"This book presents research on a kind of water use conflicts that is becoming more and more common and important. How to best manage moving water in times of increasing demand for electricity as well as environmental services. How should decisions be made between water use for electricity generation or for environmental and recreational benefits. The authors develop a simple general equilibrium model of a small open economy which is used to derive a cost-benefit rule that can be used to assess projects that divert water from electricity generation to recreational and other uses (or vice versa). The cost-benefit rule is then applied to the specific case of a proposed change at a Swedish hydropower plant. The book provides a manual for the evaluation of river regulations which can easily be replicated in other studies."

Pasal 33 ayat (3) Undang-Undang Dasar Tahun 1945 menyatakan bahwa bumi, air, dan kekayaan alam lainnya dikuasai negara dan dipergunakan sebesar-besarnya untuk kemakmuran rakyat. Atas dasar hak menguasai negara tersebut, negara melalui pemerintah berhak untuk melakukan pengelolaan terhadap sumber daya air salah satunya melalui pemberian izin penggunaan dan izin pengusahaan sumber daya air yang diberikan berdasarkan hak guna air. Kewenangan pemberian izin diberikan secara atribusi oleh Undang-Undang Nomor 7 Tahun 2004 tentang Sumber Daya Air kepad Pemerintah dan pemerintah daerah berdasarkan pembagian wilayah sungai dalam Keputusan Presiden Nomor 12 Tahun 2012. Lebih lanjut lagi, saat ini Pemerintah sedang mengatur kembali hak atas air dan perizinannya melalui Rancangan Peraturan Pemerintah (RPP) tentang Hak Guna Air. Pengaturan dalam RPP ini selain menjabarkan mengenai hak guna air yang diatur dalam Undang-Undang Nomor 7 Tahun 2004 tentang sumber daya air juga mengakomodir amanat dari Putusan Mahkamah Konstitusi atas Perkara Nomor Perkara Nomor 058-059-060-063/PUU-II/2004 dan Perkara Nomor 008/PUU-III/2005 mengenai Judicial Review Undang-Undang Nomor 7 Tahun 2004 tentang Sumber Daya Air

ABSTRACT
Article 33 verse (3) Indonesian?s Constitution Year 1945 stated that earth, water, dan other natural resources controlled by the State dan used for the maximum welfare of the people. Based on such right, the state through government have rights to manage water resources, one of the method is by issued water resources utilization and water resources beneficial use permit which given based on water use right. The authority to issued such permit attributively given by Law Number 7 Year 2004 Regarding Water Resources to Central Government and Regional Government based on the classification of river basin in President?s Decree Number 12 Year 2012. Furthermore, currently Central Government is readjusting water rights and its permit system through the Government Regulation Draft of Water Use Right. Regulation in the Government Regulation Draft other than elucidate water use right in the Law Number 7 Year 2004 also accomodate Constitutional Court?s Decree on Case Number 058-059-060-063/PUU-II/2004 and Case Number 008/PUU-III/2005 Regarding Judicial Review of Law Number 7 Year 2004 Regarding Water Resources."

"Green retrofitting menjadi solusi paling efisien dalam meminimalisir emisi gas rumah kaca yang menyebabkan perubahan iklim, salah satu fenomena yang sedang melanda dunia. Green retrofitting juga merupakan langkah penting bagi Indonesia dalam mencapai komitmen Net Zero Emission pada tahun 2060. Terdapat dua standar penilaian green retrofitting yang digunakan di Indonesia, yaitu sertifikasi Greenship dari GBCI dan sertifikasi BGH dari Permen PUPR Nomor 21 Tahun 2021. Pengembangan standar WBS gabungan antara kedua standar tersebut menjadi tingkat paling kecil, yaitu aktivitas, dari aspek WAC dilakukan agar menjadi acuan dalam pelaksanaan pekerjaan green retrofitting pada bangunan gedung bertingkat tinggi sehingga dapat lebih mudah dikelola. Standar WBS juga dikembangkan agar kebutuhan sumber daya pekerjaan green retrofitting dapat dengan mudah teridentifikasi dan direncanakan sehingga dapat meningkatkan akurasi perencanaan sumber daya. Penelitian ini hanya akan membahas mengenai aspek WAC pada bangunan gedung bertingkat tinggi untuk pekerjaan green retrofitting. Hasil yang diperoleh merupakan hasil analisa arsip, analisa deskriptif, analisa delphi menggunakan kuesioner, analisa RII dan analisa statistik yang mencakup uji homogenitas, uji kecukupan data, uji validitas internal, uji reabilitas, dan uji korelasi. Hasil dari penelitian ini adalah untuk mendapatkan aktivitas atau tolok ukur penilaian pada struktur WBS yang penting serta yang berpengaruh terhadap akurasi perencanaan sumber daya.

Green retrofitting is the most efficient solution in minimizing greenhouse gas emissions that cause climate change, one of the phenomena that is sweeping the world. Green retrofitting is also an important step for Indonesia in achieving its Net Zero Emission commitment by 2060. There are two green retrofitting assessment standards used in Indonesia, namely Greenship certification from GBCI and BGH certification from Permen PUPR Number 21 of 2021. The development of a combined WBS standard between the two standards into the smallest level, namely activities, from the WAC aspect is carried out so that it becomes a reference in carrying out green retrofitting work in high-rise buildings so that it can be more easily managed. The WBS standard was also developed so that the resource requirements of green retrofitting work can be easily identified and planned so as to improve the accuracy of resource planning. This research will only discuss aspects of WAC in high-rise buildings for green retrofitting work. The results obtained are the results of archival analysis, descriptive analysis, delphi analysis using questionnaires, RII analysis and statistical analysis which includes homogeneity test, data sufficiency test, internal validity test, reliability test, and correlation test. The result of this research is to obtain activities or assessment benchmarks in the WBS structure that are important and that affect the accuracy of resource planning."
