ABSTRAK
Masih banyak penduduk di Provinsi DKI Jakarta yang kekurangan air bersih. Potensi air yang berasal dari 13 sungai, waduk, situ dan air hujan di Provinsi DKI Jakarta dapat dimanfaatkan. Tujuan dari penelitian ini adalah mengoptimasi pengembangan infrastruktur air bersih untuk meningkatkan ketersediaan air bersih pada masyarakat DKI Jakarta. Pemrograman linier digunakan untuk mengoptimasi pengembangan infrastruktur air bersih. Pemrograman linier menggunakan metode simpleks karena variabel terdiri dari empat variabel yaitu Sea Water Reverse Osmosis (SWRO), Brackish Water Reverse Osmosis (BWRO), Moving Bed Biofilm Reactor (MBBR), Microhydraulic. Hasil dari pemprograman linier menghasilkan biaya minimum sebesar Rp. 2.779.588.000.000 dengan kapasitas 3235 liter/detik.
ABSTRACT
There are still many people in Jakarta that lack of clean water . Clean water sources are limited but if the excess rain water , but not water . Potential water from 13 rivers, reservoirs , and ponds in Jakarta can be used as a source of raw water . The purpose of this study was to optimize the development of water infrastructure to improve the availability of clean water in Jakarta people . Linear programming is used to optimize the development of water infrastructure . Linear programming using the simplex method for variable consists of four variables: Sea Water Reverse Osmosis (SWRO), Brackish Water Reverse Osmosis (BWRO) , Moving Bed Biofilm Reactor (MBBR) , Microhydraulic . Results of linear programming to produce a minimum fee of Rp . 2.779.588.000.000 with a capacity of 3235 liters / sec

In the face of the climate crisis, more and more attention has been paid to the adaptation strategy and resource management of water resources, but the construction of large-scale water infrastructure has also caused many controversies. This study will point out the controversy over Kinmen’s transboundary water diversion and the importance of understanding the dilemma of water resources governance in border islands from the perspective of border governance. By reviewing the formation, predicament and transformation of Kinmen’s water supply network since the military administration period in the 1950s, this paper divides Kinmen’s water supply network into two periods: “reservoir construction” from 1950s to 1990s and “pipeline politics” from 2000 onwards. The former is that the state has led the construction of water conservancy facilities for the sake of border governance, while the latter is that water resources governance has loosened the state’s dominance in border governance. This article will point out that although the transboundary water diversion project started by the Kinmen County government after 2000 was a policy driven by geopolitical changes, the borders did not disappear. On the contrary, borders are ubiquitous in the daily practice of water resources governance constructed by the local government to monitor water quality. The real border practice is not an administrative border under a national agreement, but a heterogeneous network of tiny physical facilities such as numbers, checkpoints, and cisterns, and its political effect is no less than that of dams and canals. and other large water infrastructures.

Kota Cimahi memiliki dana idle yang cukup tinggi dan salah satu penyumbangnya adalah Dana Alokasi Khusus DAK. DAK bidang Infrastruktur Air Minum merupakan bidang dengan realisasi terendah di tiga tahun terakhir 2013-2015 , sedangkan pada tahun 2014 Kota Cimahi sudah diprediksi akan mengalami kekeringan. Berdasarkan permasalahan tersebut, penelitian ini bertujuan untuk menggambarkan penggunaan DAK bidang Infrastruktur Air Minum Kota Cimahi tahun 2015 menggunakan strategic framework for public sector project management dari David S. Kassel. Penelitian ini menggunakan paradigma post-positivist dan pengumpulan data melalui wawancara mendalam dan studi literatur. Hasil penelitian menunjukkan kurangnya manajemen proyek di Dinas Perumahan dan Kawasan Pemukiman Kota Cimahi serta selama pengerjaan proyek tersendat oleh kondisi alam yang tidak pasti. Selain itu, proyek yang gagal dilakukan tidak dianggarkan kembali di tahun anggaran berikutnya, sehingga terjadi penumpukan DAK di kas daerah Kota Cimahi. ...... Cimahi City has high idle fund and one of its contributor is Dana Alokasi Khusus DAK specific grant . DAK for drinking water infrastructure has the lowest realization in the last three years 2013 2015 , while in 2014 Cimahi City was predicted drought. Based on these problems, this research aims to describe the use of DAK of Cimahi City drinking water infrastructure using strategic framework for public sector project management from David S. Kassel. This research uses post positivist paradigm and data collection through in depth interview and literature study. The result shows the lack of project management in Dinas Perumahan dan Kawasan Pemukiman and during project work stalled by unpredictable natural conditions. In addition, the failed project is not budgeted back in the next fiscal year, resulting in the accumulation of DAK in Cimahi City.

Kondisi Jakarta sebagai kota delta dan berdiri di dataran yang terbuat dari endapan aluvial serta dialiri oleh 13 sungai dari berbagai penjuru kota membuat Jakarta sering dilanda oleh bencana alam yang terkait dengan elemen air, salah satunya adalah banjir runoff, yang disebabkan oleh kapasitas air sungai yang tidak dapat menampung tambahan volume air sehingga air meluap dan luapan air sungai pun tidak dapat diserap kembali oleh permukaan lahan sehingga menggenang ke wilayah yang rentan oleh banjir dan mengganggu aktivitas penduduk. Dengan kondisi tersebut, dibutuhkan resiliensi wilayah terhadap bencana banjir runoff, yang dapat dicapai dengan cara pembangunan infrastruktur yang dibangun secara holistik terhadap elemen air kota, yang berupa infrastruktur yang mengakomodasi penampungan sementara air hujan yang jatuh. Dengan mempelajari contoh-contoh yang berasal dari dua lokasi dengan konteks yang cukup mirip, ditemukan bahwa dalam membangun sebuah infrastruktur air dalam skala neighborhood, diperlukan pengertian dalam konteks dan aktivitas sehingga aspek sosial-ekologis dari area tersebut dapat saling berkaitan dan membantu area mencapai resiliensi, khususnya resiliensi terhadap banjir runoff yang terjadi di area neighborhood.
ABSTRACT
Jakarta`s condition as a delta city and standing on a land made of alluvial deposits and flowing by 13 rivers from various parts of the city makes Jakarta often hit by natural disasters related to water elements, one of which is runoff flooding, which is caused by river water capacity that is not can accommodate additional volume of water. The additional volume of water then overflows and cannot be reabsorbed by the land’s surface and puddles into areas that are vulnerable to flooding and disrupts the activities of the population. Under these conditions, regional resilience to runoff floods is needed, which can be achieved by developing holistic infrastructure for the city water element, in the form of infrastructure that accommodates temporary storage of falling rainwater. By studying examples from two locations with fairly similar contexts, it was found that in building a water infrastructure on a neighborhood scale, understanding in context and activities are needed so that the socio-ecological aspects of the area can be interconnected and help the area achieve resilience, especially resilience to runoff floods that occur in the neighborhood area.
