Abstrak :
Pada proyek-proyek konstruksi terdapat sangat banyak resiko dimana resikoresiko tersebut sangat bervariatif. Tetapi untuk kinerja waktu yang efektif dan efisien, perlu untuk mengetahui pengaruh utama resiko-resiko yang ditimbulkan sebelum memulai sebuah proyek konstruksi. Sebelumnya, penting juga untuk menemukan resiko apa saja yang terjadi agar dapat mengurangi kerugian waktu yang dapat menghambat maupun menjadikan proyek tertunda. Untuk penelitian ini akan diteliti pada proyek pengembangan kampus swasta, dimana faktor yang mempengaruhi kinerja waktu pelaksanaan konstruksi proyeknya tentu akan berbeda dengan proyek pembangunan baru. Perbedaan pula terlihat pada jenis proyeknya yang swakelola, dimana pemilik terlibat langsung dan bertanggung jawab terhadap proyek. Dalam penelitian ini untuk tercapainya hasil yang diinginkan akan dilakukan tinjauan pustaka untuk mendapatkan kaidah-kaidah yang telah menjadi acuan dan diketahui umum secara valid. Kemudian selanjutnya dengan metode penelitian yang sesuai dengan penelitian yang dilakukan. Dimulai dari dibuatnya kerangka berpikir, pemilihan metode, dan penjelasan metode terpilih. Sehingga diharapkan melalui penelitian ini dapat mengetahui faktor-faktor resiko apa saja yang dapat mempengaruhi kegiatan pelaksanaan proyek dari segi kinerja waktunya. Analisis data yang dilakukan terdiri dari tiga (3) tahapan, dimulai dengan menggunakan AHP (Analytical Hierarchy Process) untuk mencari level resiko kemudian dirankingkan hingga ditemukan level high risk. Dilanjutkan dengan menganalisa data dari level high risk dengan bantuan program SPSS (Statistical Program For Science), hingga akhirnya didapatkan variabel resiko yang berpengaruh signifikan terhadap kinerja waktu. Proses akhir adalah dengan Simulasi Monte Carlo, dimana simulasi dan model digunakan untuk membangun model yang dapat menggambarkan permasalahan dan dapat divisualisasikan sehingga mudah untuk dinalisis. Temuan yang dihasilkan didapat dua (2) variabel resiko yang signifikan terhadap kinerja waktu, yaitu Pembayaran pada pelaksana tidak sesuai kontrak dan Manajemen proyek oleh SDM yang kurang pengalaman. Dari hasil temuan tersebut kemudian ditemukan penyebab yang menimbulkan hal tersebut dapat terjadi, dan selanjutnya barulah dilakukan tindakan koreksi.

At the construction projects there are a lot of risks, where the risk are so very variation. But for the efficiency an effective time performance, we should to know the important of risk which can be happened before we start the construction project. Beside it, we should to find another risk to make time efficiency, because that?s risks can make the project to postpone. For this case, we will to research the development project of private campus, where factor influencing time performance of construction execution will differ from new project. Difference is also seen at type of project which self management, where the project has done by owner and responsible full to project. For this research, we used literate to get norms that have come to reference and known by the public validly. Than, with the suitable method of research for this research. Start from making frame of think, method election, and clarification of chosen method. So, from this research we can to know all of risk which can influence the time performance of development project. There are three (3) phases of data analysis, started by using AHP (Analytical Hierarchy Process) to find risk level ranked and get the high risk level. Continued with analyzing data from high risk level used SPSS (Statistical Program For Science) program to get the variable of risk which has significant influence of time performance. Last process is make Monte Carlo Simulation, where simulation and model has used to built the project who can describe visualization the problem an make the analytical easy. From the result, we can get two (2) significant variable of risk for time performance are payment for the contractor inappropriate with contract and project management by human resource which less experienced. From this result then find cause generating the mentioned can be happened and then the correction action.

Pada proyek pembangunan pengamanan pantai seringkali ditemui masalah yang dapat menyebabkan kegagalan maupun tidak selesainya proyek tepat pada waktunya sehingga mengakibatkan menurunnya kinerja waktu pelaksanaan. Penelitian ini bertujuan menemukan faktor-faktor resiko yang sangat berperan atau mendominasi sebagai penyebab keterlambatan dengan maksud agar proses perencanaan, pelaksanaan, penjadwalan proyek konstruksi dapat dilakukan dengan lebih lengkap dan cermat sehingga keterlambatan sedapat mungkin dihindarkan atau dikendalikan. Temuan penyebab keterlambatan dikonfirmasikan dengan menggunakan kuesioner yang didistribusikan kepada para pemilik proyek di masing-masing balai, menunjukkan bahwa masalah-masalah keterlambatan penyerahan lapangan dan perubahan desain merupakan faktor-faktor yang dominan sebagai penyebab keterlambatan waktu dari sisi pemilik proyek.

In the construction of coast protection projects often encountered problems that can cause a failure or not timely completion of the project, resulting in degraded performance of implementation time. This study aims to find risk factors that greatly contributed to or dominated as the cause of the delay with a view to the planning, implementation, construction project scheduling can be done with a more complete and accurate so that the delay as much as possible be avoided or controlled. Pelaksanaan Pembangunan Proyek seringkali mengalami keterlambatan. Sebagai Project Manager dari Owner, yang bertanggung jawab perihal mutu, biaya, dan waktu pelaksanaan proyek, praktikan berupaya untuk mencegah keterlambatan dalam pelaksanaan pekerjaan struktur mulai dari pekerjaan raft foundation, hingga topping off, yakni pengecoran struktur atap di lantai 30. Laporan Praktik Keinsinyuran ini berisikan upaya pencegahan yang dilakukan secara bersama oleh Praktikan, Kontraktor, dan Manajemen Konstruksi di lapangan, guna mencapai waktu pelaksanaan yang tepat. Upaya tersebut kemudian dianalisa menggunakan kerangka Profesionalisme, Kesehatan Keselamatan Kerja dan Lingkungan, dan Kode Etik Insinyur Persatuan Insinyur Indonesia. Salah satu pembelajaran penting dalam praktik ini adalah bahwa percepatan hanya dapat dilakukan jika dan hanya jika mutu pelaksanaan sudah baik dan didukung oleh tim kerja yang handal. Bilamana suatu pekerjaan, yang mutunya belum baik, dipaksa dipercepat dan mengakibatkan komplain, justru malah akan memperlambat proyek. ......As the Owner’s Project Manager, Practitioner is responsible for the quality, cost, and delivery of the project. As Construction Projects is often delayed, Practitioner attempts to complete the Works on-time, preventing delay. The study period synchronized with the construction of raft foundation until roof casting (“topping off”) at the 30th storey. This Engineering Practice Report consists of the efforts done collaboratively by the Builder, Construction Manager, and the Practitioner to achieve the Completion of the structural works to be on-time. This joint effort is then analysed using the Professionalism, Health, Safety, and Environment, and the Engineering Code of Ethics framework. One important lesson learnt from this practice is that Works shall not be expedited should the quality of the result is still questionable. Uncertainty in quality has the risk of complain and should the complaint arise, it would cause further repair works which takes longer time than if it is not initially expedited.
