Abstrak :
[Skripsi ini membahas tentang kondisi keamanan kota Jakarta pada kurun waktu 1980-1985 yang dikaji melalui pemberitaan dalam harian Pos Kota. Pos Kota sebagai koran populer di Jakarta pada masa itu secara rutin memberitakan tindak kejahatan urban yang sebagian besar terjadi di ibukota. Jakarta pada awal periode 1980-an mengalami peningkatan jumlah kejahatan urban secara drastis. Tindak kejahatan yang terjadi tidak hanya bertambah jumlahnya tetapi juga semakin sadis. Pemerintah melalui aparat keamanan melakukan berbagai upaya guna mengurangi angka tindak kejahatan. Namun disaat upaya pemerintah menjaga keamanan sedang gencar dilaksanakan, muncul serangkaian peristiwa penembakan misterius di Jakarta yang mengejutkan masyarakat. Sebagian besar korbannya justru para residivis serta orang yang dianggap sebagai pelaku kejahatan. Pola harga tanah menunjukkan bahwa nilai tanah dipengaruhi oleh berbagai faktor, khususnya faktor struktural, aksesibilitas dan lingkungan (Osland, 2010). Penelitian ini membuktikan bahwa tinggi rendahya harga tanah di Jakarta sangat dipengaruhi oleh 6 (enam) faktor, antara lain: luas wilayah, kepadatan penduduk, pasar dan pusat belanja, fasilitas kesehatan, serta jumlah kriminalitas. Data yang digunakan adalah level mikro pemerintahan daerah DKI Jakarta yang tersebar di 261 Kelurahan (tanpa kepulauan seribu). Adapun variabel dependen yang digunakan dalam penelitian ini adalah data ZNT (Zona Nilai Tanah) sedangkan variabel independen terdiri dari beberapa unsur utama dalam hedonic price, yaitu faktor struktural (luas wilayah dan kepadatan penduduk), faktor aksesibilitas (jarak halte, jarak tol dan jarak stasiun) serta atribut lingkungan (fasilitas publik dan keamanan). Hasil penelitian ini menunjukkan bahwa model terbaik pada analisis ekonometrik spasial adalah metode regresi lag atau yang dikenal dengan SAR (Spatial Autocorrelation Regressive). Selain itu, model yang digunakan secara khusus adalah LISA (Local Indicator Spatial Association), dimana model ini dapat mengukur harga tanah dalam klaster dan mengkaji pengelompokan spasial yang signifikan di sekitar wilayah pengamatan. Pengamatan dengan LISA menggunakan 2 pendekatan, yaitu Univariate Local Spatial dan Bivariate Local Spatial, yang pada akhirnya akan membentuk konfigurasi pola spasial nilai tanah dan disajikan dalam peta sebaran wilayah. Hasil konfigurasi peta dengan LISA diharapkan dapat memberi kontribusi yang tepat untuk mengeksplorasi kebijakan nilai tanah dan struktur tata ruang kota DKI Jakarta.

ABSTRACT
The pattern of land prices shows that land values are influenced by various factors, especially structural, accessibility and environmental factors (Osland, 2010). This study proves that the high level of land prices in Jakarta is strongly influenced by 6 (six) factors, including: area, population density, market and shopping center, health facilities, and the number of crimes. The data used is the micro level of regional government of DKI Jakarta which is spread in 261 subdistrict (without pulau seribu). The dependent variable used in this study is ZNT data (Land Value Zone), while the independent variable consists of several main elements in the hedonic price, namely structural factors (area and population density), accessibility factors (distance of stops, toll distance and station distance), as well as environmental attributes (public facilities and security). The results of this study indicate that the best model in spatial econometric analysis is the lag regression method, also known as SAR (Spatial Autocorrelation Regressive). In addition, the model used specifically is LISA (Local Indicator Spatial Association), where this model can measure land prices in clusters and study significant spatial groupings around the observation area. Observation with LISA uses 2 approaches, namely Univariate Local Spatial and Bivariate Local Spatial, which in turn will form a configuration of spatial patterns of land values and are presented in a regional distribution map. The results of map configurations with LISA are expected to provide the right contribution to explore the land value policy and city spatial structure of DKI Jakarta.
