Tesis ini membahas pengaruh sumber daya yang dapat didefinisikan sebagai suatu kemampuan dan kapasitas potensi yang dapat dimanfaatkan untuk suatu kegiatan yang secara umum dikelompokkan menjadi manpower, material, machines dan money terhadap kinerja perencanaan pembangunan jalan KA jalur ganda lintas utara Jawa. Penelitian ini adalah penelitian kuantitatif dengan jenis penelitian berupa survey serta menggunakan metode SEM-PLS dalam analisa data. Hasil penelitian menemukan bahwa faktor sumber daya manusia, data dan informasi serta tools perencanaan memberikan pengaruh positif terhadap kinerja perencanaan. ...... This thesis discusses the influence of resource that can be defined as the ability and capacity of potential that can be used for an activity that is generally grouped into manpower, materials, machines and money towards planning performance on the north of Java double track railroads project. This research is a quantitative study with a survey type of research and using SEM-PLS methods for data analysis. The results found that the human factor, data and information and planning tools provide a positive influence on the performance of planning.

Kinerja proyek dipengaruhi oleh banyak faktor, diantaranya adalah kebijakan perusahaan, kompetensi manajemen proyek dan tingkat maturity manajemen proyek. Untuk mengetahui bagaimana pengaruh faktor kebijakan perusahaan, kompetensi manajemen proyek, dan tingkat maturity manajemen proyek terhadap kinerja proyek, maka dilakukan penelitian ini. Penelitian ini dilakukan melalui metode survey kuesioner, dan selanjutnya data diolah dengan menggunakan Partial Least Square (PLS). Hasil penelitian menunjukkan bahwa pengaruh kebijakan perusahaan, kompetensi manajemen proyek, dan tingkat maturity manajemen proyek terhadap kinerja proyek adalah sebesar 10,95%, sedangkan sisanya 89,05 % dipengaruhi oleh variabel lain di luar model yang diteliti.

Project performance influence by a lot of factors, which are company policy, project management competence, and project management maturity. Abstrak :
[Proyek Pengembangan Infrastruktur Sosial Ekonomi Wilayah (PISEW) merupakan salah satu Program Nasional Pemberdayaan Masyarakat (PNPM). Keterlibatan dan interfensi pemangku kepentingan pada setiap tahapan proyek menyebabkan keterlambatan waktu penyelesaian proyek yang mengakibatkan buruknya kinerja waktu proyek. Hal tersebut diakibatkan oleh penyampaian informasi pada setiap tahapan pada setiap pemangku kepentingan yang membutuhkan koordinasi dan metoda yang berbeda sehingga menyita waktu yang cukup banyak. Dalam penelitian ini telah dilakukan identifikasi stakeholder internal dan eksternal, kekuatan dan wewenang masing-masing stakeholder yang paling berpengaruh pada kinerja waktu proyek, yang kemudian dianalisa dengan metoda Structural Equation Modelling (SEM).Hasil yang didapatkan berupa penerapan manajemen stakeholderpada rencana kerja dalam keterlibatan, peran, dan perlakuan kepada para stakeholder untuk mereduksi kemungkinan terjadinya keterlambatan waktu penyelesaian proyek dan meningkatkan kinerja waktu proyek.;The Rural Infrastructure for Social Economic Development (PISEW) is one of National program of community empowerment (PNPM).Stakeholder engagement and intervention in each project step are the reason of the project completion delay causing low project performance. proyek ketenagalistrikan di tempat penulis bekerja yaitu PT. XYZ. Hal ini menjadi fokus penulis karena pengendalian biaya proyek merupakan hal mutlak untuk dilakukan. Penelitian ini adalah penelitian kualitatif dengan confirmatory pakar dan telaah literatur serta fokus terhadap faktor utama yang menyebabkan terjadinya fenomena cost overrun. Penelitian ini menggunakan Theory of Constraints sebagai metode analisa. Hasil penelitian berupa rekomendasi tindakan koreksi faktor dominan yaitu kondisi unforeseen, berubahnya jadwal proyek, arus kas, kualitas estimasi dan investigasi lapangan tidak akurat. PT. XYZ harus meminimalkan fenomena ini dengan menerapkan improvements hasil penelitian ini.

ABSTRACT
This tesis analizes cost overrun fenomena in electrification projects which occurs in PT. XYZ where the writer has worked. This research is quantitative approach with experts confirmatory and has focused on main indicators that caused this fenomena. This thesis used Theory of Constraint as an analysis method. Result of the research will give corrective actions recommendation to the variable regarding project management competence (unforeseen, project schedule, cash flow, estimation and site investigation); PT. XYZ also need to focus on minimizing the occurence of cost overrun by implementing improvements as results of this research .

Kolaborasi para pihak pada proyek konstruksi rancang bangun di Indonesia merupakan masalah yang serius. Indikator keberhasilan kolaborasi para pihak, dapat diukur secara tepat berkaitan dengan kemampuannya mengurangi Construction Waste CW . Dari penelitian yang dilakukan pada tiga tahun terakhir, pada beberapa proyek konstruksi terlihat kecenderungan CW meningkat secara signifikan. Tujuan penelitian ini adalah untuk menemukenali model kolaborasi para pihak pada proyek konstruksi rancang bangun yang dapat mengurangi CW. Metode yang digunakan dalam penelitian ini adalah metode Survey, dimana data yang diperoleh diolah dengan menggunakan SEM-PLS 3.0, sehingga hasil penelitian ini dapat menemukan solusi dari permasalahan CW dan menguranginya dengan meningkatkan kolaborasi antar pihak. Melalui model kolaborasi antar pihak yang diterapkan dengan mengelola para pihak, memahami budaya, meminimalisasi konflik dan meningkatkan komunikasi, sehingga dapat mengurangi CW fokus pada non-physical time overrun construction waste pada proyek konstruksi Rancang Bangun.

ABSTRACT
The collaboration of the parties to the construction design project in Indonesia is a serious problem. Indicators of the successful collaboration of the parties can be accurately measured concerning its ability to reduce Construction Waste CW . From research conducted in the last three years, on some construction projects seen a tendency CW increased significantly. The purpose of this study is to identify the collaborative model of the parties to a construction design project that can reduce CW. The method used in this research is Survey method, where the data obtained is processed by using SEM-PLS 3.0, so that the results of this research can find a solution of CW problem and reduce it by increasing collaboration between parties.
