"[Instalasi gawat darurat (IGD) rumah sakit adalah bagian dari rumah sakit yang memberikan layanan terdepan. Di Rumah Sakit dr. Mohammad Hoesin (RSMH) Palembang sudah terdapat IGD berdasarkan SK Direktur Utama Rumah Sakit yang menetapkan struktur organisasi, tugas dan tanggung jawab, visi dan misi, dan prosedur tetap pelayanan gawat darurat. IGD RSMH Palembang dikepalai oleh seorang dokter spesialis bedah urologi dibantu oleh dua orang kepala ruangan.
Standar pelayanan di IGD sudah menerapkan standar layanan sesuai dengan standar akreditasi KARS 2012. IGD keberadaannya di rumah sakit diatur oleh Kepmenkes RI No. 856/Menkes/SK/IX/2009 tentang Standar IGD. Kepemenkes ini mengatur tentang standarisasi pelayanan gawat darurat di rumah sakit, dalam Kepmenkes tersebut
diatur standar organisasi, sumber daya manusia, pelayanan, kelengkapan sarana prasarana di IGD. Di RSMH Palembang telah dilaksanakan dokter spesialis jaga on site di IGD sejak 30 Januari 2014 sebagai tindak lanjut Kepmenkes RI tersebut. Sejak dilaksanakan kebijakan dokter spesialis jaga on site di IGD masih dijumpai kepatuhan para dokter masih belum optimal dan walaupun mutu layananan semakin membaik sejalan dengan telah terakreditasi paripurna rumah sakit versi KARS 2012. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan dokter spesialis jaga on site di IGD sudah dilaksanakan sesuai dengan tujuan yang diharapkan sesuai dengan Kepmenkes. Penelitian dilakukan dengan metode kualitatif melalui wawancara mendalam pada informan. Informan yang diwawancarai adalah jajaran Direktur RSMH Palembang, Ketua Komite Medik, Kabag. Keuangan, Kepala ruangan IGD dan para dokter spesialis. Penilaian hasil wawancara menggunakan kerangka fikir model implementasi kebijakan George Edward III dengan variabel
sumber daya, komunikasi, disposisi dan struktur organisasi.
Dari hasil penelitian ini didapatkan implementasi kebijakan dokter spesialis jaga on site belum berjalan dengan baik, disebabkan karena faktor komunikasi, disposisi dan struktur organisasi belum berjalan baik dan masih banyak perlu dukungan sumber daya. Usulan yang diberikan adalah penambahan dan kompetensi tenaga sesuai standar, revisi SOP, penyediaan media komunikasi, perbaikan fasilitas,
meningkatkan koordinasi dan fungsi pengawasan secara berkala, advokasi ke Kemenkes RI.;Emergency department (ED) is a part of hospital which giving advanced services. In dr. ED in the hospital arranged Indonesian health minister No. 865/Menkes/SK/IX/2009 about ED standards. The head of health minister regulates the standardization of emergency services at the hospital, which managing standard organizations, human resources, services, completeness infrastructure in ED. RSMH Palembang has been implemented specialist doctors duty on site in the ER since January, 30th 2014 as a follow-up of the head of the Indonesian health minister. Ever since implemented a policy specialist on duty in the ER site still found the compliance of the doctors are still not optimal and although the quality of service has improved in line with acreditation hospital KARS version 2012. This research aims to determine how the implementation of policy specialists doctors on site in the ER has been implemented in accordance with the expected goals in accordance with the head of health minister. Research done with qualitative method by performing in-depth interviews on informants. Informants interviewed are RSMH Palembang board of directors, chairman of the medical committee, chief financial officer, head of the ED room and specialist doctors. Assessment interview results are using logical framework policy implementation model George Edward III with variable resources, communications, disposition and organizational structure. From the results of this study, the implementation of policy specialist doctors
on site guard has not run well, due to the communication factor, disposition and organizational structure has not been going well and much needed resource support. The given proposal is the addition of appropriate power and competence standards, the revised SOP, provision of communication media, improvement of facilities,

"Dalam perkembangan seksual, remaja tunagrahita akan menghadapi kebingungan dan dorongan layaknya remaja normal pada umumnya, namun minimnya pengetahuan serta informasi mengenai hal tersebut dapat menimbulkan permasalahan kesehatan reproduksi. Oleh karena itu, peran keluarga terutama orang tua dalammemberikan pendidikan kesehatan reproduksi kepada remaja tunagrahita sangat diperlukan sebagai proteksi awal terhadap permasalahan kesehatan reproduksi. Salah satu upaya yang dianggap cukup strategis dan praktis dalam menyampaikan informasi terkait kesehatan reproduksi kepada orang tua/pengasuh tunagrahita adalah melalui media WhatsApp Messenger. Tujuan dari penelitian ini adalah untuk meningkatkan pengetahuan orang tua/pengasuh remaja tunagrahita terkait kesehatan reproduksi melalui pemanfaatan aplikasi WhatsApp Messenger sebagai sarana edukasi. Desain yang digunakan dalam penelitian ini adalah Pra Eksperimen dengan One Group Pretest Posttest kepada 40 orang tua/pengasuh siswa SLB C Ruhui Rahayu Samarinda. Intervensi dilakukan dengan mengirimkan satu pesan teks dan gambar yang berisi informasi kesehatan reproduksi remaja tunagrahita setiap hari selama 7 hari melalui WhatsApp Group. Analisa data dilakukan untuk melihat peningkatan pengetahuan orangtua/pengasuh sebelum dan sesudah diberikan intervensi dan untuk melihat peningkatan pengetahuan setelah di kontrol oleh variabel umur, jenis kelamin, pendidikan danpekerjaan. Hasil penelitian menunjukkan adanya peningkatan pengetahuan sebelum dan sesudah diberikan intervensi p value 0,0001. Edukasi kesehatan reproduksi terhadapremaja tunagrahita melalui pengiriman pesan teks dan pesan bergambar pada whatsapp group diketahui efektif meningkatkan pengetahuan orang tua/pengasuh remaja tunagrahita di SLB C Ruhui Rahayu Samarinda. Variabel umur, jenis kelamin,pendidikan dan pekerjaan tidak berpengaruh terhadap peningkatan pengetahuan orangtua/pengasuh.
......In sexual development, adolescent with intellectual disabilities will facecon fusion and encouragement like normal adolescent in general, but the lack of knowledge and information about it can cause reproductive health problems. Therefore,the role of the family, especially parents in providing reproductive health education to adolescent with intellectual disabilities is needed as an initial protection against reproductive health problems. One of the efforts that is considered strategic and practical in conveying information related to reproductive health to parents caregivers of adolescent with intellectual disabilities is through media of WhatsApp Messenger. The purpose of this study was to improve the knowledge of parents caregivers of adolescent with intellectual disabilities related to reproductive health through the use of the WhatsApp Messenger application as a means of education. The design used in this study was the Pre Experiment with One Group Pretest Post test to 40 parents caregivers of student in SLB C Ruhui Rahayu Samarinda. The intervention was carried out by sending a text and picture message containing information on adolescent with intellectual disabilities every day for 7 days through WhatsApp Group. Data analysis was performed to see the increase in knowledge of parents caregivers before and after being given intervention and to see increased knowledge after being controlled by variables of age, sex, education and work. The results showed an increase in knowledge before and after being given an intervention p value 0.0001. Reproductive health education of adolescent with intellectual disabilities through sending text messages and pictorial messages on Whatsapp Group is known to be effective in increasing the knowledge of parents caregivers of adolescent with intellectual disabilities in SLB C Ruhui Rahayu Samarinda. Variables of age, sex, education and occupation do not affect the increase in knowledge of parents caregivers. "

Evi Martha, M.KesRemaja disabilitas merupakan salah satu sumber daya manusia Indonesia yang harusditingkatkan kualitasnya agar dapat berperan sebagai subyek dalam pembangunankesehatan.Hasil Susenas tahun 2012 menunjukan bahwa terdapat 2,45 pendudukIndonesia menyandang disabilitas dan menurut Program Perlindungan dan LayananSosial PPLS tahun 2012 jumlah penyandang disabilitas secara nasional adalahsebanyak 3.838.985 jiwa. Penelitian ini merupakan penelitian kualitatif dengan desainstudi kasus yang dilakukan selama bulan Juni ndash; Juli 2018. Informan total berjumlah 27orang berasal dari berbahai pemangku kepentingan terkait pendidikan kesehatanreproduksi remaja tunagrahita. Hasil dari penelitian ini adalah belum semua pemangkukepentingan terkait menyusun kebijakan mengenai Pendidikan kesehatan reproduksiremaja tunagrahita. Hanya Kementerian Pendidikan dan Kebudayaan yang telahmenyusun kebijakan yang spesifik berupa pedoman kesehatan reproduksi untuk remajatunagrahita. Pelaksanaan kebijakan tersebut belum optimal karena belum dilakukan diseluruh wilayah di Indonesia dan diharapkan dapat masuk dalam kurikulum pendidikankhusus.Kata Kunci: Pendidikan, Kesehatan Reproduksi, Remaja, Tunagrahita

Theresult of the National Socio Economic Survey in 2012 shows that there are 2.45 ofIndonesian people are disabilities. According to the Social Protection Program PPLS in 2012, the number of people with disabilities is 3,838,985. This research was aqualitative research with case study design carried out in June July 2018. The totalinformants were 27 people coming from different stakeholders related to thereproductive health education for adolescence with intellectual disability. The results ofthis study show that not all of the relevant stakeholders formulate the policies regardingthe reproductive health education for young people with mental retardation. It is onlythe Ministry of Education and Culture that has formulated a specific policy in the formof reproductive health guidelines for adolescence with intellectual disability. "Sumberdaya manusia dalam organisasi rumah sakit adalah penentu pemberian pelayanan kesehatan yang bermutu. Manajemen kinerja yang efektif adalah alat untuk mengevaluasi dan meningkatkan kinerja individu dalam rangka mencapai tujuan organisasi. Bagian terpenting dari manajemen kinerja di rumah sakit adalah penilaian kinerja Dokter. Pelaksanaan penilaian kinerja individu Dokter merupakan bagian tersulit dari pekerjaan manajer rumah sakit di Indonesia.
Penelitian ini bertujuan untuk mengembangkan model Instrumen Penilaian Kinerja Dokter Spesialis Obsgyn melalui Analisis Kinerja yang sesuai untuk RSIA Budi Kemuliaan. Penelitian ini bersifat deskriptif dengan metode dan analisis kualitatif. Penelitian ini melibatkan Dokter Spesialis Obsgyn dan stakeholder yang terlibat dalam manajemen kinerja Dokter Spesialis Obsgyn di RSIA Budi Kemuliaan.
Penelitian ini berhasil mengembangkan metode penyusunan instrumen penilaian kinerja yang valid yaitu dengan menggunakan Metode Nominal Group Technique. Sehingga didapatkan Form Penilaian Kinerja Dokter Spesialis Obsgyn, yang berisi 8 indikator kinerja kunci individu berbasis kompetensi dan diklasifikasikan sesuai dengan kerangka kerja kompetensi dari JCAHO, lengkap dengan standar, bobot, kriteria penilaian dan skoring untuk setiap indikator tersebut, yang sesuai untuk RSIA Budi Kemuliaan.

The human resources in healthcare is determinant to high quality of health care services. Effective performance management is a tool for evaluating and improving individual performance to achieve organization?s goals. The most important activity of performance management is how to measure Medical Doctors performance. Appraising individuals Medical Doctors is the most difficult aspects of a manager?s hospitals job in Indonesia.
The purpose of this studyis to develop an instrument that appropriate to measured Obstetrician and Gynecologist performance in Budi Kemuliaan Hospital through Performance Analysis. Descriptive study with qualitative method aims to constructed a Performance Appraisal?s Instrument. A convenience Informan of Obstetrician and Gynecologists and stakeholders in Budi Kemuliaan Hospital participated in this study.
This study successfully developed a valid method to constructed a Performance Appraisal?s Instrument in Budi Kemuliaan Hospital by using Nominal Group Technique Method. A performance appraisal?s instrument contains 8 (eight) specific measurable criteria for Obstetrician and Gynecologists using the JCAHO's six competencies to evaluated Medical Doctors performance that suitable for Budi Kemuliaan Hospital, with standards each specific measurable criteria and scoring categories.
