Since long time ago, before the city of Jakarta was formed, the Sunda Kelapa community had lived in the maritime area and tried their luck there. Coastal sea where peoples lives, plays an important role in the lives of people who live and inhabit the area. Besides that, ports and trade in this maritime area have made the city of Sunda Kelapa grow into a bigger city. In its development until it became the city of Jakarta, the maritime area actually suffered a setback. The aquatic environment slowly becomes not good. Seawater quality tends to deteriorate (tainted), added with other urban environmental issues such as increasingly limited sources of electrical energy and rising levels of CO2 in the air, as well as threats from nature such as abrasion, erosion, and high waves of sea water. This situation encourages the need for a program in this maritime area so that the continuity of life continues to run well.
Pasar Ikan Area in the Jayakarta Integrated Tourism area plan takes the concept of the area as Maritime Home. Its strategic location, which is flanked by sea waters and two large canals makes it has an interesting potential to present solutions to environmental problems in the maritime. One of the programs presented in the area is the education tourism area, which in this area will contain activities related to maritime knowledge.
