"Abstrak
In recent years, corruption cases at the village level have been in the public spotlight. This was evidenced through around 154 corruption cases at the village level involving 112 village heads, 32 village officials and 3 village heads. This corruption case resulted in the state experiencing a loss of 47.56 billion rupiah during 2015 until 2017. This case is carried out through various modes such as the practice of budget abuse, fictitious reports, fictitious activities/projects, and budget bubbles. These various modes occur because the internal control system is ineffective, so it provides an opportunity for actors to act opportunistically. The goal is to maximize his personal interests as agents rather than the interests of the community as principals. This opportunistic behavior is caused by the existence of information asymmetry. Information asymmetry creates conditions for obtaining information that is not aligned between the village head as an agent and the community as the principal, so that the emergence of adverse selection. This study aims to examine the effect of the internal control system on fraudulent use of village funds in agency conflict conditions through adverse selection. This study used the laboratory experiment method with the subject being Accounting Student at Pattimura University Ambon. The data analysis technique uses Two Way ANOVA with a 2x2 factorial experimental design. The results of the study show that (1) adverse selection conditions affect the relationship between the internal control system and fraudulent use of village funds, (2) the internal control system that does not effectively affect fraudulent use of village funds under adverse selection is compared to no adverse selection (3 ) adverse selection conditions do not affect fraudulent use of village funds when the internal control system is effective, and (4) in the absence of adverse selection, an effective internal control system will reduce fraudulent use of village funds compared to ineffective internal control systems."

"ABSTRACT
The Village funds are part of the State Revenue and Expenditure Budget which are allocated for villages and disbursed through the district/city expenditure budget. During the period of 2015-2018, two village heads (village of Malang Rapat and Penaga) were the suspects of corruption cases in Bintan District in the province of Riau Islands. There was no evaluation of the use of the village funds by the district government. The objective of this study was to gain an insight into the use of village funds in the province of Riau Islands. The study problem was how to evaluate the use, impact, and constraints in the utilization of village funds in the province of Riau Islands in 2018 (Case study in Bintan District and Lingga District). This study used a qualitative descriptive method, using interviews and observations for data collection. The results showed that a large portion of village funds was used for physical development in the village, while human development in the village was not yet properly implemented due to the limited allocation of village funds for empowerment and community development. The impact of village funds felt by the community for the addition of physical facilities in the village was significant, while the impact on empowerment and economy of the community was not. The constraints of the usage of the village funds were regulation, human resources, and coordination."

"Penelitian ini ingin menganalisis dampak transfer ke daerah dan dana desa terhadap kemiskinan di Indonesia. Metode yang digunakan adalah analisis deskriptif kuantitatif dan ekonometrika dengan data panel, dimana model yang diestimasi yaitu model kuadratik. Obyek penelitian ini adalah 32 daerah provinsi di Indonesia kecuali DKI Jakarta dan Kalimantan Utara, periode 2012-2019. Hasil estimasi menunjukkan bahwa dana transfer berpengaruh signifikan terhadap jumlah orang miskin. Apabila total transfer riil yang diterima provinsi i pada periode t naik maka pada awalnya jumlah orang miskinnya akan bertambah sebelum akhirnya kemudian berkurang ketika sampai pada titik baliknya yaitu sebesar Rp.14,6 triliun. Sedangkan berdasarkan hasil analisis terhadap jenis-jenis dana transfer secara terpisah terhadap kemiskinan provinsi-provinsi sampel dapat disimpulkan bahwa alokasi DAK dan DID merupakan alokasi yang paling signifikan mengurangi jumlah orang miskin. Sedangkan DAU dan DBH tidak efektif mengurangi jumlah orang miskin, karena justru menambah orang miskin

This study aims to analyze the impact of transfers to regions and village funds on poverty in Indonesia. The method used is quantitative and econometric descriptive analysis with panel data, where the estimated model is a quadratic model. The object of this research is 32 provinces in Indonesia, except DKI Jakarta and North Kalimantan, the period 2012-2019. The estimation results show that transfer funds have a significant effect on the number of poor people. If the total real transfers received by province i in period t increase, initially the number of poor people will increase before finally decreasing when it reaches the turning point of Rp. 14.6 trillion. Meanwhile, based on the analysis of the types of transfer funds separately on poverty in the sample provinces, it can be concluded that the DAK and DID allocations are the allocations that most significantly reduce the number of poor people. Meanwhile, the DAU and DBH are not effective in reducing the number of poor people, because they increase the number of poor people"

"Penelitian ini membahas mengenai penyaluran dana desa di Kabupaten Purworejo, Provinsi Jawa Tengah tahun anggaran 2015 ndash; 2016 serta faktor-faktor yang mempengaruhi penyaluran Dana Desa Di Kabupaten Purworejo. Penelitian ini menggunakan pendekatan post-positivist dengan teknik pengumpulan data berupa wawancara mendalam dan studi dokumen. Teori yang digunakan dalam analisis penelitian ini adalah teori pengelolaan keuangan daerah dari Nick Devas.
Hasil penelitian ini menunjukkan bahwa penyaluran dana desa di Kabupaten Purworejo, Provinsi Jawa Tengah tahun anggaran 2015-2016 dilaksanakan berdasarkan empat dimensi teori pengelolaan keuangan daerah yaitu sederhana, lengkap, efektif, dan efisien. Namun, pemerintah Kabupaten Purworejo tidak melaksanakan dimensi mudah disesuaikan.
Selain itu, penyaluran dana desa di Kabupaten Purworejo belum dilaksanakan sesuai dengan peraturan perundang-undangan yang berlaku. Faktor yang mempengaruhi penyaluran dana desa tersebut adalah faktor sumber daya manusia SDM , faktor kompetensi informasi dan teknologi IT , perubahan peraturan, dan faktor administrasi.

This study discusses the distribution of Village Funds in Purworejo District, Central Java Province for the fiscal year 2015 2016 and the factors that affect the distribution of Village Funds in Purworejo District. This study uses a post positivist approach with data collection techniques such as in depth interviews and document studies. The analysis of this research used the theory of regional financial management from Nick Devas.
The results of this research show that the distribution of village funds in Purworejo District, Central Java Province for the fiscal year 2015 2016 is implemented based on four dimensions of regional financial management theory that is simplicity, complete, effective and efficient. But, the government did not implement the adaptability dimensions.
In addition, the distribution of village funds in Purworejo Regency has not been implemented in accordance with the prevailing laws and regulations. Factors influencing the distribution of village funds are human resource factor, the competency in information and technology IT , regulation change, and administration factor.

The purpose of this study is to see how to determine the BUMDes (Village-owned Enterprises) development strategy through optimizing the use of village funds in South Lampung District, Lampung Province. The study is conducted with interviews and questionnaires to the community in the village who would develop BUMDes. The methods used are descriptive analysis and SWOT. Some findings indicate that village-owned companies are needed to control the economy in the village."

"Negara berkembang masih menghadapi banyak permasalahan gizi yang
berdampak serius pada kualitas Sumber Daya Manusia (SDM). Berbagai program telah
dicanangkan oleh pemerintah dalam upaya penanganan kasus stunting, termasuk
penggunaan Dana Desa (DD) di Indonesia. Namun bukti mengenai dampak dana desa
atau program serupa terhadap prevalensi stunting di negara berkembang masih sangat
terbatas. Studi ini menyajikan bukti hal tersebut dengan melakukan analisis dampak
program dana desa dan kapasitas aparatur desa terhadap komitmen penanganan stunting
yang dilihat berdasarkan data agregat di tingkat kabupaten atau kota di Indonesia.
Dengan menggunakan analisis data deskriptif dan regresi panel fixed effect, kami
menemukan bukti bahwa program dana desa secara signifikan dapat menurunkan
prevalensi stunting di Indonesia, khususnya di luar Pulau Jawa. Kami tidak dapat
membuktikan bahwa peran pejabat lokal mampu mempengaruhi tingkat kejadian dan
pencegahan stunting di daerahnya. Akan tetapi, kami menemukan bukti bahwa
keberadaan aparatur pemerintahan desa lainnya (peningkatan rata-rata jumlah aparatur
selain kepala desa / lurah) secara statistik berpengaruh signifikan dalam menurunkan
prevalensi stunting di seluruh wilayah di Indonesia

Developing countries are still facing nutritional problems that have a severe
impact on the quality of Human Resources. The government has launched many
programs to handle stunting cases, including the use of village funds in Indonesia.
However, the evidence regarding the impacts of village funds or similar programs on
stunting prevalence in developing countries is still limited. This study presents that
evidence by analyzes the impacts of the village fund program and the Village-
Apparatus-Capacity on a commitment to deal with stunting as seen from the aggregate
data at the district level in Indonesia.
Using descriptive analysis and fixed effect panel data and regression, it finds
evidence that the village funds program can significantly reduce stunting prevalence in
Indonesia, especially the non-java region. We do not evidence that the role of local
leaders affects the incidence of stunting in all regions. However, the result shows that
other village apparatuses (an increase in the average number of officers other than
village heads/lurah) are statistically significant in reducing the prevalence of stunting in
all regions in Indonesia

"Penelitian ini bertujuan untuk mengetahui transparansi pengelolaan Dana Desa di Desa Ponggok, Kabupaten Klaten, Jawa Tengah pada tahun 2018. Desa Ponggok merupakan pemerintahan dengan manajemen dana desa terbaik menurut BPKP sehingga dipilih sebagai objek penelitian. Penelitian ini menggunakan metode 'single-case study.' Digunakan indikator-indikator transparansi dari Meijer, ‘t Hart dan Worthy (2015) dan Krina (2003) sebagai acuan dalam melakukan 'in-depth interview, 'observasi serta pengumpulan data. Transparansi dalam penelitian ini terbagi dalam dua ranah yaitu ranah politik dan ranah administrasi. Dalam ranah politik, transparansi di Desa Ponggok telah memberikan kontribusi untuk demokrasi yang kuat, 'check and balance' yang baik serta akses menuju debat publik yang cukup baik. Sementara dalam ranah administrasi, transparansi membantu manajerial pemerintah desa Ponggok dalam hal efisiensi dan integritas pemerintah desa yang cukup baik pula. Meskipun demikian, masih terdapat beberapa kekurangan yang dapat menjadi acuan untuk perbaikan mengenai aspek transparansi di Desa Ponggok, antara lain keterbatasan kemampuan sumber daya manusia di Desa Ponggok dalam menerima maupun menyeleksi informasi yang penting, pudarnya kearifan lokal berupa gotong royong serta budaya profesionalisme yang kurang dalam pelaksanaan pemerintahan di desa.

This research is meant to find out the transparency of Village Funds management in Ponggok Village, Klaten Regency, Central Java in 2018. Ponggok village is the village with best fund management according to BPKP so that it is chosen as the object of research. This research uses a single-case study method. Transparency indicators from Meijer, ‘t Hart and Worthy (2015) and Krina (2003) are used as references in conducting in-depth interviews, observations and data collection. Transparency in this research is divided into two realms, namely the political realm and the administrative realm. In the political realm, transparency in Ponggok Village has given contributions to a strong democracy, good checks and balances, and good access to public debate. While in the administrative realm, transparency helps managerial Ponggok village government in terms of efficiency and integrity of the village government, which is quite good. However, some gaps can become a reference for improvements regarding aspects of transparency in Ponggok Village, including limited human resource capacity in Ponggok Village in receiving and selecting important information, fading local wisdom in the form of cooperation and a lack in professionalism implementation of governance in the Ponggok Village.

"ABSTRAK
Tesis ini membahas Proses Pelaksanaan Program Pemberdayaan Kampung
berbasis ADK pada Kampung Yakonde dan Kampung Waibron. Penelitian ini
menggunakan pendekatan kualitatif dan jenis penelitian deskriptif. Hasil
penelitian menyimpulkan bahwa proses pemberdayaan berjalan baik di Kampung
Yakonde, sebaliknya di Kampung Waibron banyak mengalami hambatan. Faktor
pendukung yaitu peran kepala kampung, partisipasi masyarakat, dan akses
terhadap program pemberdayaan, sedangkan faktor penghambat yaitu persepsi
masyarakat, ketergantungan terhadap dana, hubungan patron klien, belum adanya
Peraturan Daerah menyangkut pelaksanaan program pemberdayaan, sistem
administrasi yang terlalu birokratis, dan kurangnya pendampingan oleh tenaga
pendamping.

ABSTRACT
This thesis discusses the Village Empowerment Program of Implementation
Process with ADK-based on Yakonde and Waibron village. This study used a
qualitative approach and descriptive research. The research concludes that the
process of empowerment went in order at Yakonde Village otherwise in Waibron
Village experienced many obstacles. Supporting factors are the role of the village
head, public participation and access to empowerment program while the obstacle
factors are public perception, the dependence on funding, patron-client
relationships, the absence of the Regional Regulation concerning the
implementation of empowerment programs, very bureaucratic administrative
system and the lack of companion by assistants."

"Penetapan dan penegasan batas desa perlu dilakukan untuk mewujudkan data batas desa yang definitif. Metode yang digunakan sebagai upaya percepatan penetapan dan penegasan batas desa adalah delineasi secara kartometerik. Proses penetapan dan penegasan batas desa akan mengubah bentuk garis batas dan luas wilayah desa. Perubahan luas wilayah desa juga akan merubah besaran dana desa dikarenakan luas wilayah merupakan salah satu parameter perhitungan dana desa. Tujuan dari penelitian ini adalah untuk melakukan analisis dan sintesa pengaruh penetapan dan penegasan batas terhadap luas wilayah dan sejauh mana pengaruhnya terhadap perubahan besaran dana desa. Metode yang digunakan adalah metode kuantitatif menggunakan pendekatan GIS dan statistik. Data yang digunakan berupa batas desa sebelum dan sesudah delineasi, jumlah penduduk, jumlah penduduk miskin, luas wilayah dan Indek kesulitan geografis. Perubahan luas wilayah didapatkan dari perbandingan luas wilayah desa sebelum dan sesudah delineasi. Selanjutnya dilakukan perhitungan dana desa menggunakan luas desa sesudah dan sebelum delineasi untuk kemudian dilakukan analisis secara statistik. Hasilnya batas desa berpengaruh sekitar 40-42% terhadap perhitungan dana desa dan ketika terjadi perubahan batas desa sekitar 99,6 % dana desanya juga ikut berubah

Determination and affirmation of village boundaries required to realize definitive village boundary data. The method used as an effort to accelerate the determination and affirmation of village boundaries is cartometric delineation. The process of determining and affirming village boundaries will change the shape of the boundaries and area of ​​the village. Changes in the area of ​​​​the village area will also change the amount of village funds because the area is one of the parameters for calculating village funds. The purpose of this study is to analyze and synthesize the effect of determination and affirming boundaries on the area and the extent of their influence on changes in the amount of village funds. The method used is a quantitative method using a GIS approach and statistics. The data used in the form of village boundaries before and after delineation, population, number of poor people, area and geographic difficulty index. Changes in area are obtained from the comparison of the area of ​​the village before and after delineation. Furthermore, village funds were calculated using the village area after and before delineation for later statistical analysis. As a result, village boundaries affect about 40-42% of the calculation of village funds and when there is a change in village boundaries, about 99.6% of village funds also change."

"Indonesia mengimplementasikan konsep Community-Driven Development di wilayah perdesaan melalui Dana Desa sejak tahun 2015. Dana Desa menjadi salah satu instrumen untuk meminimalisasi dampak Covid-19 di wilayah perdesaan melalui kegiatan Padat Karya Tunai Desa dan Bantuan Langsung Tunai Dana Desa. Penelitian ini dilakukan dengan tujuan untuk memberikan gambaran evaluasi dampak Dana Desa dan BLT Dana Desa pada kesejahteraan ekonomi masyarakat perdesaan di setiap kuantil rumah tangga. Penelitian ini menggunakan data karakteristik 35.759 rumah tangga yang diperoleh dari data Susenas Maret & September 2020 yang disesuaikan dengan data Dana Desa di setiap wilayah kabupaten/kota. Data dianalisis menggunakan Smoothed Instrumental Variables Quantile Regression yang mampu mengatasi isu endogenitas dan menghasilkan estimasi yang robust. Hasil penelitian menunjukkan bahwa Dana Desa dan BLT Dana Desa berdampak positif dan signifikan terhadap kesejahteraan masyarakat perdesaan, tetapi dampaknya lebih dirasakan oleh masyarakat lapisan menengah ke atas. Rumah tangga yang lebih banyak merasakan manfaat Dana Desa adalah rumah tangga di wilayah Sumatera, sedangkan rumah tangga yang lebih banyak merasakan manfaat BLT Dana Desa adalah rumah tangga di wilayah Jawa.

Indonesia has implemented the concept of Community-Driven Development in rural areas through Village Funds since 2015. Village Funds are one of the instruments to minimize the impact of Covid-19 in rural areas through Village Cash Labor Intensive activities (Padat Karya Tunai Desa-PKTD) and Village Fund Cash Direct Assistance (Bantuan Langsung Tunai Dana Desa-BLT Dana Desa). This research was conducted to provide an overview of the impact evaluation of Village Funds and BLT Dana Desa on the economic well-being of rural communities in each household quintile. This study uses data on the characteristics of 35,759 households obtained from merging results of the March & September 2020 Susenas data with the Village Fund data in each district/city area. Data were analyzed using Smoothed Instrumental Variables Quantile Regression which was able to overcome endogeneity issues and produce robust estimates. The study results show that the Village Fund and BLT Dana Desa have a positive and significant impact on economic well-being of rural households, but their impact is felt more by the upper middle class. Households that benefit more from the Village Fund are households in the Sumatra region, while households that benefit more from BLT Dana Desa are households in the Java region."
