektif bagi calon mahasiswa perguruan tinggi. Penelitian ini bertujuan untuk menguji kadar keandalan, kesahihan isi dan kesahihan konstruk tes bahasa Inggris UMPTN. Sampel diambil dari tes UMPTN periode 2000-2001 Dengan menerapkan Formula KR20, hasil pengujian keandalan tes tersebut menunjukkan bahwa tes bahasa Inggris UMPTN periode 2000-2001 memiliki kadar keandalan tinggi dengan kecenderungan sedang, menurut klasifikasi Ingram (1977). Sementara itu, pengujian kesahihan isi tes yang dilaksanakan dengan cara membandingkan butir-butir soal di dalam tes UMPTN periode 2000-2001 dengan kisi-kisi yang dijadikan dasar penyusunan tes tersebut menunjukkan bahwa kesahihan isi tes bahasa Inggris UMPTN tergolong rendah. Lebih dan 50% komponen-komponen yang tertulis di dalam kisi-kisi tidak dicakup secara benar di dalam penyusunan butir soal tes bahasa Inggris UMPTN untuk kedua periode tersebut. Pengujian kesahihan konstruk tes tersebut dilaksanakan secara internal, yaitu dengan melakukan korelasi antar subtes di dalam perangkat tes tersebut, yang terdiri dari subtes membaca pemahaman dan subtes gramatika dengan menerapkan rumus Produk Moment Pearson. Hasil pengujian menunjukkan bahwa tes bahasa Inggris UMPTN 2000-2001 telah memenuhi kesahihan konstruk. Dengan kata lain, tes bahasa Inggris UMPTN telah dapat dipergunakan untuk menguji kemampuan membaca dan penguasaan gramatika bahasa Inggris calon mahasiswa dengan baik.

Registration handbook of UMPTN mentions that registration form and answer sheet will be processed by computer. It means that registration form and answer sheet will be scanned by optical mark readers that is connected to computer system. Pencil with 2B texture is the only toll that can be used to fulfill the forms. Another kind of tools will cause forms can not be processed. Meanwhile there are producers that promote a special pencil for computer. This cause confusion for many students. Furthermore, it might interfere their concentration in examinations. For student who lives in metropolitan this may not be a problem at all. But there become a problem for student who lives in remote region, since it is not easy to get that kind of pencil in remote region. It seems that computer discriminates against student from remote region. The result of this study shows that all pencils will give a good result if it is done properly. Improper fulfillment or careless handling of the forms will give an improrer result for HB pencil or harder and for 4B pencil or softer. While B pencils and 3B pencils still give as good result as 2B pencils. This study also discovered that brand of the pencils still give as good result as 2B pencils. This study also discovered that brand of the pencil does not influence the scanning process. Scanning result only depend on the texture of pencil, not on the brand and that there is no special pencil for computer.
