"Tahun 2021 Kota Balikpapan melakukan upaya vaksinasi untuk mengatasi pandemi COVID-19 yang sangat cepat menular dan bisa terbentuk herd immunity. Vaksinasi terdiri dari vaksinasi program dan gotong royong. Pemerintah Kota Balikpapan melakukan upaya vaksinasi secara aman, sehat, dan gratis dan menurut WHO vaksinasi dapat diakses secara adil, aman, dan efektif. Skripsi ini membahas terkait gambaran pelaksanaan vaksinasi program COVID-19 di Kota Balikpapan tahun 2021. Penelitian ini merupakan penelitian deskriptif kualitatif dengan metode pengumpulan data wawancara mendalam dan telaah dokumen. Penelitian menggunakan pendekatan sistem yaitu input, proses, dan output. Variabel input terdiri dari Sumber Daya Manusia (SDM), dana, sarana dan prasarana, prosedur, dan sistem informasi. Variabel proses terdiri dari perencanaan, pembiayaan, penerimaan, penyimpanan, pendistribusian, pencatatan dan pelaporan. Variabel output terdiri dari masa tunggu vaksinasi dan capaian vaksinasi. Hasil penelitian menunjukkan bahwa pelaksanaan vaksinasi sudah berjalan mengikuti petunjuk teknis Kemenkes. Namun masih terdapat beberapa kendala yaitu pada bagian input SDM, sarana dan prasarana, serta sistem informasi sempat belum memadai. Pada bagian proses terdapat masalah pada dana belum terserap secara maksimal, penerimaan vaksin terbatas dan tidak tepat waktu, miss komunikasi antar pihak, penyimpanan ada yang belum memadai, pencatatan dan pelaporan yang terhambat melalui aplikasi. Pada bagian output ditemukan masa tunggu vaksinasi yang lama, ada jadwal vaksinasi tertunda namun akhirnya capaian vaksinasi Kota Balikpapan tertinggi di Kalimantan Timur dibantu oleh berbagai pihak. Saran dari peneliti untuk memperhatikan standar/mutu pelayanan terkait pelaksanaan vaksinasi sesuai SOP, merealisasikan anggaran, menyediakan mobil khusus distribusi vaksin, dan melakukan percepatan vaksinasi bagi sasaran yang belum divaksin secara masif.

In 2021 the City of Balikpapan will carry out vaccination efforts to overcome the COVID-19 pandemic, which spreads very quickly and can form herd immunity. Vaccination consists of program vaccination and mutual cooperation. The Balikpapan City Government makes efforts to vaccinate in a safe, healthy, and free manner and according to WHO, vaccination can be accessed in a fair, safe and effective manner. This thesis discusses the description of the implementation of the COVID-19 vaccination program in Balikpapan City in 2021. This research is a qualitative descriptive study with in-depth interview data collection methods and document review. The research uses a systems approach, namely input, process, and output. The input variables consist of Human Resources (HR), funds, facilities and infrastructure, procedures, and information systems. Process variables consist of planning, financing, receiving, storing, distributing, recording and reporting. Output variables consist of waiting period for vaccination and vaccination achievement. The results of the study indicate that the implementation of vaccination has been running according to the technical instructions of the Ministry of Health. However, there are still some obstacles, namely the input of human resources, facilities and infrastructure, and the information system was inadequate. In the process section there are problems with funds not being absorbed optimally, vaccine receipts are limited and not on time, miss communication between parties, inadequate storage, recording and reporting are hampered through applications. In the output section, it was found that the waiting period for vaccination was long, there was a delayed vaccination schedule, but in the end, Balikpapan City's vaccination achievement was the highest in East Borneo, assisted by various parties. Suggestions from researchers are to pay attention to service standards/quality related to the implementation of vaccination according to SOPs, realize the budget, provide a special car for vaccine distribution, and accelerate vaccination for targets who have not been vaccinated on a massive scale."

"Cepatnya penyebaran Virus Covid-19 menyebabkan Indonesia mengalami Kedaruratan Kesehatan Masyarakat. Oleh karena itu, untuk melindungi masyarakat Indonesia, Pemerintah Indonesia melakukan pengadaan Vaksin Covid-19 dan pelaksanaan Vaksinasi Program. Dalam pendistribusian Vaksin Covid-19, wajib memenuhi standar dan/atau persyaratan: (1) Keamanan (safety); (2) Mutu (quality); dan (3) Khasiat (efficacy)/imunogenisitas. Bentuk penelitian yang digunakan dalam penelitian adalah metode penelitian yuridis normatif dengan tipe deskriptif. Penulis mengkaji norma hukum tertulis, yaitu Pedoman Teknis CDOB sebagaimana yang diatur dalam PerBPOM 6/2020, Perpres 99/2020 beserta perubahannya, dan peraturan pelaksana Perpres 99/2020, yaitu: (1) PerMenkes 10/2021 beserta perubahannya; (2) PerMenkes 16/2021; dan (3) Juknis Vaksinasi Covid-19. Dari norma hukum di atas, Penulis menjelaskan mengenai prosedur pendistribusian Vaksin Covid-19 pada Vaksinasi Program dan menganalisis tanggung jawab Pemerintah Indonesia dalam pendistribusian Vaksin Covid-19 pada Vaksinasi Program mulai dari perencanaan sampai dengan Vaksin Covid-19 tersebut digunakan oleh masyarakat.

The rapid spread of the Covid-19 Virus has caused Indonesia to experience a Public Health Emergency. Therefore, to protect the Indonesian people, the Indonesian Government has procured a Covid-19 Vaccine and implemented a Vaccination Program. In distributing the Covid-19 Vaccine, it is obligatory to meet the following standards and or requirements: (1) Safety, (2) Quality, and (3) efficacy/immunogenicity. The form of research used in this research is a normative juridical research method with a descriptive type. The author examines written legal norms, namely the Good Distribution Practices Technical Guidelines as regulated in Regulation of the Food and Drugs Supervisory Agency Number 6 of 2020, Regulation of The President Number 99 of 2020 and their amendments, and implementing regulations for Regulation of The President Number 99 of 2020, namely (1) Regulation of The Minister of Health Number 10 of 2021 and its amendments, (2) Regulation of The Minister of Health Number 16 of 2021, and (3) Covid-19 Technical Guidelines. From the legal norms above, the author explains the procedure for distributing the Covid-19 Vaccine in the Vaccination Program and analyzes the responsibility of the Indonesian Government in distributing the Covid-19 Vaccine in the Vaccination Program from planning to the Covid-19 Vaccine used by the community."

"Seiring dengan penambahan kasus positif COVID-19 di DKI Jakarta, menjadikan pemerintah khususnya pemerintah provinsi DKI Jakarta melakukan berbagai upaya untuk menekan angka penularan salah satunya dengan melalui pelaksanaan program vaksinasi COVID-19. Pada era digital sekarang ini, penyebaran berita hoaks sangat membahayakan kehidupan manusia dan dapat merugikan berbagai pihak.  Berita hoaks yang akhir-akhir ini bersebaran yaitu berita hoaks terkait vaksinasi COVID-19. Berita hoaks tersebut menyangkut isu, antara lain vaksin yang menyebabkan gelombang elektromagnetik, vaksin dapat berujung pada kematian, dan penyebaran COVID-19 varian Delta disebabkan oleh program vaksinasi yang digencarkan oleh pemerintah. Kemampuan literasi digital seseorang dalam memahami informasi sangat diperlukan untuk menekan penyebaran berita hoaks terkait vaksinasi COVID-19 di kalangan masyarakat. Penelitian ini dilakukan untuk menganalisis tingkat tingkat literasi digital pada program vaksinasi COVID-19 di DKI Jakarta. Teori yang digunakan adalah teori konsep literasi digital yang dielaborasi dari pendapat beberapa ahli. Pendekatan penelitian yang digunakan adalah pendekatan kuantitatif dengan teknik pengumpulan data mixed methods yaitu metode survei dan wawancara mendalam. Teknik pengambilan sampel untuk survei menggunakan accidental sampling sedangkan wawancara mendalam menggunakan teknik purposive sampling. Jumlah responden dalam penelitian ini sebanyak  296 orang yang didapatkan melalui kuesioner daring. Data yang diperoleh diolah menggunakan IBM SPSS 25 melalui analisis statistik deskriptif. Hasil dari penelitian ini menunjukkan bahwa masyarakat DKI Jakarta memiliki tingkat literasi digital pada kategori sedang. Merujuk pada analisis dimensi technical skill (information and data literacy), dimensi Communication and collaborative skills, dimensi Content evaluation (critical skill), dan dimensi safety, tingkat literasi digital masyarakat DKI Jakarta sebesar 72% berada pada kategori sedang. Namun, kemampuan literasi digital masyarakat harus terus ditingkatkan kembali dan diperlukan kerja sama dari berbagai pihak mulai dari pemerintah, lembaga swadaya masyarakat, akademisi, hingga individu masing-masing.

Along with the addition of positive cases of COVID-19 in DKI Jakarta, the government, especially the DKI Jakarta government, has made various efforts to reduce the transmission rate, one of which is through the implementation of the COVID-19 vaccination program. In today's digital era, the spread of hoax news is very dangerous for human life and can harm various parties. The hoax news that has recently spread is related to hoax news related to the COVID-19 vaccination. The hoax news related to issues, including vaccines that cause electromagnetic waves, vaccines that can lead to death, and the spread of the Delta variant of COVID-19 caused by the vaccination program that was intensified by the government. A person's digital literacy ability in understanding information is very necessary to suppress the spread of hoax news related to COVID-19 vaccination among the public. This study was conducted to analyze the level of digital literacy in the COVID-19 vaccination program in DKI Jakarta. The theory used is the theory of the concept of digital literacy which is elaborated from the opinions of several experts. The research approach used is a quantitative approach with mixed methods data collection techniques, namely survey methods and in-depth interviews. The sampling technique for the survey used accidental sampling, while in-depth interviews used purposive sampling. The number of respondents in this study was 296 people who were obtained through online questionnaires. The data obtained were processed using IBM SPSS 25 through descriptive statistical analysis. The results of this study indicate that the people of DKI Jakarta have a digital literacy level in the medium category. Referring to the analysis of the dimensions of technical skills (information and data literacy), dimensions of Communication and collaborative skills, dimensions of Content evaluation (critical skills), and dimensions of safety, the level of digital literacy of the people of DKI Jakarta is 72% in the medium category. However, the community's digital literacy skills must continue to be improved and cooperation from various parties is needed, starting from the government, non-governmental organizations, academics, to each individual."
